To remember: In order to get lethal onboard the number of landfall triggers drops as her initial power increases.

1 = 5 land drops

2 = 4 land drops (giving +1 power reduces landfall requirement by one)

3, 4, 5 = 3 land drops (Giving +2 reduces landfall needed by 2, but giving +3 or +4 also only reduce by 2)

6, 7, 8, 9, 10 = 2 land drops (Giving +5 reduces landfall needed by 3, but giving +6, 7, 8, or 9 only reduce by 3)

As such, giving Tifa a passive +2 or +5 will be most benificial. (Note: this does change when there are blockers to trample over)
