Maybeboard

Xira Arien plays every Rack effect. Stabilize the board and grind out your opponents with rack effects.

Geth's Grimoire + Words of Waste can force each opponent to dump his or her hand given enough mana available.

I've thought about running some of the 'hurt on draw' effects, but that is more of a Black Vise strategy, and goes against keeping my opponents with as few cards in hand as possible. It is quite good with Chains of Mephistopheles, but I don't want to rely too much on one specific card for the entire engine. Anvil of Bogardan is a notable exception, as it provides a discard trigger and doesn't actually provide extra cards.

The current rack effects are Davriel, Rogue Shadowmage, Rackling, Lavaborn Muse, Storm World, Shrieking Affliction, Stabwhisker the Odious  , Wheel of Torture, Paupers' Cage and Quest for the Nihil Stone. The Rack itself only works for a single player, so it isn't really suited for EDH.

Megrim, Liliana's Caress, Bloodchief Ascension, and Raiders' Wake help deal damage along the way while you are cleaning out out opponent's hands. Discard comes from Liliana of the Veil, Bottomless Pit, Gibbering Descent, Rix Maadi, Dungeon Palace, and Words of Waste, and Necrogoyf (which is a nice alternate win condition as well). Sire Of Insanity also forces the issue, but is not one-sided, so use with care. Gibbering Descent is somewhat interesting in that skipping your upkeep (with the current deck construction) is typically quite beneficial, as it lets you skive out on Bottomless Pit and Storm World triggers, let alone whatever your opponents may have in store for you. This does mean I do not run typical staples like Phyrexian Arena as they would be completely nullified by this (and most such cards would only be situationally useful with the current deck construction anyway).

I am considering some mass-recursion options, such as Wildest Dreams, Restock and potentially Gaea's Will (Along with Heroic Intervention) in addition to the current offerings. The deck wants to commit really hard to the board, and is kind of left stranded after an artifact/enchantment board wipe without these options.

Draw-replacement is somewhat interesting, as it gets around Chains of Mephistopheles. Extra card selection off of Xira's draw from Abundance and Underrealm Lich can be helpful, as this deck is somewhat low-to-the-ground with regards to how much mana it has available.

Hull Breach and Decimate are contenders for replacement, I think the removal should really be instant speed. I would like to test it more, getting rid of multiple problematic things with a single spell is enticing.

Todo: Balance out the removal suite (both wraths and spot removal); Wheel of Fortune may be somewhat out of place here; any spots for reanimation spells, and are they worth it?

Updates Add

Various changes to match the current construction of the deck in paper. The prototype list only had 99 cards, so there's one more card in than out.
