If you want to run only 18 lands, you might want to look at some more ramp. An old staple for budget play is Rampant Growth, but Harrow might also be worth a look, since it can fix your mana effectively. There are also options like Farhaven Elf to consider if you really want the body, or Springbloom Druid, in a pinch you could try Silverglade Pathfinder, but it's very slow in Legacy.

Not sure if it's out of your budget, but some White removal might be good in here, the best option is Swords to Plowshares or Path to Exile, but Generous Gift is versatile (and you shouldn't be too worried about a 3/3 compared to what you blew up), but there is also Fateful Absence if people run Planeswalkers. If you want really cheap cards, you might try Oblivion Ring, though that isn't always a permanent solution, it is cheap and versatile.

It's definitely on the pricey side, but Toski, Bearer of Secrets is probably a lot better than Rigo, who won't work with your 1 power creatures after they get a +1 counter on them, Toski pays you for each creature that hits. Ohran Frostfang is arguably even better, but it's more mana and easier to remove, Toski is Indestructible. If you use Toski, you could run x1 of him and use 1 or 2 Time of Need to help find him more consistently. It can also find Djeru, or any other Legendary creature.

A card I like on a budget is Blossoming Bogbeast, the +2/+2 and trample buff is pretty big, and if you've got some other way to gain life before you attack, you can make the bonus much bigger. Trample often ends games much quicker. It's clunky, but it's a pretty cheap repeating Anthem effect.

Another good staple to look at might be Once Upon a Time, which is amazing in the opening hand usually, and reduces how many hands you have to mulligan compared to just running a land or creature in my experience. Like Gitaxian Probe, it got banned in other formats but it's used in Legacy sometimes.

If you're expecting to get Staff of Domination out, I feel like even a single Ezuri, Renegade Leader is probably about as much 'brute force' offense as you need, this would also free up cards vs using x4 Forerunners that could be too small vs life gain decks, infinite mana and Ezuri is infinite trample damage off of even 1 untapped elf. I also run Blossoming Bogbeast as an infinite finisher, but I have x2 Primal Command to recycle my graveyard while gaining life, making the Bogbeast potentially infinitely big. Primal Command is a really, really versatile card, even if it's a 5 mana spell, it's a great tutor if you've got tons of mana, it can remove annoying things, gain some life and even as noted recycle a graveyard, yours or someone else's. I use a Instill Energy as both an untapper (can be huge ramp) or as a haste source, at which point Bogbeast itself can swing to close.

It usually feels pretty good to have Once Upon a Time in an opener, it can burn you but rarely enough that it turns a lot of otherwise bad hands into solid keepers.

I'm also not sure about Steel Leaf Champion, I feel like you'd be better off with some Joraga Warcallers, these can protect your board from things like Plague Engineer, and are another potential payoff for infinite mana (though it won't give trample). I actually ended up running x2 Jagged-Scar Archers, which can be bigger than Champions while also hating on flyers like Murktide Regent, Delver of Secrets  Flip, or Dragon's Rage Channeler.

I don't love Gelatinous Genesis in here because I don't see any way it can win the turn you cast it, so I'd cut them for something that can do so. I run Terastodon as a big clunky beater option, it can put out up to 18 power for 8 mana (costs me lands, but who cares in Elves?), or it can give my opponent some chumps if they have stuff I want removed (useful if they have exact mana and you expect a Wrath, this can make that Wrath uncastable in time for it to matter). If you use Genesis with 9 mana up, you make 4 4/4 bodies, I'm not sure that's as good as making a 9/9 and blowing up stuff (or just taking the obviously better 9/9 + 3 3/3s), but unless people in your meta do not use Wraths or Ensnaring Bridge type effects, it's worth taking a look at over Genesis. In the event you have infinite mana, you'd have been better off with an Ezuri, which can close that turn, or a Terastodon if you couldn't swing for some reason to clear the field/prevent a retaliatory wipe.

