In general, I would reference a non-budget Dredge list (from MTGgoldfish or another website like it) when you make upgrades, since those lists contain all the cards you'll want to get in the exact configurations you'll need. However, the Dredge deck in particular requires large investments alongside certain cards (like sets of fetchlands with Life from the Loam) in order to make them work, which can be difficult to figure out on your own.

I'd recommend making smaller upgrades first; the $25 Mardu version I listed above (Dredge ($25)) adds some white tri-lands to the mana base for Thrilling Discovery, Smiting Helix, and sideboard cards. Any other upgrades you'll want to make are going to be really big investments, so it'll be good to have a solid but fairly inexpensive base to play with while you work towards the more expensive stuff.

Now, it's important to consider which particular variant of Dredge you want to build before you start investing: some decks splash white for Thrilling Discovery and Prismatic Ending, some go for the traditional Jund list, others are straight Mardu. As of right now the most successful Dredge decks are cutting white for 1 mana enablers like Merchant of the Vale and Burning Inquiry for more speed (since graveyard hate is very popular atm). I personally like the white splash, but you do you.

Once you've figured that out, the most important upgrades you'll need to make are to the mana base. Competitive Dredge is heavily reliant on land synergies with Bloodghast, Life from the Loam, and by association Conflagrate (which is usually casted from the graveyard for big X values after filling your hand with lands via Loam). Fetchlands are by far the most important cards to have if you want to go this route. Having a nice suite of lands will also help with casting costs, which is always an issue with budget mana bases.

Other than that, the only upgrade you can really make until you have the lands is adding 3 Ox of Agonas for 1 Haunted Dead and 2 Smiting Helix; it's not too expensive to do this, but it also happens to be better with fetchlands, as they help pay for Ox's escape cost.

For lands, you'll want 8 R/X fetches, 4-5 R/X Dual lands, a couple fastlands, 3ish five-color lands, and one or two basics (~19 lands total). My recommendation for a 4c (RBgw) list:

I thought about Hollow One but I couldn't quite figure out where to slot it. I think Burning Inquiry would be a great idea for this deck except it is a "budget" deck that I'm trying to keep under $30. Similar problem for Dark Deal. If you're thinking about upgrading the deck, these are great cards to start with. Additionally, If I include Thrilling Discovery, then I would want some more white mana lands/rocks to help play it. The biggest problem is that this deck is fueled by looter cards so if I can't play those cards then the deck won't work. Thanks for the suggestions!

Burning Inquiry is a great enabler and also usually pisses off your opponents by ruining their hand

Thrilling Discovery is probably a better madness enabler than Thrill of Possibility

Dark Deal could be another nice symmetrical discard spell

Hollow One you can usually cast for free

Nice deck, the red splash for Thrilling Discovery is interesting and helps offset some of the weaknesses of B/BW lists with the lifegain and draw effect. I do think I would rather have another Archon of Cruelty over Ashen Rider or Terastodon , they do similar things and Archon's effect is much stronger than both in most cases. Also, 18 lands might be a little low in games where you need to cast Rites or unearth Priest.

Mass Hysteria is an interesting option, I will test it out to see how I like it.

Damn is a definite inclusion. Thrilling Discovery is an amazing way to dig through the deck while simultaneously gaining life and discarding cards. I think it’s worth running Red just for that, but Wear / Tear and the boost to Prismatic Ending is a plus. Collective Brutality and Bone Shards discard cards, but this deck desperately needs more card draw that Discovery provides. Esper is a good solution for this card-draw problem and I like Gifts Ungiven , but I personally favor a lean mana base of 21-22 lands, and Gifts is expensive mana-wise to cast consistently with this lean mana base. But it boils down to personal preference.

My main concern is that this deck lacks reactiveness due to the very few Instants I am running. I’m considering making more room for Fatal Push and/or Path to Exile to address this.

I feel like having 10 young pyromancer effects is too many because it forces you to cut down on the number of instants and sorceries. How has this been working for you in playtesting?

Why do you run Bone Shards ? Yes, you can sacrifice creatures to it but you don't really have any creatures you want to sacrifice, or any cards you really want to discard. With only four Unearth and 2 Smiting Helix , I feel like leaning this far into self discard with Lightning Axe , Bone Shards , and Thrilling Discovery is a little overboard.

Also, I think you could try adding 4x Smallpox and 4x Flagstones of Trokair and see what happens.

I don't think Unburial Rites is worth it. You are spending 5 mana to reanimate a 7 mana creature. Plus you aren't running white, which means you'd need to use treasure to flash it back for 4 mana.

More importantly, you don't have enough ways to get it into your graveyard. In terms of discard outlets, you only have 4x Bone Shards . Your only additional outlets are targeting yourself with Thoughtseize or Kolaghan's Command , which is card disadvantage and clearly a last resort. Since you can't run Thrilling Discovery , I'd run Cathartic Reunion , Thrill of Possibility , or Lightning Axe as additional outlets.

I've been playing around with a similar Esper version of this deck with the old Gifts Ungiven + Elesh Norn, Grand Cenobite and Unburial Rites combo.

The red splash in this list doesn't seem worth it for less than a playset of Thrilling Discovery , especially since you can run more Collective Brutality as discard outlets and I can't really think of any Prismatic Ending targets that cost three mana outside of the occasional Lurrus of the Dream-Den , although if you are keen on the red splash you should probably add a Savai Triome somewhere. Damn seems like something this deck would want as both cheap removal and a sweeper. Liliana of the Veil as some cheap interaction while also being a discard outlet.

I would also have some Wear / Tear in the sideboard. It can hit enchantment based graveyard hate like Rest in Peace while also being a good card against the artefact decks as it can Stone Rain a Urza's Saga and kill The Underworld Cookbook and Colossus Hammer . Anguished Unmaking was unplayable in a standard format with a W/B control deck in it. Vindicate is better 90% of the time it hits lands will also not losing you three life, which is pretty relevant against Murktide Regent decks where you want to bring in unconditional removal.
