This is a challenging tribe to build around. I would recommend checking out Saffron Olive's video on finding the competitive advantage of your tribe. Also, Tomer built a phoenix tribal deck for Commander Clash not too long ago. Watch the end to see how he wins, because it's pretty great.

In terms of specific cards, I think Mana Echoes would go well, since you need a lot of mana to enable phoenixes. Thundermaw Hellkite could be good. Lose Temple of the False God and Dormant Volcano , though, because those are awful cards. The former because it's useless as a 3rd, 4th, or 5th land, and the latter because it's just asking to be strip-mined and is both slow and makes colorless mana.

Finally, you might want to consider adding a second color. For example, in blue, you gain access to Favorable Winds , Gravitational Shift (It's freaking Elesh Norn, Grand Cenobite in your deck), Sprite Noble , Stormtide Leviathan , Windstorm Drake , Warden of Evos Isle , Windreader Sphinx , Kindred Discovery , Call to the Kindred , Distant Melody , Mistform Warchief , Faces of the Past , Riptide Shapeshifter , Saheeli's Artistry , Sakashima's Student , Sakashima the Impostor , Metamorphic Alteration , Phantasmal Image , Clone , Quicksilver Gargantuan , Protean Raider , Mirror Image , Gigantoplasm , Stunt Double , Clever Impersonator , Dack's Duplicate , Phyrexian Metamorph , Coastal Piracy , and Bident of Thassa .

In white, you get Archon of Redemption , Energy Storm , Magus of the Moat (and Moat if you have unlimited money), Radiant, Archangel , Serra Aviary , Soulcatcher , Spirit of the Spires , Harsh Mercy , Shared Triumph , Kindred Boon , Mirror Entity , Radiant Destiny , . Going into Jeskai also gives you Teferi's Moat and Thunderclap Wyvern .

Tibor and Lumia would be my choice for an Izzet commander, Aurelia, the Warleader would be my choice for Boros, and Kraum, Ludevic's Opus + Ishai, Ojutai Dragonspeaker would be my choice for Jeskai.

To keep your theme I've suggested some improvements

Faeries

Faerie Harbinger - Tutor for the fary you need

Inspired Sprite - Extra Card draw

Mistbind Clique - Basically a one turn time warp - more if you can bounce with effects like Glen Elendra Pranksters

Nightshade Schemers - Since most of your deck is Faerie

Scion of Oona - Faerie lord - the shroud could be beneficial too

Spellstutter Sprite - Counter spell - more if you can bounce with effects like Glen Elendra Pranksters

Sprite Noble - Weaker "Faerie" Lord - most likely to cut

Sirens

Siren of the Silent Song or Raven's Crime - discard

Hypnotic Siren - on theme version of Spirit away but not dead in hand early game

Siren Stormtamer - counter spell

Banshee

Midnight Banshee - might hurt with all the blue you play but strong against many decks

Krakens

Thing in the Ice  Flip

Scourge of Fleets - Cyclonic Rift type effect for all opponents - good with repeatable bounce maybe something like Mark of Eviction, Sunken Hope, Trusted Advisor, Faerie Impostor, or Quickling

I would Remove Macabre Waltz, Fill with Fright, Send to Sleep, Wings of Velis Vel, Fear, Phyresis with Glistening Oil (repeatable infect + used as removal in pinch), Psychic Surgery, Sleep Paralysis, Waterknot (your in black use actual removal), Faerie Invaders, Oona's Gatewarden (sorry I know oona's the general but its a weak card) and Dauthi Embrace (I know you said its a win con but most of your creatures are evasive on their own)

I'm not a fan of Curious Obsession- with so many 'sacrifice' one drop fliers, its difficult to consistantly stick and get value from.

Have you considered Cloudfin Raptor, Biomass Mutation, Coralhelm Commander Kira, Great Glass-Spinner Nightveil Specter Spellstutter Sprite Sprite Noble or Wind Zendikon? Additionaly, a couple of utility lands won't negatively impact Tempest Djinn too much, and can help smooth things out a lot.

I would recommend Favorable Winds, Warden of Evos Isle and maybe Gravitational Shift and Sprite Noble. Also you will need some mana fixing so you could add Sejiri Refuge, Tranquil Cove and perhaps Azorius Chancery.

Replace 3 x Air Servant with 3 x Sower of Temptation

Replace Water Servant with AEtherling

Replace Jace's Mindseeker and Fleet Swallower with 2x Archetype of Imagination

Replace 2 x Illusionary Armor with 2 more Favorable Winds

Replace Divination, Glimpse the Future and 1-2 others for 3-4 x Amass the Components

Of course these are just suggestions if you really want a card go for it

Some other suggestions

Use Dispel and/or Counterspell and/or Negate

Your creatures are pretty weak, you can control your opponent for a long time but you're missing the dmg to finish it.

If you want to focus more on flying you could use:

Levitation

Darkslick Drake

Guard Gomazoa

Sprite Noble

Kira, Great Glass-Spinner

Dance of the Skywise

Gravitational Shift

Thassa, God of the Sea

You know that I'm going to be biased towards running him as a combo-centric general. However, I'll try to stay on the track of a combat-based deck...

Okay, first the cuts. I don't think that Archetype of Imagination, Goblin Bushwhacker, Reckless Bushwhacker, Runehorn Hellkite, Sprite Noble, Incendiary Command, Spellbook, Thunderstaff, Leyline of Anticipation, Vedalken Orrery, Contested War Zone, or Hearth Charm do enough work for you to be worth a slot. Generally speaking, I would shoot for boosts higher than +1 to your creatures (like Coat of Arms).

Burn at the Stake could do a lot of work here. You're in danger of overextending into a board wipe, which suggests cards like Eldrazi Monument. Forgotten Creation is a fantastic repeatable draw source that will keep giving you advantage as long as you control The Locust God. You do need to protect him, however, as he is your primary source of tokens in this list. Lightning Greaves is a must for this purpose. If you play in a meta with a lot of draw, Plagiarism is cute (and dirty, if you cast it on the same turn as one of your wheels. Finally, Alhammarret's Archive allows you to "double dip" on all of your draw effects, which can be fantastic.

If you want to exclude infinite combos altogether, Goblin Bombardment currently goes infinite with Murder of Crows. I would, however, add one more infinite combo to your deck: Aggravated Assault + Sword of Feast and Famine. I always include at least one infinite combo; it gives me a way to win when I'm desperate.

And finally, you might want some more ramp; it's tricky building an aggro deck when your best producer of tokens only comes down once you have 6 mana.
