T&L seems intriguing here just cause they sling 1 damage to all other creatures without flying when you cast red spells.

I like this! An uncommon Commander with some spice in the list. This seems the perfect deck for Student of Elements  ^Flip, and I don't think I've seen a better list for Mass Diminish and Polymorphist's Jest.

The easiest addition, imo, is Trinket Mage to fetch Basilisk Collar, Sol Ring, etc.

Cards like Archaeomancer and Ardent Elementalist aren't particularly exciting, but they do help by adding more recursion/redundancy to the deck. The Mirari Conjecture does something similar, but with an added bonus after two turns.

Enchantments like Dismiss into Dream and Cowardice are some spicy ways to turn blue cantrips into removal.

I think the token producers (especially Young Pyromancer) conflict with T&L's second ability, but I also think they offer up an opportunity for a new win condition: Dragonshift. If you go this route, I'd suggest adding cards like Murmuring Mystic, Talrand, Sky Summoner, Metallurgic Summonings and Shark Typhoon. Deekah, Fractal Theorist deserves special mention, as the tokens it creates will keep their +1/+1 counters even after being Dragonshifted.

I don't like Kaza, Roil Chaser here, because I see this as a deck that wants to be casting a bunch of small spells, not a few large or X spells. I also think you are leaning too heavily into copying spells for much the same reason. Copying a Brainstorm =/= copying a Comet Storm. Even copying Stitch in Time feels like a waste. Maybe take out cards like Increasing Vengeance for more counterspells or interaction? Archmage Emeritus, Niv-Mizzet, Parun and Wavebreak Hippocamp help you maintain card advantage even when countering your opponent's threats.

Overall, I feel this deck is looking to control the board with cards like Basilisk Collar or Mass Diminish + Tibor and Lumia, maintain card parity with counterspells + cantrips and Archmage Emeritus (and company), and then follow up with either a swarm of tokens + Dragonshift/Day of the Dragons or individual threats such as Niv-Mizzet or even Nezahal, Primal Tide or Hullbreaker Horror. I think you'd be best served by upping your interaction/counterspell suite, eliminating some of the more expensive sorceries (everything 4+ MV) and X-spells, and focusing less on spell copying in favor of casting more cheap spells in the first place. I hope this helps! I haven't really thought much about this commander before, so thanks for bringing it to my attention. Might try my own spin with this lovely Izzet couple.

Also, I'd like to see a MDFC that puts one multicolored legendary creature into two sides which add up to the original cost. So Kunoros, Hound of Athreos would become two separate cards name Kunoros, one + or + , or like Nicol Bolas becoming + on each side. The point is that casting both sides adds up to the original casting cost exactly. Each side also must have at least one color (Unless there's a really cool way to justify colorless).

Alternatively, you can separate any of the Two character - one creature card cards. Those are Adrix and Nev, Twincasters , Anax and Cymede , Firesong and Sunspeaker , Gisa and Geralf , Kynaios and Tiro of Meletis , Mina and Denn, Wildborn , and Tibor and Lumia . Also, I don't like Sen Triplets , Shattergang Brothers , or any Trostani for this, as three characters don't divide how I'd like, really.

Rin and Seri, Inseparable are INSEPARABLE!

I absolutely love the Simian Spirit Guide + Firestorm combo. That is dirty... i may need to get both cards and try that out myself.

Maybe not a direction you want to go but the new Narset, Parter of Veils forces opponents to only be able to draw one card, so combo that with Windfall or Reforge the Soul or any wheel spells and it creates a super disadvantage for your opponents while allowing you to have a full hand! I jist added this combo to my Tibor and Lumia deck and can’t wait to try it out.

Interesting deck idea! Here are some thoughts:

Since this deck is so colored mana hungry and your curve is on the high end, I would suggest more ramp that provides you with colored mana. Commander's Sphere , Fellwar Stone , Solemn Simulacrum , Mox Amber (you play a lot of legends), and Izzet Locket are excellent places to start.

Lobber Crew could be another fun pinger and since you are already running a number of creatures who can ping, a card like Basilisk Collar or Gorgon's Head might kick things up a notch (especially on Tibor and Lumia ).

If you want to continue with the big beefy, mulit-colored dragon route, Hypersonic Dragon might be a good inclusion.

I also noticed that you are 1 card over 100. I'd suggest cutting Saheeli Rai as she doesn't have much synergy with the rest of your deck.

I like the changes! Since you've chosen Tibor and Lumia , the last thing you probably want to do is put in a little commander support to really make the deck tick. Looking at their EDHREC, I think Charisma , Basilisk Collar , Gorgon's Head , Polymorphist's Jest , Neko-Te , and Gorgon Flail are the best cards to add from the typical lists.

This is a challenging tribe to build around. I would recommend checking out Saffron Olive's video on finding the competitive advantage of your tribe. Also, Tomer built a phoenix tribal deck for Commander Clash not too long ago. Watch the end to see how he wins, because it's pretty great.

In terms of specific cards, I think Mana Echoes would go well, since you need a lot of mana to enable phoenixes. Thundermaw Hellkite could be good. Lose Temple of the False God and Dormant Volcano , though, because those are awful cards. The former because it's useless as a 3rd, 4th, or 5th land, and the latter because it's just asking to be strip-mined and is both slow and makes colorless mana.

Finally, you might want to consider adding a second color. For example, in blue, you gain access to Favorable Winds , Gravitational Shift (It's freaking Elesh Norn, Grand Cenobite in your deck), Sprite Noble , Stormtide Leviathan , Windstorm Drake , Warden of Evos Isle , Windreader Sphinx , Kindred Discovery , Call to the Kindred , Distant Melody , Mistform Warchief , Faces of the Past , Riptide Shapeshifter , Saheeli's Artistry , Sakashima's Student , Sakashima the Impostor , Metamorphic Alteration , Phantasmal Image , Clone , Quicksilver Gargantuan , Protean Raider , Mirror Image , Gigantoplasm , Stunt Double , Clever Impersonator , Dack's Duplicate , Phyrexian Metamorph , Coastal Piracy , and Bident of Thassa .

In white, you get Archon of Redemption , Energy Storm , Magus of the Moat (and Moat if you have unlimited money), Radiant, Archangel , Serra Aviary , Soulcatcher , Spirit of the Spires , Harsh Mercy , Shared Triumph , Kindred Boon , Mirror Entity , Radiant Destiny , . Going into Jeskai also gives you Teferi's Moat and Thunderclap Wyvern .

Tibor and Lumia would be my choice for an Izzet commander, Aurelia, the Warleader would be my choice for Boros, and Kraum, Ludevic's Opus + Ishai, Ojutai Dragonspeaker would be my choice for Jeskai.
