I got the idea for this deck from my modern waste not storm deck and decided I wanted to abuse Waste Not and drawing/discarding in EDH too.

In the first couple of turns we don't really do a lot except for being a blue player and drawing cards. Occasionally counterspelling something but generally biding our time until we can get some damage onto the battlefield in the form of Megrim, Liliana's Caress, Fate Unraveler, Underworld Dreams, or Nekusar, the Mindrazer himself.

The fun starts when we have any of the cards named above, and preferably Waste Not, because now we want to start wheeling. Make your opponents discard, because we will get a crap ton of triggers from Waste Not, usually following up with more wheels which kills them.

If that fails we have a secondary win condition in Laboratory Maniac. If we have him in our hand we can tutor for Demonic Consultation or Tainted Pact and just win if we have a draw spell. If we don't have him in our hand we can tutor for Doomsday and make a pile with draw spells, maybe a counterspell and Laboratory Maniac.