Ohran Frostfang and Toski, Bearer of Secrets offer you some repeatable card draw for doing what you want to be doing. Frostfang's Deathtouch is really handy earlier game, draw is always handy. Midnight Reaper and Grim Haruspex are also good, but might be too many payoffs if you don't need the card draw. Blossoming Bogbeast and Thunderfoot Baloth are good ways to get Trample and a buff, handy especially if you've got deathtouch, 1 damage kills then. If you run enough Trample effects, you could also consider Saryth, the Viper's Fang or Bow of Nylea, as there are more good trample providers, some budget some not.

Over Diabolic Tutor, you could run cards like Jarad's Orders and Final Parting, or even Buried Alive to find Gravecrawler and a sac outlet, or Haakon, Stromgald Scourge and a 1 drop knight to generate a ton of death triggers, Universal Automaton is infinite mana with Ashnod's Altar I guess. Haakon always has to end up in the yard to work, but these are similar MV to Diabolic to maybe find a value engine. Gravecrawler loves Carrion Feeder or any other infinite sac outlet, but it also loves Pitiless Plunderer, at which point you can go infinite with this, making your army very tall. Haakon is more rugged than Gravecrawler, but is jankier. If you use Haakon, you can also try Liliana's Standard Bearer, both as a way to recover from a wipe and to draw cards via Haakon's recursion.

Over 'find a land when ___ dies', I would look at some options that let you sacrifice the creature for the land, such as Diligent Farmhand, which is always a source of a death trigger, even if you don't have an outlet out. Dawntreader Elk is also very good. Not saying Wood Elves are bad, but it's nice to have a death trigger attached. You might run more ramp period, any reason you don't run 1 drop mana like Birds of Paradise or Llanowar Elves, or even Elves of Deep Shadow to speed up your deck, getting to your Commander quicker is a big advantage in higher power games, especially with a powerful effect like your Commander.

Especially if you don't run more 1 or 2 MV permanents, you should look at Culling Ritual, that card is terrifying at higher power games, keep an eye out if people play a lot of 1 and 2 drops in your group to see if it will be relevant, but it can be very good.

Sarulf, Realm Eater is a crazy thing you could sneak in as a way to deal with an out of control opponent, your Commander can pump him with counters, and once he's big enough, he can clear the board completely (after you sacrifice stuff), so you can still use something like Living Death to put your dead creatures back into play, opponent's without a sac outlet have everything exiled. Sarulf will very quickly be big enough to clear the entire board, and he doesn't die when he does it, so it's back to your Commander and Sarulf vs the world, but if other players have used too many resources, they might not be prepared to come back. Maybe not a good choice if your area plays cards like Mindslaver a lot, but that's one of the biggest wipes around.

While I do have a bunch of niche pet cards that are really good in specific situations, I tried to keep this list to cards that I just never see across the table yet jam into most of my decks that can play them. Some of which are already climbing in value so maybe they aren't as underrated as I think but still worth spreading the word about. Caveat that I'm mostly a budget/casual player but cards like these are how I build 50-100 dollar decks that go to bat with 2-400 dollar decks

W Glorious Protector If your deck doesn't have Blue and has ANY level of ETB synergy, this card is amazing. Helps your team dodge all manner of board wipe: bounce, exile, -X/-X, good ol' destroy.

U Plea for Power Pay 4 draw 3 is an acceptable rate and there are situations in which you might be able to convince two of your opponents to give you the extra turn to deal with the third. Metamorphic Alteration I've never seen anybody else play this card- I only play it in Zedruu the Greathearted and Callaphe, Beloved of the Sea which have permanent/Enchantment synergy and would recommend doing the same but the sky's the limit on this bad boy. There's the obvious use of removal (I've turned someone's Commander into a Humble Defector before) but it's got the flexibility of copying someone else's Eldrazi or Avacyn for 2 mana. Stubborn Denial Does your Commander have 4+ Power? Are you already playing Negate? Well here's that for half off!

