I've had a Zedruu deck for years, and there's 2 important deck building things I've learned about her specifically:

1) Like an ordinary control deck, staying alive is the primary game plan. Pack more removal than normal, especially synergistic cards like Grasp of Fate that you can give away later. Incidental life gain is also really good; sometimes her life gain is more powerful than her card draw.

2) I only pack gifts that won't shut me down if I'm stuck with them: no Aggressive Mining which will just end up killing me when Zedruu is killed in response. Fires of Invention is a great card, especially when you give it to the Storm or Counterspell player. Statecraft is a good wall that keeps alpha strikes in check when you can threaten to hand it off. My favorite wincon, Delaying Shield, often puts people in a position where any attacks coming at me suddenly allow me to delete a player if I feel like it, as well as some other niche upsides.

Of course, symmetrical effects and Auras are some of your best picks since it doesn't matter who controls them.

For the forced combat theme you could go with Siren's Call

If you are going for turtling, you could look at Statecraft or Peacekeeper

If you have enough draw power, maybe Solitary Confinement or Island Sanctuary? Super well-protected but you have to skip your draw step and discard cards. Might be able to buy you a couple turns. Could combine it with Pitchstone Wall to keep that up longer.

Have you considered Darksteel Reactor for another "you win" option?

Some of your "you win" cards use counters. You could add some proliferate cards like Clockspinning or Karn's Bastion.

Have you considered Soothsaying, Nissa, Steward of Elements, Spellbook, Edric, Spymaster of Trest or even Statecraft. Statecraft is best if you can move, flicker, or bounce it; or if you have a win condition outside of combat damage because it basically makes all of your creatures Fog Bank. If you're more agro then I'd recommend Edric, Spymaster of Trest.

Azami, Lady of Scrolls is really good too when paired with Mind Over Matter and Laboratory Maniac.

Glacial Chasm is another good way to keep people from agroing onto you.

Have you considered cards like Statecraft Transcendence Taniwha Rust Elemental

I used to run a zedruu deck but recently scrapped it i also ran a norin deck but scrapped it as well.

It may not be regarded as cheap, but Alhammarret's Archive is kind of a staple for this commander.

Vedalken Plotter will get you some nice lands... Emeria, The Sky Ruin or Homeward Path perhaps.

Illusions of Grandeur is nice; then there's the cheaper Delusions of Mediocrity.

Statecraft for those pesky creature decks.

Felidar Sovereign might be good since you'll be gaining a lot of life of your commander.

It also might be a good idea to include Austere Command so that you can control the board while retaining as many of your cards as possible.

Approach of the Second Sun might be good if you have yourself established on the board, as you'll be able to quickly draw back into it.

Statecraft will lock an aggro player out of the game.
