Use double-square brackets around a card's name to create a pop-up. It's the best way to make sure everyone understands what's going on in your question: Spark Double , Helm of the Host
It copies the same card as the original. When you make a copy of something, you also take into account whether that thing is a copy of something else. For example: if Spark Double is currently a copy of Bear Cub then any copies of that creature will also be a Bear Cub (with no +1/+1 counters), if Quicksilver Gargantuan is a copy of Glory Seeker then any copies of that creature will also be a 7/7 Glory Seeker, etc.

I think what this deck wants is some ways to make infinite mana. The one that would be best, in my mind is Dramatic Reversal + Isochron Scepter . You'll want more mana rocks, although I think you want more anyway, but with that combo, you can power out Blightsteel or proliferate out the table with Contagion Engine , Contagion Clasp , or Viral Drake . You'll want the typical Muddle the Mixture to grab the combo, and artifact tutors such as Whir of Invention , Fabricate , and Tezzeret the Seeker can get your Engine and Clasp, as well.
Another classic mono-blue combo is Pili-Pala + Grand Architect . I like that one here, since you want to power up your blue and artifact infect creatures, anyway.
Next is Palinchron . You're already running High Tide and Caged Sun , so that's one option to go infinite. Deadeye Navigator can also combo with Palinchron.
A cheaper alternative is the old Pauper Peregrine Drake combo. You use Ghostly Flicker , Illusionist's Stratagem , or Displace to blink Drake, Great Whale , or Palinchron with Mnemonic Wall , Archaeomancer , or Salvager of Secrets , returning the instant each time.
To tie all of these combos together, Merchant Scroll and Mystical Tutor can get the Instants or Whir of Invention .
I think you could use a lot more mana rocks, as well. I would start with Sky Diamond , Mind Stone , Worn Powerstone , Thran Dynamo , and Thought Vessel .
I'm also surprised not to see Corrupted Conscience in here. Love that card.
As for cuts, I'm not really sure what Helm of the Host is doing here. It's not your commander you want more of, it's infect creatures. For that kind of mana, you could just kick Rite of Replication . Not really sure what Telepathy is for. If anything, you don't want the table to know when the infect player is a danger. Borrowing 100,000 Arrows has always been a pet card of mine, but making the kind of mana you are, you want X spells. Blue Sun's Zenith , Open Into Wonder , and Pull from Tomorrow are you friends.
Since you're limited on infect creatures, you might want normal clone effects. Phantasmal Image is cheap. Gigantoplasm can copy an infect creature and one-shot people, Quicksilver Gargantuan to a lesser extent. Phyrexian Metamorph is flexible. Vizier of Many Faces has recursion. Stunt Double can surprise the table by speeding up the clock just before your turn. Fated Infatuation comes with card selection. Mirror of the Forebears survives board wipes. Cackling Counterpart , Stolen Identity , Quasiduplicate , and Saheeli's Artistry can all copy creatures multiple times.

This is a challenging tribe to build around. I would recommend checking out Saffron Olive's video on finding the competitive advantage of your tribe. Also, Tomer built a phoenix tribal deck for Commander Clash not too long ago. Watch the end to see how he wins, because it's pretty great.
In terms of specific cards, I think Mana Echoes would go well, since you need a lot of mana to enable phoenixes. Thundermaw Hellkite could be good. Lose Temple of the False God and Dormant Volcano , though, because those are awful cards. The former because it's useless as a 3rd, 4th, or 5th land, and the latter because it's just asking to be strip-mined and is both slow and makes colorless mana.
Finally, you might want to consider adding a second color. For example, in blue, you gain access to Favorable Winds , Gravitational Shift (It's freaking Elesh Norn, Grand Cenobite in your deck), Sprite Noble , Stormtide Leviathan , Windstorm Drake , Warden of Evos Isle , Windreader Sphinx , Kindred Discovery , Call to the Kindred , Distant Melody , Mistform Warchief , Faces of the Past , Riptide Shapeshifter , Saheeli's Artistry , Sakashima's Student , Sakashima the Impostor , Metamorphic Alteration , Phantasmal Image , Clone , Quicksilver Gargantuan , Protean Raider , Mirror Image , Gigantoplasm , Stunt Double , Clever Impersonator , Dack's Duplicate , Phyrexian Metamorph , Coastal Piracy , and Bident of Thassa .
In white, you get Archon of Redemption , Energy Storm , Magus of the Moat (and Moat if you have unlimited money), Radiant, Archangel , Serra Aviary , Soulcatcher , Spirit of the Spires , Harsh Mercy , Shared Triumph , Kindred Boon , Mirror Entity , Radiant Destiny , . Going into Jeskai also gives you Teferi's Moat and Thunderclap Wyvern .
Tibor and Lumia would be my choice for an Izzet commander, Aurelia, the Warleader would be my choice for Boros, and Kraum, Ludevic's Opus + Ishai, Ojutai Dragonspeaker would be my choice for Jeskai.

This looks like a really good first draft! There are a few suggestions I'd like to make.
First, I'm not sure if Riku is the best commander for this deck. He'll make tokens for all of your creatures, but none of those tokens will get to transform. That having been said, you do have a few cards, like Parallel Evolution and Parallel Lives that play well with him. But I think removing the token theme altogether will give you a more streamlined deck. Although you should always run Rite of Replication, imo. In the spirit of keeping with your Blue/Green/Red colors, I'd recommend Surrak Dragonclaw. It's most likely you'll want to win games by getting in with creature damage, and giving everything Trample is a great way to make sure you'll be able to connect your swings. Protecting your creatures from counterspells is a nice little bonus.
I also think you're running too many lands. You should probably only have between 38-42. If you're worried about mana problems, run a few ramp spells, like Cultivate and Explosive Vegetation.
Werewolves are a small tribe, and don't get as much love as other tribes, but there are a few cards that you could add still. Lambholt Elder Flip, Afflicted Deserter Flip, Scorned Villager Flip, Wolfbitten Captive Flip, and Kessig Forgemaster Flip would all make welcome (not to mention inexpensive) additions. Since you're running Blue, you could also justify putting in a few more clone creatures like Altered Ego. Check out Phantasmal Image, Quicksilver Gargantuan, and, of course, Clone. There are a number of these kinds of creatures you could include if you're willing to look into them. The best part? If they enter as a copy of a transformed werewolf, if something would cause them to flip back to human, they remain in wolf form instead! Also, consider Alpha Brawl. It's very on theme, and, more importantly, it's really funny.
I'd also recommend adding some answers to your opponent's threats to your deck. You have a couple of ways of dealing with creatures, but against artifacts, token armies, and decks that rely on fliers, you might have a hard time. Check out Ancient Grudge, Vandalblast, Beast Within, Cyclonic Rift, and Blasphemous Act as potential answers, or consider other options you might have.
Also, this is just a footnote, but I'm not quite sure what Bonus Round does for your deck? It only interacts with seven other cards in your current decklist, and of those, only three are really worth spending the extra mana on. I think it's an easy cut.
