Feels like a bit of a miss to not have Bonescythe Sliver and the big buffers like Megantic Sliver and Might Sliver in this list. Overlord is good at getting what you need when you need it, but it feels like it could be hard to close out games without a few more mass buff effects.
As for what you could take out, Lavabelly Sliver seems like the easiest cut. After that maybe Root Sliver, that depends on your meta though. Homing Sliver is also a lot less good in Overlord than it is in the other Sliver decks. I also don't feel like Diffusion Sliver does enough. Most spot removals cost 1-2 mana, 2 more isn't going to have much impact, and generally it is the board clears that Slivers need to worry about.

thats all up to ur preferences and budget. i feel like Megantic Sliver is pretty weak, with that mana u can cast better things and its a dead card early on. id cut him.

Appreciate the suggestions as this opened my eyes to re-tooling the manabase. This is the first commander deck I built and I made the mistake of never revisiting the manabase.
I think i'm going to go a little different route though and if you have any other thoughts on this strategy i'd love to hear them.
The plan is to increase the basics land count to 13-15 with a little extra focus on green. With those i'll add the green ramp/fixing staples of Kodama's Reach , Cultivate , Rampant Growth , Farseek , and Explosive Vegetation .
In addition to the basics i'm planning to add the Battle lands for another shot of entering untapped.
I understand your point about cutting these guys:
Jolrael, Empress of Beasts - Love holding a player hostage with the land destruction threat. Sad to see it go.

Hey, great deck name, +1 just for that :)
21 of the 34 lands in the manabase ETB tapped. That's a lot and not good for a five color deck. Since this is a budget manabase, budget lands to consider adding:
Are Thorncaster Sliver , Ward Sliver , Jolrael, Empress of Beasts , Might Sliver and Pulmonic Sliver worth playing as five drops? The five drop Sliver here you want to play is Hivelord or Overload, playing seven other five drop creatures doesn't seem needed and can hurt the consistency of being able to play the better five drops. There's quite a few other five drop noncreature cards here too. Constricting Sliver , Fury Sliver , Megantic Sliver are six drop Slivers and they also don't seem needed.

Manaweft Sliver is a lot better than Birds of Paradise becuase it gives all your slivers the ability to tap for mana, and Virulent Sliver is insanly good no matter what, making games shorter, Shifting Sliver and Crystalline Sliver are just overpowered, Ancient Ziggurat and Unclaimed Territory are really good lands, maybe include a Door of Destinies and a Beastmaster Ascension too. Also if i were you id include some larger slivers for some good late game boosts, like Megantic Sliver or Constricting Sliver , also either a Sliver Overlord or a Homing Sliver to get what slivers you need

I would say that Sliver Legion is very, very good and if you can find a way to afford it or trade for one, then, yes, include in the deck. Same for Sliver Queen . However, the cost of cards is a very real deal to a lot of people and quite honestly, you can play a sliver deck without them. You will be slightly less competitive but you can play the deck. If you do want to try and make funds/trades available for getting these cards, you have a suite that roughly duplicates the Legion ability so I'd pursue the Queen first.
96 does make a very good point in that your commander does a lot of tutoring so you will usually find yourself assembling the same suite of slivers [say that 10 times fast...] and the rest tend to be corner case utility or are filler. I don't think that means you don't need card draw, but you can probably cut down the number of slivers in the deck to get more utility/removal and then the card draw gets better because you'll be adding cards the Overlord doesn't go fetch. I'd trim some of the weaker slivers [Watcher, Steelform] for exile removal; Swords to Plowshares , Anguished Unmaking , Utter End , Return to Dust , Crush Contraband , etc. Commander is a format where stuff doesn't stay dead so relying on Necrotic for removal is a bit insufficient.
Probably the best investment you could make for the deck is getting the full suite of shocklands Blood Crypt , Stomping Ground , etc. to make a more consistent manabase. 5 color commanders are uber $$$ that way. No point in buying a Queen if she just sits in your hand uncastable because you can't find a source of to save your life.

There is nothing wrong with six drops, as long as you're either ramping into them, or playing against a slow deck, but as soon as you're facing down an aggro / combo deck, and you don't have a Manaweft Sliver out, each Megantic Sliver you draw, will cout as a dead card.
There is a way to circumvent this, and that is playing a lot of interaction. But a skiver deck can't really afford to be stuffed with removal and hosers.
That's why Sliver Decks are usually best fitted to be aggro decks.
