Prayer beads are a common item in many real-world religions, as well as many fantasy stories, but they have not yet appeared in this game, so here is my interpretation of them for this game:

As long as equipped creature is a cleric, it gets +1/+1 and has ": scry 2."
I used Mask of Avacyn as a guideline for this, and, since the beads are much more restrictive, I reduced both the casting cost and the equip cost. All creatures gain hexproof from the beads, indicating that they are being protected by divine forces, but clerics gain an additional bonus of becoming more powerful and also being able to commune with those divine powers to see briefly into the future.
What does everyone else think of this card? Is it a good design? Should the scry effect have a value of only 1?

Hey, I like the name, nice budget deck.
What are you using infinite mana of Peregrine + Deadeye for? It appears you have removed the mana sinks and other combo pieces. Brago, King Eternal's no mana cost repeatable flicking can do a lot more than Deadeye and Brago is a flying creature. Bident of Thassa for half the price would do a lot more than Deadeye with your flying creatures.
It seems that Deadeye is most expensive price card in your deck and it's not doing much. You could cut Deadeye to clear some price to improve the manabase with some better budget lands such as Command Tower, Prairie Stream, Port Town and Ash Barrens. Consider Bident of Thassa and Mask of Memory? These have excellent budget repeatable draw effects with attacking flying creatures. These cards could replace Failure and Deadeye Navigator.
Could cut Marble Diamond/Sky Diamond and add Azorius Signet/Mind Stone. These are better two drop mana rocks especially with Brago because they ETB untapped. Could cut Mask of Avacyn/Neurok Stealthsuit and add Swiftfoot Boots. The haste and hexproof of Boots especially haste is overall better than Mask/Stealthsuit.

Looking good! It's hard to screw up Muldrotha. Just go to value town. Your selection of creatures seems great!
That said, I would include a little more ramp. You are at eightish, which is where one usually wants to be in an EDH deck, but Muldrotha is usually kill-on-sight and 6 CMC. Try to use more things that permanently get a land into the field, which you already have a good amount of, like Cultivate and Kodama's Reach. Also, Wood Elves, Farhaven Elf, and Wayfarer's Bauble can be brought back for value--making them particularly good. Elvish Reclaimer is an interesting choice too.
The one-CMC dorks (Llanowar Elves, Fyndhorn Elves, Elvish Mystic, Boreal Druid, Arbor Elf, Wild Growth (and to a lesser extent Birds of Paradise and Utopia Sprawl) are all extremely good generally for their speed and chumping ability. If they get whacked or boardwiped they can slowly be brought back later. Getting Muldrotha out as soon as possible is very worth it. I don't run many mana dorks in my Muldrotha deck. I would run as few artifact rampers as possible, since you don't have to (as you run Green). Lands are always safest. Commander's Sphere being brought back for the card draw is nice--probably better than the Darksteel Ingot.
Good job on including Evolving Wilds. I would also add Terramorphic Expanse and maybe Myriad Landscape, Warped Landscape, and Blighted Woodland. The Mirage fetches (Bad River, et al) are decent but better with fetchable lands that have two colors--like Sunken Hollow and Watery Grave. Be sure to include Opulent Palace. Exotic Orchard, Grand Coliseum, and Command Tower are worth including too. On a budget, Vivid Marsh, Vivid Creek, and Vivid Grove are all good too. That all said, I still like running a healthy amount of Basic Lands for repeated fetching.
Protecting Muldrotha is important. Kaya's Ghostform is an excellent choice. I would also include a combination of Aspect of Mongoose, Canopy Cover, Alpha Authority, Diplomatic Immunity, Alexi's Cloak, Cloudform, Mystic Veil, Robe of Mirrors, Mirror Shield, Whispersilk Cloak, Neurok Stealthsuit, Mask of Avacyn, and Swiftfoot Boots. Usually the Enchantment Auras are considered weak because they can be two-for-one'd, but Muldrotha can bring them right back!
Personally, I believe every single EDH deck should run at least two boardwipes, and more if you can find the room. Sometimes it's just an emergency. On a budget in Sultai colors I like Crux of Fate and Gaze of Granite the most, followed by In Garruk's Wake (should have the mana!), Deadly Tempest, Decree of Pain, Extinction Event, Hex, Nevinyrral's Disk, Oblivion Stone, Killing Wave, Hythonia the Cruel, Life's Finale, Massacre Girl, Necromantic Selection, and Black Sun's Zenith. Pernicious Deed is great too.
Not everyone likes doing this, but I love running Enchantment-based removal in Muldrotha since it can be reused. Many have strong effects but still aren't worth it since they can be removed but Muldrotha gets rid of that drawback! Things like Corrupted Conscience, Inevitable End, Kasmina's Transmutation, Ichthyomorphosis, Lignify, and Lay Claim. I've actually had good luck with things an innocuous as Universal Solvent.

Hi. I always like budget list because I tend to have a lot of decks.
Some suggestions for cost reduction:
- Sejiri Refuge for Irrigated Farmland
- Mistmeadow Witch for Deadeye Navigator
- Sky Diamond and Marble Diamond for Sol Ring and Azorius Signet
- Mask of Avacyn for Swiftfoot Boots
I know that some of the cards are really a good deal worse. In how far this is still bearable for the deck you have to decide ;-)

We are a bit confused. Do you want to keep Kruphix from becoming a creature because he/she's otherwise too easy a target? Why not instead add some equipment that will give him/her hexproof like Lightning Greaves, Swiftfoot Boots, Mask of Avacyn or Champion's Helm?
Did we spot correctly that you either intend to win through Laboratory Maniac/Jace, Wielder of Mysteries + empty library and/or pumping oodles of mana into Helix Pinnacle? Are there any alternative wincons we have overlooked? Gelatinous Genesis? We are asking because this does not seem like much to go on in terms of wincons, unless you have a high degree of certainty that these combo's will be able to go off in an average game.

You might consider adding some protection for Alela along the lines of Neurok Stealthsuit, Mask of Avacyn, Swiftfoot Boots, Lightning Greaves, and/or Whispersilk Cloak. An underplayed blue card, in my opinion, is Diplomatic Immunity, as well, or even a simple card like Robe of Mirrors. All of them offer some protection for Alela, and trigger her ability to make a token. Some other budget options that are underplayed include Kaya's Ghostform and False Demise.
Hopefully those get you some ideas for protecting the Commander better.
