Tariel wrecker of holes

Hey, you haven't really made a complete deck yet to begin optimizing? Since there's only 14 lands here and you have to know that's not enough lands for a Commander deck?
There's some good ideas here, such as stealing opponent's creatures, attacking with them and then sacing them, but you want more sac outlets for this strategy. Making opponents discard cards is good, but giving an opponent the choice of what card to discard can be problematic for Tariel since opponent is not going to discard a creature. There's some reanimation and lots of recursion here which is good in these colors, but there's few enablers to get your creatures into your graveyard.
Some causal budget deck building advice to get started.
- 36 lands (Command Tower)
- 10 ramp sources (Arcane Signet)
- 10 draw sources (Magus of the Wheel)
- 10 removal for opponent's creatures (Plaguecrafter)
To start add 36 lands, they can be all basic lands to begin, can change some to dual lands later. Have 36 lands so you fill all the spots that are needed for lands and to clearly see how many cards have to be cut for lands. The double faced cards represented as lands here are all terrible cards for the mana cost. Cut them all and replace them with basic lands?
To add more lands next cut all the Pacifism removal? This type of creature removal doesn't interact with Tariel, Reckoner of Souls because it doesn't kill opponent's creature putting it into opponent's graveyard. If you want to utilize Tariel's ability then your opponent's creatures have to be put into graveyards, not exiled or stuck on the battlefield unable to attack or block.
- Pious Interdiction
- Pacifism
- Withercrown
- Arrest
- Choking Restraints
- Luminous Bonds
- Nahiri's Binding
- Minimus Containment
The next cards to cut to add more lands are the high mana cost creatures who don't do enough for Tariel, Reckoner of Souls. Tariel is the high mana cost spell you want to cast more than the rest, the other spells played should have some interaction with him or interact with opponent's creature in some way such as In Garruk's Wake. Keep Wake, cut the rest?
- Gloom Sower
- Returned Pastcaller
- Baleful Beholder
- Scion of the Swarm
- Epicure of Blood
- Boneclad Necromancer
Cards to cut last are some that just aren't doing enough for the mana cost and don't have any interaction with Tariel, Reckoner of Souls or the other strategies being played.
- Skymarch Bloodletter
- Death Cultist
- Contaminated Ground
- Hold at Bay
- Spreading Rot
- Seismic Shift
- Rubble Reading
- Tectonic Rift
- Settle Beyond Reality
- Goblin Instigator
- Marauding Blight-Priest
- Skemfar Shadowsage
All these cuts make enough spots for 36 lands. When you have enough lands then you can begin to optimize the rest of your deck. Good luck.

EDH evaluation isn't really my strong point, but here's what I got.
Daru Warchief is reliable Soldier tribal support, and Cenn's Tactician offers another 1-drop creature.
I'm not really seeing the purpose of Eldrazi Conscription. It's a good card, but it doesn't offer much to the go-wide, strength in numbers approach that Soldier tribal decks usually take. I also don't see a way to get it out quickly and reliably, so it's just kind of there.
Related to this, any effect that pumps a single creature probably isn't worth it. Sanctuary Blade, Angelic Gift, Eternal Thirst, and Gift of Orzhova in particular don't seem right for this deck.
I see a lifegain subtheme, which is fine as long as it works. How often does Angelic Accord trigger? Unless it's going off every turn, that's another one that can be taken out. Outside of that, I don't see any other payoffs for the lifegain. If you don't have any reason to include it other than "not losing," I would also drop Take Heart; there are better combat tricks.
Duress seems out of place, and doesn't really contribute anything to your soldiers. Champion of the Parish would be better served in a more Human-focused deck, since many of your creatures and almost of your tokens don't have the Human subtype.
Makeshift Battalion and Skymarch Bloodletter are generally pretty weak creatures.
For upgrades and replacements, you have some budget room, so I'm going to try to use that up. Rootborn Defenses should be Heroic Intervention, to save mana and get hexproof for your stuff instead of another 1/1 token. Switch Navigator's Compass for another mana rock that can provide mana instead of just changing it, like Fellwar Stone. Unless you regularly see regeneration, like multiple times every match, Dreadbore is better than Terminate.
Your lands are generally pretty slow, and I don't recommend the bounce lands (Rakdos Carnarium and friends) without a specific purpose beyond simply mana fixing. If you can, get the shocklands (Blood Crypt and friends) in their place. There are other land cycles as well for every level of budget. Look for ones that give the option to enter untapped. Clifftop Retreat is a good start. The Luxury Suite cycle (I forget what the nickname is) can get expensive, but if you can afford the investment are definitely worth it.
When looking for cuts, keep one question in mind: "How does this help advance my strategy?" If the answer is only "Because it's a Soldier" or "Because it gains me life," it's probably cuttable. Soldiers in particular are a very synergistic tribe, and ideally every card should help support every other card.
Hope this helps!

Nice starter deck. Bench Shriekdiver by Skymarch Bloodletter, I see it as a haste effect since it makes the difference of life point by 2, which is its power.
What does your brother think?

I would definitely add 4x Knight of the Ebon Legion and 4x Adanto Vanguard . Those are two of the best cards vampires have to offer right now. I'd probably cut Epicure of Blood and Skymarch Bloodletter right away. Other suggestions would be to add another Sorin for the full set and a few more Champion of Dusks and a little less Sanctum Seekers. I'm running WB Vampires a lot on arena right now and that's worked for me.

I would change Murder for Never / Return , they do the same, but the later can affect Pw and gets recursion. Diabolic Tutor would also go in place of Mastermind's Acquisition , and would replace some copies of Alms of the Vein with Ill-Gotten Inheritance .
Gutterbones could take the place of Vampire Cutthroat , I would add + Vicious Conquistador and remove one Skymarch Bloodletter .
Side boarding some “Hand Destruction” and “Removal” spells would be a good idea as well.

i think you would have a stronger deck if you dropped blue altogether and replaced it with black, there are some really good vampire cards and removal that you're not using in BW. Adanto Vanguard Bishop of the Bloodstained Sanctum Seeker Skymarch Bloodletter Vicious Conquistador Call to the Feast Forerunner of the Legion Arterial Flow Dusk Legion Zealot Twilight Prophet Elenda, the Dusk Rose Legion Lieutenant Vindictive Vampire The Haunt of Hightower Vizkopa Vampire
