Gaddock Teeg is sick of class inequality in Lorwyn. He plans to restrict spending at CMC 3, so those damn Merrow bourgeoisie will be brought down to the same level as the Kithkin and Elves. To achieve this task, Teeg employs his army of Elves.

The deck revolves around getting Teeg out as soon as possible, then you really want to try and protect him. Use him to restrict counterspells, board wipes, and anything trying to stop Teeg's agenda. Cards like Swiftfoot Boots, Blue Ward, and Dauntless Escort should all be used to protect Teeg.

In the meantime, summon your army of hundreds of Elves. The deck allows for some awesome combos between the Elves, and its not difficult to win through Elf aggro.

Use Teeg to control the board. He sets a limit at CMC 4, so combine it with cards like Oblivion Ring, Aura Shards, and Path to Exile to get the board into a good state. Mark of Asylum is great for protecting your Elves. Politic your way to the top, while making sure nobody makes any sketchy moves.

If all else fails, Teeg has one last trick up his sleeve. Use Presence of Gond + Sunstrike Legionnaire to make infinite elves. Then devastate those damn Merrow, and create equality in Lorwyn once and for all.

Use Pariah + Stuffy Doll to protect yourself. If you need a hard hitting combo, use Evolution Charm + Greatbow Doyen + Jagged-Scar Archers to deal some direct damage.
