Vanquish the Weak Discussion

Instead of Recover maybe Duress or Walk the Plank or Vanquish the Weak? Recover is really expensive and you need something to slow them down (or speed you up) while you're setting up your pieces. Maybe Sword-Point Diplomacy?

I'm not too sure on why I did the color combo. I guess I wanted to diversify my deck if that makes sense, and picked the white and black since vampires seemed to have both.
I'm thinking of what I want my deck to do... Probably trying to get a bunch of Vampire tokens out with lifelink, and try to control.
Going to be adding some of those lands you mentioned.
I want to focus on the synergy. I'm not sure what I could possibly have the deck do. I'm thinking about adding 4xElenda, the Dusk Rose to build her up and sacrifice the creatures from the planeswaker. Do you have any suggestions? Thanks for your help.

Ehh.... stupid question, maybe, but exactly what is the combo?
Other than that Dark Ritual is not modern legal.
Some of the cards chosen are pretty weak. Liliana, Death Wielder is not something you can play until turn... hmmm... I don't know... 10? 12? Roughly speaking, you need to draw 20 cards, give or take, into your deck on average to find 7 lands. Wouldn't Ob Nixilis Reignited pretty much do the same, but better and cheaper? Or maybe, since you are playing BW vampires, either Sorin, Lord of Innistrad or Sorin, Solemn Visitor would be even better yet? Their tokens would certainly go well with the vampire special abilities.
Speaking of vampires: Gatekeeper of Malakir is a nice, and budgetfriendly, addition. Removal with a body, and with a relevant creature type - what's not to like? Besides, you have some really underpowered creatures, like Sanguine Glorifier (4 mana for a 3/3 creature with a very low impact special), Dire Fleet Ravager (lifeloss is ok, but only if you are REALLY sure that you are going to be ahead) or Exultant Skymarcher.
Why play Luminous Bonds over more regular removal? Is there any situation, where you wouldn't rather have an extra copy of Path to Exile? On the same note: Vanquish the Weak is terribly overpriced - Fatal Push is a lot better, or Victim of Night if you want a cheaper card.
A bit of 1 cmc targetted discard could also be good - a bit like Dark Inquiry but from the first turn. You could try Inquisition of Kozilek or Thoughtseize, or Duress if budget. Play a full set, so they should replace Cleansing Ray and Dark Inquiry.

Sorry I haven't responded to your question... been busy.
Highly suggest taking out march of the drowned for more creatures. The card function is only good when a creature is in your grave but you only have ten creatures in deck. The odds of it being a dead card in your hand are higher then you having a creature in your grave.
You should take out some other cards to make sure you run enough of your combo cards. You should be running Oathsworn Vampire at 4 copies not only because he is the main purpose of your combo, but he is also a decent 2 drop that can come back even if you don't have the full combo.
Cards you should just straight up replace Reaver Ambush and Vanquish the Weak. These cards should just come straight out as they are slow removal that are not very good overall. You are better off using Moment of Craving as a cheaper alternative in the main board or even go a mana more expensive for Hour of Glory because it can target any creature.
You also may want to consider taking some of the board wipe cards out and move them to sideboard (unless your local is really small creature aggro heavy). These cards more often then not will wipe your own board and you need to make sure certain cards stick to the field.
CeilingShapes has a good point about using 4 of Walk the Plank might be greedy for mainboard since merfolks are getting some love, but if you don't see the deck at your local then you should not worry about it too much.
You also might want to consider running some type of card in the sideboard at least to get rid of enchantments because you are a combo deck. The reason I say this is because if your opponent runs Ixalan's Binding then you won't be able to play your combo if one of your pieces end out under this card. You could run the card itself as a form of counter play against it to free your card that gets trapped under Binding and lock them from further copies of Binding, or you could run Demystify or similar cards in the side.
While I like a number of things you have going on in this deck I would suggest more creatures again because you can profit off casting them with the artifact in play. Again I can't stress how important that you are a combo deck so you should increase the cards required for combo, but also could add creatures that function like kill spells (example: Ravenous Chupacabra, Fairgrounds Warden) to get extra synergy with the Monument. I think this would be helpful as it can turn your sorcery based control options into creatures that provide the same function and you now have a body to go along with it.
Sorry if this was a bit wordy. Wanted to offer as much help as I could.

Unsummon, Expel from Orazca, Supreme Will, Lookout's Dispersal, Countervailing Winds, Hornswoggle, Consign / Oblivion, Perilous Voyage, and maybe Winds of Rebuke are some more counterspells / control spells you could possibly use. Unsummon is the best, but I like Expel from Orazca. You won't be able to use it, unfortunately. As for destroying stuff, Walk the Plank and Vanquish the Weak are good ones in spell form, then there are bunches in creature form.

Ruthless Knave is great for sac outlet on the hoarders.
Marionette Master is also stupid busted if you can sac all your treasures at once.
