My wife preordered me the Sliver Swarm deck from Commander Masters. I ended up using it as the base for my Sliver Commander deck.

CHOOSING MY COMMANDER

I chose The First Sliver as my commander because of his 'cascade' effect. This will allow me to swarm the field with slivers. I could have kept Sliver Gravemother but graveyard style decks are not my style or strong suit. Sliver Overlord is my second choice, but it would be a deck built around his stealing ability and not really built around slivers. Sliver Legion is a good choice, but is a great support for First's ability to swarm the field. Sliver Hivelord is another good choice as it is protection in my command zone, but with all the exile effects out there, I would rather re-use First over Hivelord. Sliver Queen would be amazing... if I had enough money to afford one, but the deck would turn into an infinite combo deck.

RAMP

• Sol Ring: Because it's Sol Ring. A staple in any commander deck.
• Farseek: It lets me pull pretty much any dual land or basic from my deck to the field.
• Pillar of Origins: This card can be changed, but it taps for any color for slivers.
• Arcane Signet: Because it's Arcane Signet. A staple in any commander deck.
• Fellwar Stone: This card can be changed, but it taps for any color of land my opponent controls.
• Gemhide Sliver and Manaweft Sliver: Makes all my slivers into Arcane Signets.
• Fractured Powerstone: Taps for one or allows me to roll the planar die for free (I do have planechase deck with this deck).
• Herald's Horn: This makes my slivers cost {1} less to cast, and it lets me look at the top card of my deck and if it's a creature add it to my hand then draw. I know a lot of people don't like it, but I do.
• Kodama's Reach and Cultivate: Both these cards search for two basic lands and add one to my hand and one tapped onto the battlefield.
• Ichor Elixir: Lets me roll an extra planar dice when I roll, and also taps for 2.

CARD ADVANTAGE

• Kindred Discovery: Whenever a sliver enters the battlefield or attacks, I draw a card.
• Big Score: I have to discard a card, but I get two cards and two treasures. I really like these style of cards. Would love to run more.
• Guardian Project: Anytime I cast a creature, I get to draw a card.
• Regal Sliver: This card can be changed, but I get to become the monarch which lets me draw.
• Realmwalker: This card can be changed, but I get to cast the top card of my library if it's a sliver.
• Synapse Sliver: Whenever a sliver connects with a player, I get to draw a card.
• Icon of Ancestry: This card can be changed. It is a lord and lets me dig three deep for a sliver.
• Distant Melody: For every sliver, I draw a card.
• Vanquisher's Banner: This is a lord and when I cast a sliver, I draw a card.
• Kindred Summons: I get to dig for X slivers, equal to how many slivers I already control.

REMOVAL

• Hero's Downfall: Destroy's a creature or planeswalker at instant speed.
• Constricting Sliver: Slivers turn into removal, when they enter they exile a creature until they leave.
• Harmonic Sliver: When a sliver enters the battlefield, I destroy an artifact or enchantment.
• Necrotic Sliver: I can sac a sliver for {3} to destroy any perm. Good way to stop someone from wiping my board.
• Decimate: I get to destroy an artifact, creature, enchantment, and land.
• Utter End: I get to exile any nonland perm at instant speed.
• Rite of Oblivion: I have to sac a noland perm in order to exile another nonland perm, I can then flashback.
• Cleansing Nova: This card can be changed; I can wipe out all creatures or all artifacts/enchantments.
• Crippling Fear: This card can be changed; It can be a one sided board wipe.
• Harsh Mercy: This card can be changed; It can be a one-ish sided board wipe.

SLIVERS

• Galerider Sliver and Winged Sliver: Gives slivers flying.
• Cloudshredder Sliver: Gives slivers flying AND haste.
• Heart Sliver and Blur Sliver: Gives slivers haste.
• Root Sliver: Makes my slivers uncounterable.
• Ward Sliver: Gives my slivers protection from a chosen color.
• Sliver Hivelord: Gives slivers indestructible.
• Diffusion Sliver: Gives my slivers ward 2.
• Crypt Sliver: Slivers can tap to regenerate.
• Crystalline Sliver: Gives slivers shroud.
• Horned Sliver: Gives slivers trample.
• Two-Headed Sliver: Gives slivers menace.
• Shifting Sliver: Makes slivers only able to be blocked by slivers.
• Lazotep Sliver: Gives slivers afflict 2 and amass 2 on death.
• Spiteful Sliver: Whenever a sliver takes damage it deals that much damage back at a player or walker.
• Lavabelly Sliver: When a sliver enters the battlefield, it deals 1 to player or walker, and I gain 1 life.
• Bonescythe Sliver: Gives slivers double strike.
• Striking Sliver: Gives slivers first strike.
• Sliver Legion: Slivers get a Coat of Arms effect.
• Cleaving Sliver and Bonesplitter Sliver: Gives slivers +2/+0.
• Sinew Sliver: Slivers get +1/+1
• Megantic Sliver: Slivers get +3/+3
• Might Sliver: Slivers get +2/+2
• Syphon Sliver: Slivers get lifelink.
• Venom Sliver: Slivers get deathtouch.
• Sentinel Sliver: Slivers get vigilance.
• Hatchery Sliver: I can replicate slivers, making more slivers.
• Brood Sliver: Slivers create a 1/1 Sliver creature when they hit a player.
• Quick Sliver: Can cast slivers at Flash speed.

LANDS

• Sliver Hive, Secluded Courtyard, Path of Ancestry, Exotic Orchard, Unclaimed Territory, and Command Tower: All tap for any color.
• Mountain Valley, Flood Plain, Grassland, and Rocky Tar Pit: My 'fetch lands.'
• Breeding Pool, Watery Grave, Godless Shrine, Overgrown Tomb, Temple Garden, Blood Crypt, and Stomping Ground: These are the 7/10 shocklands I own. I plan on getting the other 3.
• Irrigated Farmland, Sheltered Thicket, Scattered Groves: These are cycle lands that are in place for the other 3 shocklands.
• Canopy Vista, Cinder Glade, Smoldering Marsh, Prairie Stream, and Sunken Hollow: If I can ever get my hands on real fetch lands, I will switch them out for them.
• 11 Basics; one of which I will switch for a real fetch land.
