You currently have 10 cards to cut. Here's a few I would consider ditching:

  1. Paradox Engine is a fantastic card, but you don't need it. Unless it is used to go infinite, you generally have better things to do with 5 mana, even if it does help ramp on the next turn.

  2. Catacomb Sifter - you have lots of ramp, you don't need this.

  3. Woodfall Primus - way too much mana for its effect, even with persist. Does not fit in well with your primary gameplan, and cannot be used to clear potential blockers.

  4. Puppeteer Clique - cool card, doesn't do much for your deck.

  5. Meren of Clan Nel Toth - you don't have enough good ways to really abuse this, and her use as a non-commander is pretty limited.

  6. Dictate of Erebos - another strong card that doesn't need to be in this deck.

  7. Living Death - you don't need this, and you have enough removal that you'll be just as likely to return the large threat you previously killed.

Tawnos's Wand might be worth adding.

You should also switch Mask of Avacyn for Lightning Greaves--the ability to protect your commander the turn it is played is well worth the reduction in power/toughness.

Based on what I've seen, I'd recommend cutting:

Dusk : This kills 48% of the creatures in your own deck.

Battlegrace Angel : with all your tokens and other angels, you'll rarely have anyone attacking alone.

Confessor : in a lot of cases, this guy won't do much.

If you want more suggestions, lemme know and I can provide them. IF you need to trim down more creatures, try looking for things that are outside the theme of your deck. For example, it seems your focus is many small white creatures, life gain, big flyers/angels, and +1/+1 counters, so it would make sense to start trimming down by removing things that don't fit with that theme.

Mokan on Valduk - Why not ALL the archetypes?!

Batterskull and Champion's Helm are way over the budget. Masterwork of Ingenuity is mainly good with Battterskull and swords of something and something, so it doesn't have much synergy. Golem-Skin Gauntlets only give offence to Valduk, which is less preferable than defense and utility, as my strongest gameplan is not to smack face with him, but to exploit him; every equipment that gives offence serves another purpose as well - Veteran's Armaments for instance virtually gives more offence than the gauntlets, but also helps my commander survive combat. Finally - Mask of Avacyn is already in the deck and Lightning Greaves give shroud, which disables more than 1/4th of my deck from functioning, and even if I do switch them out every turn, it'd get so telegraphed that they won't protect me from anything anyway. I'd stated most of these things in the description, but it doesn't seem to open properly.

Scathain I really didn't know about the Mask of Memory and Rogue's Gloves as I have a ton of value engines already, and the cards aren't stellar in and of themselves. That being said Tooth and Claw didn't seem like the bomb either, but I suppose it's better. As for Mask of Avacyn - I just really didn't like the equip cost, but you're right, it's good :DD

I've literally never played with land destruction, but I hear it's pretty good in voltron so Shivan Harvest looks perfect for the deck, but it's gonna take me some time to slot it in. Thanks a bunch!

I'd probably take out Mask of Memory and Rogue's Gloves, and put in Mask of Avacyn and Tooth and Claw instead, as I'm guessing people will usually be blocking your commander once you get a few equipments/auras on him. Depending on how evil you want to be, Shivan Harvest might also be worth considering.

It's not a budget card, but I feel Champion's Helm would be very good in this list. It protects Kefnet, gets you to the magic 7 power number for voltron, and is tutorable with Trophy Mage You could remove Mask of Avacyn

She is quite strong but that also comes with being a target. There are some ways to help deal with this: Swiftfoot Boots, Lightning Greaves, Archetype of Endurance, Mask of Avacyn, Journey to Eternity  Flip, Victimize, Asceticism.

Another way is to attack your opponents hands with cards like Mind Slash, Sadistic Hypnotist, and Vindictive Lich.

And since the deck does really focus on her make sure you have around 8 effects that can replicate her ability in some way. They don't need to be as powerful as her effect they just need to be similar.

Other precon commanders that are easier or are not such big targets:

Any of the eminence commanders from 2017 Edgar Markov, The Ur-Dragon, Inalla, Archmage Ritualist, Arahbo, Roar of the World. These commanders don't have to ever see play to be useful in my opinion the most powerful eminence effect is Edgar Markov followed closely by Inalla, Archmage Ritualist.

Nazahn, Revered Bladesmith is also of note because he immediately grabs, plays, and equips Hammer of Nazahn making him indestructible. He also isn't considered to be powerful by most people so you are less of a target. Comes in the 2017 commander cat deck.

Daretti, Scrap Savant is out of the 2014 precons and is a powerhouse. The precon itself comes with some of the better artifacts for him too like Wurmcoil Engine. This is something you could go back and forth on as to how easy it is to keep him around, in my meta walkers tend to stick pretty well for about 3 turns.

Oloro, Ageless Ascetic is out of 2013 and has eminence from before it was cool. People are constantly bitching about him whenever he comes up. I don't think he is actually that powerful I think it is more that he just keeps gaining value every turn from the beginning to the end. good card draw if you can keep him on board though so that is really nice.

Derevi, Empyrial Tactician another from 2013. The thing about this guy is that he will always cost 4 mana no matter how many times he dies so unless someone really needs him dead he doesn't tend to get targeted with removal since he will come back out instantly.

Prossh, Skyraider of Kher, Marath, Will of the Wild, and Jeleva, Nephalia's Scourge range from great to good and are worth thinking about since every time they come back they are just a little bit better. Also from 2013.

Karador, Ghost Chieftain will cost 3 mana and is out of the original commander set. really hard to keep this guy out of the game.

Animar, Soul of Elements is protected from some of the better removal and also out of the original commander.

With all of that said some of these are rather difficult to get a hold of and I don't know off the top of my head how many of these were bad precons compared to the others. If you have some idea of what kind of things you like to do when you play that would help. Simply going off what you are already playing I would say either stick to her or go with Karador, Ghost Chieftain as he does a lot of the same things with another color and with his cost reduction he almost always just costs 3 mana. If you want something aggro/aristocrat Edgar Markov is the way to go and if you want combo/control Inalla, Archmage Ritualist is great.
