You've got a decent number of creatures in here that need a sacrifice outlet for you to truly abuse them with Horde of Notions. Many of the evoke creatures need to die to trigger their effects as well, and playing them with Horde of Notions doesn't let you evoke them. I would suggest running a couple of sacrifice outlets. Doomgape gives you some life by sacrificing your creatures, while Magmaw can sacrifice any nonland permanent to ping things. Both of these are elementals and can be recurred by Horde. Some nonelemental options I really like are: Infernal Tribute (lets you sacrifice pretty much anything to draw cards) and Greater Good (sculpts your hand and dumps reanimation targets into the graveyard). However, I'm now realizing that Infernal Tribute has a really awful mana cost, so you probably can't fit it in.

The deck looks good!
My only concerns/suggestions are:
Is Signal the Clans efficient enough? I assume it gets Druid and the Recruiters. That seems way too slow if you don't hit Druid.

I decided to try my hand at making a competitive Horde of Notions deck, and I believe it could potentially be moved up a half step.
I had recently discovered the Hermit Druid combo is actually pretty good in the deck (there are a few elementals that sac themselves for damage like Magmaw and Blazing Hellhound) and then midway through building the deck, it had the same initial combo as in the Scion of the Ur-Dragon deck featured. I then based it off the shell of that deck and created a deck that I believe is a great way to use Horde of Notions.
Here's the deck, the name is kind of a working title but that doesn't matter too much:
Commander / EDH
1 VIEW | IN 1 FOLDER
One of the downsides of the deck is that it's a one-trick pony, so once people know what the deck does, they know how to stop the main combo.

I built a terrible UG Metalcraft deck with Carapace Forger, Copper Carapace, Scrapdiver Serpent, and so forth...my first cards were built from a blind box with Magmaw as the only rare and 50 copies of Sky-Eel School. (After that, I built a UW Auras deck when Sphere of Safety came out.)
But I guess it did inspire a love of the Scars block for me, so I owe that humble little UG deck one.

Sorry for the triple posts, but I got into breaking down your deck more. Cards to consider:
Too slow cards to cut to make room for more acceleration:
- Zendikar's Roil
- Warstorm Surge
- Goblin Bombardment Does too little in EDH
- Barrage of Expendables Does too little in EDH
- Magmaw Does too little in EDH
- Rishkar's Expertise Your hich curve makes sure this is not needed
To name a few. It's ofc all up to you, but like this you'll get stuck with stompers in hand without means to cast them against faster decks.

I would run them all, and do in my Omnath build, but I think at least 4 or 5 total ramp spells are needed. Perilous Forays is great as it allows you to sac an elemental to get the bolt effect and then get a new elemental with the Omnath trigger; pure value.For card draw I have found Carnage Altar and Shamanic Revelation great. The efficiency of Skullclamp could e increased with a few sac outlets. Magmaw is an elemental and a useful sac outlet all in one.Last suggestion is Clan Defiance. I am never lacking targets and this is almost always a 3 for one.

No yeah for sure, though I would point out that this has been oddly done by WOTC. For the First Modern Masters set, Tarmogoyf was the first thing spoiled, long before the set even came out, even before the packaging (I believe). I find it strange that this time they opened with a bunch of cards that while not bad (hello Griselbrand), aren't the most exciting. I suppose maybe they are trying to avoid a repeat of MM2015, where they spoiled most of the best stuff at the start, and people where so caught up with the rest being "trash" that people actually bought a fake article previewing Magmaw as a "big card" in the set (it was a pretty hilarious joke actually). Well that's my two cents anyway.
