Consider Midnight Banshee
And get rid of Liliana, Death Wielder and Liliana's Influence, she is a total bait and really bad. Also Second Harvest is at best mediocre if your main strategy is not token. It is -1/-1 counters and you should be careful with additional strategies.
Go up on artifact and enchantment removal, play Skullclamp and more draw and ramp in general is my suggestion.

I disagree entirely about Midnight Banshee. Killing all of your own green tokens is a Benefit, not a hindrance. Sure almost all of your tokens get replaced with new tokens that have Summoning Sickness (assuming you don't have Eldrazi Monument, Beastmaster Ascension, or Oran Reef online) but your cards like Blowfly Infestation and Blood Artist just go nuts.
I also like Dictate of Erebos, but its better if you have a sac outlet.
If you'd like to take a look and compare mine is An Entirely Harmless Box of Fish (EDH Edition) but keep in mine that deck is held back by only being 40% EDH Deck and 60% Brawl Deck.

A few updates, after play testing heavily against exclusively burn I have learned it's a pretty hard matchup for the deck... To compensate I removed the 2 Midnight Banshee as I found they were too expensive and rarely got round to playing them. In place I added an extra copy of Scar as TheRustMage20 suggested, it's useful when combined with pretty much everything in the deck for only 1 mana and an extra copy of Hapatra, Vizier of Poisons as LuxCannonator suggested because it was always useful to see her face pop up in my starting hand. Another point made to me was that Bloodbraid Elf would get incredible value out of my deck so I'm trying to order a couple of copies of it to probably run in place of the 2 copies of The Scorpion God.

You'll want some faster card draw and creatures, and more go-wide pay offs. Disciple of Bolas, Zulaport Cutthroat, Falkenrath Noble, Blood Artist, Grim Backwoods, Sangromancer, Rogue's Passage, Whip of Erebos are all good cards to add.
Midnight Banshee is a major nonbo in your deck. It kills all of your snakes that you get from it, as well as many of your other creatures.
For lands you'll want to avoid tapped lands that dont further your game plan some how. Replace with basics or fast-duals: Foul Orchard, Golgari Guildgate, Golgari RotFarm, Jungle Hollow, Khalni Garden, Mortuary Mire, Oran-Rief, the Vastwood, Cabal Stronghold. Manabasecrafter.com provides a very helpful list of every mana source you can play given your commander.

So it seems like the plan of your deck is to generate lots of snake tokens. I think Harbinger of Night and Midnight Banshee are worth an include even if it kills your snakes, since Hapatra's ability will make new snakes anyway. The Banshee spares Hapatra. Champion of Lambholt will grow pretty big and makes your creatures unblockable. Mikaeus, the Unhallowed has so much synergy with a -1/-1 deck that you should consider including it to save your creatures. Eldrazi Monument and Smothering Abomination should work well if you have lots of snakes to sacrifice as well. Razaketh, the Foulblooded lets you tutor whatever you need. Harvester of Souls and Symbiotic Deployment should draw you lots of cards. You probably need more ramp to cast some of your bigger cards. I would suggest cutting Spontaneous Generation, Myriarch, Durable Handicraft, and Praetors' Counsel.

@lukas96 I feel like you've misconstrued one of the win cons as the only win con; which just isn't true. Sure Midnight Banshee only applies to non-black creatures, but this is meant to be a budget casual idea to build off of, not a competitive net-deck to crush the competition.
There's also a part of me that feels you're analyzing this deck under the light of it being used in a 1v1 format, rather than multiplayer which tends to play at a slower pace (example: 4-6 player FFA).
I agree on the basis that there are likely better options for cards such as Midnight Banshee, that could fill the same role; but this applies to most if not all decks.

@lukas96 I just want to point out that the Midnight Banshee + Kulrath Knight lock out combo is one of the win cons in this deck; assuming you're facing non-black decks. Also this deck is meant to be a foundation to build off of, you make the changes you believe are required for your playgroup; even if that means messing with the mana base!
@DemonicExecuter This question is always hard, and tends to be heavily affected by your playgroup. If your playgroup doesn't abuse flying creatures, you could probably get away with replacing 2-4x Plague Stinger for 2-4x Ichorclaw Myr; otherwise I wouldn't bother with Ichorclaw Myr. On the other side, replacing the 4x Septic Rats for 4x Phyrexian Crusader should be a safe bet in all situations (same CMC, same stats, better effects). Finding the proper card to replace with Skithiryx, the Blight Dragon is kind of tricky, but I'd say 1x Kulrath Knight. I honestly would say as awesome as it sounds, a 2BB Black Sun's Zenith would eliminate 14 out of the 22 creatures in this deck (if un-buffed by Hand of the Praetors); not to say it couldn't work, but you'd have to build with it in mind.
@ShadowFire1 this question really boils down to Contagion Engine vs Contagion Clasp - I'd say the clasp wins out simply because it's faster and doesn't have the potential of clogging your hand as much in the early stages; its a 2 mana Scar that will later be used to proliferate. The 4 extra mana on the engine changes the targeted -1/-1 to apply to all of a target player's creatures, which just feels more clunky than helpful imo.

I second the addition of Necroskitter. Can put counters on things itself with wither, and stealing almost all your opponent's dying creatures is a must-answer effect.
Obelisk Spider seems like another no-brainer. It puts counters on things, and has a stronger effect in this deck than Blood Artist, plus a bigger body with reach, all for one extra mana.
Midnight Banshee could be a good finisher if you find games going long enough to play her. Sort of a nonbo with your Ambush Viper but otherwise doesn't hurt you at all, and combos with both the previously mentioned cards and Hapatra, Vizier of Poisons.