B Vona's Hunger Instant speed Asymmetrical Board Wipe for 3. Do I need to say anything else? This is one I used to be able to pick up for 80 cents and is now 4 bucks :( Incarnation Technique Any time I've cast this I've negotiated a specific creature in an opponent's graveyard that I know won't be too threatening and gotten two bangers for myself for 5 mana. Additionally, if your deck has any kind of graveyard synergy already, the mill 10 is outstanding. Virtus's Maneuver I'm a sucker for political cards as this list can totally indicate, but this 3 mana spell that pays for itself has the option to remove a pesky Voltron Commander or make some friends around the table. Or both! Court of Ambition Why this isn't in every non-cEDH Black deck is beyond me- If you're able to maintain Monarch (and with it board position) for 2+ turns it will essentially seal the deal on anybody trying to challenge you. Even if you aren't, sending Monarchy around the table encourages them to hurt each other while you're draining a sneaky 3 life every turn from every opponent. This card does serious work (in any game expected to go past turn 6).

R Rousing Refrain Best case scenario you're able to play this turn 2 and then have a pretty blowout-y turn 5 (I use it to cast Niv Mizzet while holding mana for counters) but worst case this is essentially a free spell that helps you rebuild from board wipes or push extra hard for a win. Doesn't go in every deck but consider whether yours is right Chandra, Fire Artisan Repeatable card draw isn't super common in Red, plus she comes with her own discouraging rattlesnake clause.

G Sigardian Zealot I love this card! You're in Green so you probably have creatures- my biggest issue with team-buffers like this is that a lot of them only give the buff on swing. This is at worst a 6/6 Vigilance for 5 that boosts your team the turn he comes down, at best he boosts your team to make killing blows while leaving you all the blockers you need. If you natively have any Trample synergy (this dude rips in my Zilortha, Strength Incarnate deck) then take a look at this guy. Blossoming Bogbeast Budget alternative to Pathbreaker Ibex. Guaranteed +2/+2 and full team Trample: not as mana-intensive or clunky as Dragon Throne of Tarkir and more repeatable than Overwhelming Stampede. Are Stampede and Ibex better? Totally. Are they 70 cents? Nope! And that's all assuming you aren't playing any Lifegain synergy- if you are, this absolutely deserves a slot. Wrap in Vigor If you're playing a non-Blue, non Nikya, non-Voltron Green deck (read: most Green decks because even some of those criteria aren't absolute) this card is awesome! Heroic Intervention is one of the best Green spells ever printed imo and while this is clearly its little brother you should still consider doubling up on 2 mana protection like this. I've won tons of games cause someone else wipes the board for me and the "Creatures can't be regenerated" clause is becoming less and less relevant as cards like Vanquish the Horde become the new standard.

L Bonders' Enclave Does your Commander have 4+ Power and you're playing 3 or less colors? This card deserves a slot. This is the other card I've grabbed 5 of for 40 cents and now are 2 bucks a piece. Is it inefficient? Totally. Does it give you options when it's turn 8 and you're looking at your Commander and an empty hand while coming at the low low cost of being a colorless land in every other situation? Totally.

I got a lot of good ideas from this thread, hopefully mine can help somebody out!

Since Pathbreaker Ibex only gives +3/+3 by itself, Blossoming Bogbeast only gives +2/+2, and Craterhoof Behemoth gives +1/+1, I think +5 power (even with no toughness buff) may be too high a baseline. 4 would be fine.

Very cool deck!

I have not previously built a dedicated lifegain deck, so i might be in the wrong here, but i think your deck might be running a bit too few cards that actually gain you life. Efficient repeatable lifegain seems like a given in this deck. That said, i think some spicy cards you might want to consider are Blossoming Bogbeast, Ezzaroot Channeler and Axis of Mortality.

Blossoming Bogbeast is a fantastic finisher in a lifegain deck, it will help you swing for leathal by pumping your board and giving it all trample. In the offchance that they survive, it will also give you some more +1/+1 counters.

Ezzaroot Channeler will help you massively cheat on mana, seeing as you are running 31 creatures, If you have enough lifegain in the deck.

Axis of Mortality might not do anything the turn you untap, but If you ever find yourself in a situation where you have less life than an opponent, this card will be back rakning. A massive life swing, and a LOT of counters? Seems pretty good. (If you have more life than your oppenents, which is not unlikely in a lifegain deck, its still great for politics!)

Hope you find these suggestions interesting! The other main thing i would focus on is playtesting the deck and making sure you have enough lifegain!
