Looks good overall. I would personally try to cut some more expensive cards and add some more artifacts or enchantments to help out your game plan.
Spirit of the Spires is possibly low impact. Giving one extra toughness isn't a huge boost, and you may be able to fit something more useful in that spot.
Dromar's Cavern I personally wouldn't run this card, it just feel really bad when you're behind and I don't think that the fixing it gives you is work sacrificing a land. Path of Ancestry is a good, semi-budget alternative.
I'm not 100% sold on Etchings of the Chosen. Since you have a few different types of token generators it may be difficult to have whichever creature type you need. It might be great, I'm not totally sure!
In terms of additions, I've been on board with trying to play 38 lands in most of the decks that I have so maybe add an additional land. I would try to sneak another piece of graveyard hate, perhaps Nihil Spellbomb or Relic of Progenitus?
Also consider moving some enchantment removal to more efficient instant/sorcery removal. I understand it goes against the theme of the deck, so I'd only do so if you find yourself struggling.

Planeswalkers that you'd want to run would be the following;
Jace, Arcane Strategist : He empowers your boardstate and gives you card advantage. Also gives you a free combat wincon if you have enough power and life totals are low enough
Jaya Ballard : She gives you the mana you need to cast the spells you are going to be casting
Chandra, Torch of Defiance : Same thing
Kasmina, Enigmatic Mentor : Planeswalker protection
Nahiri, the Harbinger : Card advantage with potential wincon if you choose correctly
Narset, Parter of Veils : Oppression
Ral, Izzet Viceroy : Card advantage and wincon emblem
Teferi, Hero of Dominaria : Any self-respecting deck would run him in those colors
Teferi, Time Raveler : EDH lock
Tezzeret, Artifice Master : Immense card advantage
Venser, the Sojourner : An all-around powerful card that should honestly see more play
That's 13x Planeswalkers which should be plenty. If you'd like to add Karn Liberated you can do so but I wouldn't stretch it any further than this. You still need room for your Instants, Sorceries, Lands and Creatures. You mentioned you also want Enchantments? Well, I'd cut down on those except for the basic prisons. Notably:
I'd also focus on making it a soft Flying Tribal, to empower your tokens
All in all, this is 34 cards. If you figure you'll be running the recommended 37 lands + 8 stones, you have a total card base of 79 cards. This leaves you 20 Instant / Sorcery spells.
Given that, you may want to trim down so you have more chances to use your Commander. I'm noticing a general lack of red power in here, so you may want to actually make this an Azorius deck that happens to splash red just to get your Commander out.
Focus on replayable Instants and Sorceries, such as the ones mentioned above. Also, Charmbreaker Devils will be of great asset in this deck.

I had not considered Spirit of the Spires , which can certainly fit right in, the only drawback being that instead of casting 2 or 3 creatures on turn 3, you might need to hold 1 creature until turn 4 or 5 before you can play it. My idea was that when I cast High Alert on turn 3, I should already be able to attack for up to 12 and my opponent may not yet have counters ready. I then only need to get through 1 further attack behind Aegis of the Heavens and Dive Down for game (theoretically possible on turn 4). Everything is about tempo. I had trouble justifying Law-Rune Enforcer (extra disruption/blocker-negation), to myself, and had considered Pegasus Courser , Concordia Pegasus and another flier for that slot.
The idea of transforming the whole deck into fliers is certainly tempting and something to consider. I would still try to concentrate on tough 1 and 2 drop creatures.

It's like much more agressive.
In that way, did look at flying version of toughnes creatures? Spirit of the Spires , Senate Courier , Concordia Pegasus and even Roc Charger . The CMC goes a little up, but you will strike from above.

This is a challenging tribe to build around. I would recommend checking out Saffron Olive's video on finding the competitive advantage of your tribe. Also, Tomer built a phoenix tribal deck for Commander Clash not too long ago. Watch the end to see how he wins, because it's pretty great.
In terms of specific cards, I think Mana Echoes would go well, since you need a lot of mana to enable phoenixes. Thundermaw Hellkite could be good. Lose Temple of the False God and Dormant Volcano , though, because those are awful cards. The former because it's useless as a 3rd, 4th, or 5th land, and the latter because it's just asking to be strip-mined and is both slow and makes colorless mana.
Finally, you might want to consider adding a second color. For example, in blue, you gain access to Favorable Winds , Gravitational Shift (It's freaking Elesh Norn, Grand Cenobite in your deck), Sprite Noble , Stormtide Leviathan , Windstorm Drake , Warden of Evos Isle , Windreader Sphinx , Kindred Discovery , Call to the Kindred , Distant Melody , Mistform Warchief , Faces of the Past , Riptide Shapeshifter , Saheeli's Artistry , Sakashima's Student , Sakashima the Impostor , Metamorphic Alteration , Phantasmal Image , Clone , Quicksilver Gargantuan , Protean Raider , Mirror Image , Gigantoplasm , Stunt Double , Clever Impersonator , Dack's Duplicate , Phyrexian Metamorph , Coastal Piracy , and Bident of Thassa .
In white, you get Archon of Redemption , Energy Storm , Magus of the Moat (and Moat if you have unlimited money), Radiant, Archangel , Serra Aviary , Soulcatcher , Spirit of the Spires , Harsh Mercy , Shared Triumph , Kindred Boon , Mirror Entity , Radiant Destiny , . Going into Jeskai also gives you Teferi's Moat and Thunderclap Wyvern .
