Substitutions I would make all depend on your collection really. But in terms of good creatures, theres a litmus test (sort of).
Does it have a major impact on the board? Lets compare your Rust Scarab to Indrik Stomphowler. They both destroy something, but one does it right away, and one is situational that your opponents can play around. Theres very few situations where the Scarab is gonna be better than the stomphowler, and very rarely do you want to play around niche situations. So basically, does the creature add value to your deck, and are there better options, and if the answer is no, that creature is probably good.
Does it serve a purpose outside of the theme? Elvish Mystic probably falls in this category. Its a good ramp card and is probably worth running. Sakura-Tribe Elder is another good one. They help you thin your deck and ramp to the mana you need to explode all over the place. Theyre good to go. Coal Stoker and to some extent Burning-Tree Emissary? Not as impactful and sometimes the mana isnt getting used. So those could probably be cut.
Is it a great card? Seems simple enough, but some cards are just fucking great, like Bloodbraid Elf. Its a 3/2 haste for 4, which is okay, but that cascade... so hot. Free cards are value trains to ride all day. 2 for 1s, creatures you can play by themselves and just sit there being badass (think Geth, Lord of the Vault type cards), those are great shit for edh.
Does it fit your theme? Obviously you dont have to necessarily have a theme or follow one tightly, but some people like to, and Im one of those people, so this is a huge part of my decision making when it comes to card inclusions. For your theme, youre beating face all day every day, whippin out that damage and not giving a fuck. Your creatures should follow suit. Rubric Thar does that just fine.

Hey there,I don't know how much you want to invest in your deck so I will just use some cheap improvements.I would definetly add Merciless Executioner and Fleshbag Marauder cause they will gain you a huge amounts of value in long games and if you don't want to build Combo with meren,you should get as grindy as possible.Reclamation Sage would also help you to get rid of pesky enchantments and artifacts way earlier than something like Indrik Stomphowler.I would also change a swamp for an forest.You should definetly look a little on your curve because it seems you have a lot of flashy big mana(5+)Cards so look for some good 3 drops to smooth out your curve,

I've been playing Animar, Soul of Elements for over four years and he's suuuper fun. I highly recommend it!
Here's the link to my deck so you can check it out. It's moved beyond a budget build, but it has a lot of the cheapo staples like Shrieking Drake, Ancestral Statue, Dream Stalker, Man-o'-War, Temur Sabertooth, Peregrine Drake, Cloud of Faeries, etc
You'll definitely need all the draw-card sources you can get. Animar tends to puke your hand onto the board quickly, leaving you open to boardwipes. Soul of the Harvest, Shaman of the Great Hunt, Primordial Sage, Zendikar Resurgent, Consecrated Sphinx if you can afford it, etc
To stop wipes you can use Mystic Snake, Draining Whelk, Stratus Dancer, etc. Interaction like Duplicant and Phyrexian Ingester are always good ideas. Ainok Survivalist, Reclamation Sage, Indrik Stomphowler, and Acidic Slime are all good
