The theme of this deck is deep sea exploration/archaeology. The crowning goal of the journey is to discover Arixmethes. That is why Arixmethes himself isn't the Commander, because Kenessos is exploring the deep, encountering various sea creatures and legendary locations on the way to the end-goal of discovering the greatest sunken city of all.
