Win Conditions

The deck's primary goal is to draw the game with Divine Intervention. We can use Clockspinning or Paradox Haze to get rid of the counters and win.

The goal is to create peace, and in a real bureaucracy, sometimes there is no clear winner or loser.

Otherwise, we want to pillowfort up in order to stall through filibustering, and win with Azor's Elocutors.

Alternatively, we can enact harsh judgment on someone to make them lose with Faithbound Judge  flipped over to Sinner's Judgement.

Lastly, we can combo off with Dovescape + Guile to make infinite birds to use as our government force to control the population.
