I am still brainstorming/building this deck. There will be wayyy too many cards for a while, and the price will be over budget by a lot. I'll slowly cut cards until I'm at 100 cards and within my budget. I'd love feedback or advice on cards to cut while i'm doing this.

This is a deck with a budget of $4 on MTGO. It'll probably only be used in 1v1 games, or the occasional casual multiplayer match. It is not intended to be bleeding edge competitive. I know there are many instant win combos or "must includes" that are industry standard for 1v1 commander decks, but the goal of this deck is to be fun to play (for me) while not being too un-fun for my opponent such that they never want to play again.

The focus of this deck will be 50% control shell, 50% voltron. While 1v1 Ruhan makes a great voltron commander with his 7/7 body and minimized downside, I want to focus a good portion of the decklist on using the amazing control potential that RWU has to keep the board open for my swings and prevent my opponent from easily neutralizing my Ruhan (who comes with no innate protection or evasion).

I expect to do this with very money-cheap spells (mostly $0.01 to $0.10) that might not be optimal, but are good enough and keep my deck under its $4 budget. The tight budget constraint also means a mostly basic manabase, with exception for some really cheap multicolored lands which are almost always tap-lands. That means avoiding things with difficult casting costs unless they're really good.

Card suggestions are always welcome! There's so many sub-optimal cards out there that its impossible to remember them all, so if you think you know a great yet inexpensive card that I missed, please let me know! I also appreciate card-cutting suggestions. If you think a card isn't good enough for its cost, or maybe just doesn't pull its weight compared to the others, please tell me! (and let me know why you think it should be cut too)

A note on foils: I'll frequently add foil versions of cards to the decklist. Sometimes there's foil versions cheaper than the non-foil (because of outside economic forces in MTGO like set redemption), other times I might add a foil version of a card because it was only 1 or 2 cents more than the non-foil and I actually like the way foils look in MTGO. Either way, I do count the foil cost when calculating the total cost of the deck, so the deck could be slightly cheaper if one wanted to build it without some of the foils. IMHO, the cost is negligible for the cool shinies.
