Nice to have seen the 1/1 Snakes be set free on Thursday.
Black Sun's Zenith $3 would be all star.
Really like Sorceress Queen, very cool.
Gladehart Cavalry for CMC 7, he adds +1/+1 counters, which actually remove -1/-1 counters, which you then won't be able to proliferate. He's counter productive with this Commander.
Carnifex Demon can keep making snakes for . CMC 6 for 4/4 Flying + 2 1/1 Snakes then for another 2 1/1 Snakes and he becomes a 6/6 Flying. Pretty decent. You have some other CMC 7 creatures that do much less for $0.60, like Arachnus Spinner, Skysnare Spider.
Midnight Banshee could create a few 1/1 Snakes, he doesn't hit himself or Hapatra, Vizier of Poisons. Just think of the poor 2/2 Wolfs though! He also is Whither, much better than a Arachnus Spinner or Skysnare Spider.
Grim Affliction the proliferate seems good, but not sure how many lingering -1/-1 there are. Definetely if you continue to pump up your -1/-1 counters through Wither and ETB's it would be useful. It's 2 1/1 Snakes but could be many more depending on the board state.
Some ideas anyway.

Good build, here are some fun cards I've tried in my own Hapatra deck that you might want to consider: Midnight Banshee, Gyre Sage, Carnifex Demon, Ulvenwald Tracker, Liliana, Death Wielder, Plaguemaw Beast, Collective Unconscious, Lockjaw Snapper, Hunter of Eyeblights.

I saw Hapatra, Vizier of Poisons and immediately loved the build-around potential. She just generates so much value!
A few possible additions I've found:
Quillspike goes infinite with Devoted Druid and also helps control the -1/-1 counters on your side of the board. Midnight Banshee and Carnifex Demon give great sweeper value and all pump out snakes with your commander. It's a little on the pricier side but Mikaeus, the Unhallowed has great synergy with your snake army. And if you want another Overrun effect that is extra synergistic, why not Triumph of the Hordes?
Take a look at my Hapatra deck for more ideas, and let me know if you have any suggestions for me! I'm looking forward to really developing this new commander with my playgroup.

I have a heavier focus on negative counters but I like your snake focus. Mine if curious Mistress of Poisons. I just watched you deck tech and wanted to point out you do have at least one infinite combo, Hapatra, Vizier of Poisons + Blowfly Infestation + 2 1/1s. This allows you to infinitely set off hapatra by killing 1 1/1 and getting another. Obviously need Parallel Lives, Zulaport Cutthroat, or something to abuse the interaction. I also think Doubling Season will generally be more painful then helpful with the negative counters but Concordant Crossroads is very strong for when you pop out 10 snakes after Black Sun's Zenith or if you were to use Midnight Banshee.

This color combination lends itself to a lot of choice card selection and removal options, so I'm surprised that this list is fairly light on both. I know some people prefer not to run tutors and I can understand that from a style perspective, but cards like Maelstrom Pulse and Abrupt Decay can be excellent in terms of removal. Chord of Calling seems like it would love to be in the deck, as well.
In terms of getting in with Hapatra, your options look a little light as well - Cover of Darkness and Dauthi Embrace can keep your commander sneaking past your opponent's defenses. Whispersilk Cloak can do the same while also protecting Hapatra.
All in all I love Hapatra as a commander. I'm excited to fiddle around with the deck.
