A budget version of the cEDH menace known as Sushi Hulk (or Fish Hulk, or Oracle Hulk). Don't necesarily take this as THE definitive list, but rather a template as to how the deck could be built at this budget level.

(Also for what it's worth, I want to endorse their plea to the RC to get Flash banned.)

To me, the most important aspect of this budget build was to keep the intergrety of the absolutely broken wincon that is Flash Hulk in combination with Thassa's Oracle and Consultation lines at the same level as in the fully upgraded list. Even if Tainted Pact makes up almost 10% of our entire budget, I felt it was a necesary inclusion, so the complete power of this wincon could be employed even by budget players.

The shell built around the wincon utilizes well known and affordable staple cEDH cards, aswell as some of the typical budget inclusions. The decks interaction package is weighted a little in the direction of stax removal, as budget metas tend to have more of those kind of effects since the expensive free-cast counterspells are not around.

Hulk Piles Show

Obviously Flash Hulk lines are the main way this deck has to win the game. The biggest advantage of this wincon is that it is extremely easy to represent with only 2 mana open and is instant speed, so your opponents have to respect it at almost all times.

If you're new to the Flash Hulk game or would like to brush up on your sandbagging game, I would like to redirect you to sickrobots Shuffle Hulk primer here: Shuffle Hulk Primer There he goes into a lot of detail about how to properly use Flash at instant speed to its maximum potential.

Breakfast & Oracle Pile (main pile) Show

This pile consists of Thassa's Oracle, Cephalid Illusionist & Nomads en-Kor. This only makes 5 cmc total, so you can fit in a dork or something if you'd like. However, note that NO ADDITIONAL PROTECTION IS NECESARY, as Oracles ETB wins even with 0 devotion and you can mill at instant speed.

When all these creatures come into play, Thassa's Oracles ETB will trigger. At this point, hold priority and respond by targeting Cephalid Illusionist with Nomads en-Kors ability as many times as you need to empty out your deck. Then, let the ETB resolve and win.

If someone points removal at a piece of the Breakfast combo, simply continue to mill in response to their interaction.

Spellseeker pile (backup pile) Show

This pile consists of Spellseeker & Thassa's Oracle.

When these creatures come into play, stack your triggers so that Spellseeker resolves first. Tutor up Demonic Consultation and cast it in response to your Thassa's Oracle trigger. Then name a card that's not in your deck to exile your library (Personally I recommend the mighty Chub Toad).

Note that this pile costs an extra in addition to the needed for your Flash. However it's a very easy way to win with a Cursed Totem in play, so it's very important to still run it. Adding Blood Pet to the pile to pay for this cost is possible, but not recommended, as it adds a dead card to your deck for what is mainly a backup pile anyways.

The reasons why you shouldn't really use this as your main pile (or only pile) are the following:

• It forces you to pay an extra or to run Blood Pet
• It opens the combo to certain stax pieces like Rule of Law or Trinisphere
• It opens the combo to Mental Misstep
• The combo loses out on Boseiju, Who Shelters All protection (this one is only relevant in the non-budget version)

Winning without Flash Hulk Show

If your Flash gets countered or you lose access to your combo by other means, there's no need to panic. One of the biggest strengths of this deck, that pushes it so far ahead compared to anything else, is how easy it is to pivot from Flash Hulk lines to manual Consultation lines.

Due to the densitiy of A + B combos in the deck, cards like Ad Nauseam that can draw you tons of cards at once, are very likely to result in some way to win the game.

Here are a couple of examples of A + B wins that can be very easily assembled manually:

• Thassa's Oracle & Demonic Consultation or Tainted Pact. Simply respond to your own Oracel ETB, name a card you don't run (if Consultation), exile your deck and let the ETB resolve to win.
• Jace, Wielder of Mysteries & Demonic Consultation or Tainted Pact. Play out Jace, activate his +1 and respond with your forbidden tutor of choice to exile your deck. Let Jace'S ability resolve and win.

If things have gone really awry, you can still find a way to win with good old Laboratory Maniac, which will require a cantrip in addition to milling yourself out. Alternatively Oracle/Jace can win with manual Breakfast (Cephalid Illusionist & Nomads en-Kor) if you lose all other ways to mill yourself.

Flex Slot Options Show

The cards you should most likely cut to add meta-techs or personal favorites are:

• Blink of an Eye (probably the easiest card to cut)
• Dark Ritual (if you choose not to play Ad Naus or want more rocks)
• Runic Armasaur (if you're not in a fetchland heavy meta for some reason)
• Force of Vigor or Nature's Claim (if your meta is low on stax pieces that stop Hulk)
• Collector Ouphe (if you want to add more rocks or are in a meta with very few rocks)
• Swords to Plowshares (if you feel like no additional creature removal is needed)
• Laboratory Maniac (as he's mostly personal preference)

Things you might add in very grindy metas:

• Compost (as a cheap option to draw more cards IF there is enough balk in your meta)
• Reap (same as Compost, but this is a potentially bonkers Regrowth effect)
• Verity Circle (a cheap way to draw lots of cards in dork heavy metas)
• Zealous Persecution (a way to punish dork heavy metas, even though this is a dork heavy deck)

Things you might add if you feel like you need more stack based interaction:

• Mystical Dispute (a way to fight blue heavy metas with lots of counterspells)
• Negate (just a solid inclusion in general, but typically surpassed by Dovin's Veto. No shame in running both at a budget level though)
• Tale's End (a gotcha in the mirror or for Oracle in general, the cheapest and least dead Stifle effect)

Things you might include if you wanted better fixing and more rocks:

• Arcane Signet (the best rock here, but slightly pricy)
• Fellwar Stone (a bit cheaper and almost as good as the Signet)
• Talisman of Curiosity (Significantly worse, but still produces our 2 most important colors)

If you wanted to spice up your wincon package, I recommend these inclusions:

• Freed from the Real (a way to make infinite mana (all colors except ) with Faeburrow Elder and to a lesser extent Arbor Elf with a Wild Growth enchanted Breeding Pool (which will only make infinite ) to then draw your deck with Thrasios, Triton Hero)
• Dread Return (while not as powerful without Hermit Druid, it still merits potential inclusion as it lets you pile with Grand Abolisher at sorcery speed to dodge Angel's Grace)
