I would say you need more ways to generate card advantage and more ways to get more mana.
For card advantage we have multiple ways to break that up, so starting with cards that remove multiple things.Angel of the Dire Hour, Fumigate, Comeuppance, Wrath of God, Day of Judgment, Mass Calcify and Phyrexian Rebirth (if you run more mana rocks), Grasp of Fate, Return to Dust, and other board wipes of varying quality.
Now cards that give you other cards for free.Stoneforge Mystic, Stonehewer Giant, a lot of the ramp cards listed above, Nahiri, the Lithomancer, Stone Haven Outfitter, Relic Seeker, Brimaz, King of Oreskos, Steelshaper Apprentice, Oreskos Explorer and Emeria Shepherd.
Here are some cards that have particular synergy with your deck, I've already listed some like Nahiri above.Masterwork of Ingenuity, Konda's Banner, Hero's Blade, Mask of Avacyn, Bonesplitter, Intangible Virtue.
Cards in particular I would cut from the deck would be:Blinding Powder, Ethereal Haze, Altar of the Brood, Darksteel Forge (when will you ever get to 9 mana?), Torpor Orb, Blight Sickle, Authority of the Consuls, Orbs of Warding, Quietus Spike (it's costly, makes you a target, and doesn't help with the Voltron plan), Ulamog (not enough mill decks in the world).

I like it, from personal experience Mask of Avacyn has been a solid investment every time... For some reason I keep pulling it lately. I also pulled Explorer's Scope theoretically it should be solid, & I do run plenty of lands but it just proved to be too low impact, & usually when I play a gamble type of card I like the potential payoff to be a little higher

And yes it is tough, but it's part of the reason I tried to make these decks. I don't want to keep it just under 15$, I want each card to be well, super budget and cheap. I'm very much of the opinion that you can make fun, interesting decks without immediately jumping into the big kid budget pool:P Which generally means foregoing some options that would make more sense. That and forcing yourself outside the Sol Ring/Demonic Tutor in every deck mold is refreshing IMO.
Puppet Strings is in another budget deck I have on here and I somehow completely forgot about it, thank you!
What I went for with this deck was not so much just to punish with minor amounts of damage, but to add things like Fang Skulkin to make the ping damage into -1/-1 counters, or Witch's Mist, Gorgon's Head, Onyx Mage, and other deathtouch/wither/infect givers to give the pingers a way to kill with the lightest amount of damage. The goal is to ping all their creatures down, then whap them to death with Wauki or anything else really until they're dead.
I am a bit light on protection and recurr-and that's mostly just a budget restriction problem(sadly, Mask of Avacyn has been fluctuating, so I haven't been able to keep it in a lot of these decks). I've been toying about adding Endbringer's Revel since it's a cheaper($ wise at least) way to recur, since I can remove enemies so easily I might give it a try.
I like a lot of your suggestions, but almost all of them are too expensive for the deck's budget :(

I love a good budget deck. You appear new to building EDH decks so forgive me if I come off as pedantic or tell you something you already know. You have no description so I have very little to go off--hint hint. I will keep budget in mind.
Well, since your commander is a little pricey, mana-wise, I would add more ramp. Sol Ring, Dimir Signet, maybe Mind Stone or Worn Powerstone. Card-draw is like pseudo-ramp so a few more card-draw engines would help you with your land drops. Phyrexian Arena isn't budget per se but it's an all-star card for EDH. Perhaps Fact or Fiction, Blue Sun's Zenith, or something similar.
I would add commander protection, unless you feel he is tertiary to the deck itself. Whispersilk Cloak is a no-brainer, and I'd add Swiftfoot Boots as well. Mask of Avacyn is a half-decent budget option. The rest tend to be pricey, a la Champion's Helm and Lightning Greaves.

This deck, as you may have noticed, has 146 (correct me if I'm wrong) cards in it. This can lead to very inconsistent draws, and subsequent game losses. Here are some suggestions for cards you should cut: Mask of Avacyn, The Chain Veil, and Detritivore because it's too slow and the payoff minimal. There are also a lot of cards that are good but don't have much synergy, such as Gaea's Anthem, Clan Defiance, Animist's Awakening, Elspeth, Sun's Champion, Leyline of Anticipation, Aurelia, the Warleader, and Awakening Zone. Also as a tip, most people don't like mass land destruction, so you could cut down on that.

Belbe's Portal could be a good way accelerate getting the more top-heavy angels onto the battlefield. As for equipment, Cathar's Shield is pretty cheap, while Stoneforge Masterwork would be a boon for the sheer amount of angels, Mask of Avacyn and Vanguard's Shield boosts her toughness, and Inquisitor's Flail would make Aurelia twice as painful to deal with. So from what I found among equipments for 1 CMC,Skyblinder Staff and Skeleton Key allow Brago to be near unblockable, especially Skyblinder Staff as essentially only creatures with reach will be able to block him.
For 2 CMC I found Trailblazer's Boots, Swiftfoot Boots, Mask of Avacyn, Ring of Evos Isle, and Prowler's Helm, bit these can't be searched for so they're not as appealing. Mask of Avacyn does provideo hexproof though, and may be worth it.
For 3 CMC I found Neko-Te, Darksteel Plate, and Champion's Helm. Darksteel Plate and Champion's Helm are a bit pricey, but Darksteel Plate has the advantage of better protection for itself and its equippedal creature.
Lastly, at 4 CMC and a price Shield of Kaldra works similarly to Darksteel Plate and although I think Darksteel Plate is the better option, I figured Shield of Kaldra was worth a memtion.
Ultimately Whispersilk Cloak seems to do a good job at am affordable price and there doesn't seem to be any alternatives that provide both protection and the inability to be blocked as far as equipment goes. There are better protection options, but they either fall in the 2 CMC range or are a bit pricey.
I just started looking at flicker decks today and wasn't sure why many of them ran an equipment that provides shroud, thank you very much for explaining it to me!
