Great deck!
Helm of the Ghastlord would be a great addition to beef up all your blue/black creatures. Also, Oona's Gatewarden is an easy fit in here. Some more dimir fundamentals would be Baleful Strix, Cemetery Puca, Dimir Guildmage, or Dimir Guildmage.
In terms of finisher cards, you could add: Gyruda, Doom of Depths, Wrexial, the Risen Deep, Dragonlord Silumgar, Silumgar, the Drifting Death, Ghastlord of Fugue, Blizzard Specter, Dire Undercurrents,
A version of the deck will a mill wincon could also make use of Ashiok, Dream Render, Phenax, God of Deception, Lurking Informant, Nemesis of Reason, Psychic Drain, Mind Grind, Nightveil Specter, and the many more mill focused cards from across blue and black.
A deck that leans more into flash could use Slitherwisp.
Overall, I quite like and want to see it down the line!

Awesome and original idea! Love it, +1!
The only other "Fling-like" effect I can find in Pauper is Soul's Fire from Shards of Alara. If you need more fling-effects, that may be of use, plus you get to keep the creature when it resolves... and then Fling it lol.
Also, here are some more Pauper walls you might like: Cinder Wall, Blistering Barrier, Oona's Gatewarden, Tidal Wave and maybe Torpid Moloch.

so the way I see it you're actually quite close (33 basic lands means 25 basic lands brings you up to 82)
Sooooo creatures
- Zephyr Sprite (basic 1 drop flyer, but a 1 drop flyer is good on its own)
- Wydwen, the Biting Gale (3/3 flyer with an ability that gives you bounce to save itself or add faerie casts)
- Wasp Lancer (3 mana faerie flyer, that's it)
- Vendilion Clique (ok, pricey but a good way to say no to an incoming problem)
- Thieving Sprite (another way to say no to an incoming threat)
- Silkbind Faerie (untap effects are very exploitable, although often rare)
- Silkbind Faerie (easy to be a 3/3 flying vigilance for 3)
- Ringskipper (this one is kinda mostly filler but could be obnoxious to get rid of)
- Quickling (ok I think this is a diamond in the rough, 2 mana, get a body AND save a faerie from impending doom)
- Oona's Gatewarden (i know defender BUT WITHER IS SUCH A GOOD MECHANIC)
- Nightveil Sprite (2 mana 1/2 flyer that lets you look at the top card of your library, with the option to toss)
- Mistbind Clique (forcing your opponent into an all out play can create quite the opening, timing it before the end of a phase limits their options on what they can do with all that mana)
- Metropolis Sprite (With anthems that ability could be nasty, especially since early game flyers are often going unblocked)
- Knacksaw Clique (I hate myself for suggesting this monster of a card but even if you aren't stealing their cards, your permanently removing them and that's just nasty)
- Faerie Vandal (drawing 2 cards in a turn isnt hard in blue, so in many cases it will get +1/+1 every turn)
- Faerie Mechanist (counts as an artifact AND sifts for more)
- Fae of Wishes (that adventure lets you pull solutions out of thin air)
- Eye Collector (1/1 with a decent ability)
- Brazen Borrower (again not budget but another great adventure)
- Faerie Guidemother (1 drop white with an ok adventure option)
- Phyrexian Metamorph (clone that can hit artifacts always good, especially in EDH)
- Glorious Anthem (aka the namesake for all anthems)
- Dictate of Heliod (double anthem with flash)
- Marshal's Anthem (but pricey mana wise but potent)
- Kindred Boon (not an anthem but...it's a bit slow but indestructible is nasty)
- Kindred Discovery (also not an anthem but CAAAAAARRRRD DRAW)

Bitchboideckbuilder, Hapatra's Mark does stop Blowfly Infestation, but I'm not sure I'd want to dedicate the slots to it. I wouldn't want to tutor for Mark, so I'd almost have to dedicate 4x slots to it. I'm keeping Blowfly in for now, as I added 2x Canker Abominations for a 6/6 body... still considering Soulstinger as a counter-dump as well. Canker and Soulstinger both have unique advantages, and I'm planning to try the deck both ways for a bit. Another trial I ran this weekend involved Oona's Gatewarden, for the 1-slot. It ended up making no difference at all, really. With the removal available in this deck, I can (usually) pretty much keep the board in stasis for 2-3 turns, which is plenty of time to get my token engine built. So Gatewarden has been rejected. I'll post with results of trying out Canker and Soulstinger after I get a handful of games in with each. Thanks for checking out my build!

Totally, I got ya. I'm sure you have already considered it but Oona's Gatewarden might be helpful (at least as a better replacement than my other suggestions, given the combos in your deck). Either way, wither is a super fun and under appreciated mechanic and it's awesome your deck features it!

with 4 toughness becoming so popular in the format i think Oona's Gatewarden is a worthy 1 drop for scarring the more beefy bodies out there. I have a personal love/hate for Familiar's Ruse... although straying away from faerie tribal ninjas have great synergy with Fae ETB effects. Mistblade Shinobi/Ninja of the Deep Hours are interesting substitutes that can give the deck a bit more versatility.... Glaring Spotlight is also neat.

I'm currently procrastinating, so I have more suggestions.
- Drift of Phantasms - A flying wall that can alternatively tutor for any 3 mana card
- Fog Bank - Not indestructible, but perhaps call it impervious
- Glyph of Delusion - Seems good in a deck with a lot of walls
- Glyph of Doom - A 1 mana Murder
- Hightide Hermit - Crab crab crab
- Oona's Gatewarden - 1 mana, flying, wither. And she's sassy.
- Isleback Spawn - I mean, the goal is to get your opponents to 0 cards which is definitely less than 20
- Wall of Junk - High toughness at low CMC
- Telemin Performance - Milling and stealing, all around excellent
- Wrexial, the Risen Deep - Often used as an ocean-denizen or mill commander but still effective as a normal creature
- Bojuka Bog - Milling your opponents won't work if they Elixir of Immortality or something, this prevents that
- Tormod's Crypt - Same as Bojuka Bog but as an artifact
