You need Hammer of Nazahn, Grafted Exoskeleton, Shadowspear and Open the Armory. Mana Crypt, Mana Vault, and Mox Opal if possible.
Cuts:
Adaptive Automaton (clunky, what are you choosing??)
Benalish Marshal (too mana intensive for so little impact)
Bladegraft Aspirant (same)
Burnished Hart (too slow)
Chief of the Foundry (too much mana for so little impact)
Eivor, Battle-Ready (way too expensive)
Kassandra, Eagle Bearer (not really cost efficient since you don't have the spear)
Militia Bugler (not good)

Cool deck!!!
Because you will have blood tokens and have to discard cards to draw cards, have you considered running some cards with flashback or aftermath so they are useful cards in your graveyard?
Some examples: Dread Return, Cut / Ribbons, Crawl from the Cellar, Faithless Looting, Seize the Day, Visions of Dread, Visions of Ruin, Wake to Slaughter are some options!

For decent salt but fun game I'd focus run some staxy type card.
Archfiend of Depravity weep tokens decks
Sepulchral Primordial steal 3 creature at once
Molten Primordial steal 3 creatures
Tymaret, Chosen from Deathgrave hate that works well with commander to limit the randomness
Altar of Dementia free sac plus many more upsides
Syr Konrad, the Grim with cards entering and leaving graves a decent wincon
Hofri Ghostforge double use etbs with other upside
Sire Of Insanity especially in a low budget slowing down the game works well in your favor. Also a blue players nightmare

Ruinous Ultimatum sorcery speed mardu Cyclonic Rift
Tragic Arrogance you choose kinda boardwipe
Command the Dreadhorde Greatness at any cost

Red has a lot of treasure generating cards now (Treasure tap and sac for any one colored mana) and some of these cards improve that effect.

Ok here is my take on the budget side. TLDR: Land total and Ramp increased. A lot of subpar removal taken out, and better ones put in. Some cheaper dragons/shapeshifters added to smooth out curve and provide cheap dragon drops for commander ability. Most importantly is added some value for getting extra dragons from cards, either by creating tokens or playing them for free from hand/deck. Added in 3 additional wincons similar to Terror of the Peaks to make it easier to win just by populating board and swinging in. Note that the wincons also can serve as creature removal, which is why so many of the outs are instant/sorcery removals
In: Haven of the Spirit Dragon (creature recursion), 3 Mountain (31 lands is not enough - will miss land drops too often and its vital that the commander come down ASAP - nick loses too many times by not getting threats out in time)
In: Cinderclasm (better than blazing volley), Shenanigans (reusable artifact destruction, combos with Liquimetal Torgue), Chaos Warp, Mizzium Mortars (one sided boardwipe)
In: Gadrak, the Crown-Scourge, Taurean Mauler, Dragonkin Berserker, Dragonmaster Outcast, Molten Echoes, Minion of the Mighty, Sunbird's Invocation
