This is supposed to be a more "casual" variant upon stax (it ended up being a prison variant). Play static effects (like Rule of Law or Pithing Needle), then donate them to your opponent to draw into more static effects!

There's no land destruction (except the obligatory Strip Mine and Field of Ruin in every edh deck and Jokullhaups, the wincon), no taxing (except Aura of Silence) and no tap-downs whatsoever.

And yet, it still functions really well.
