Tutors are always a good option, but I didn't add any because of the strong card draw engine that is possible through the KCI basis. The protection is something I forgot about mostly, because most of the permanents are expendable. There is Avacyn, Angel of Hope and Darksteel Forge, but adding more protection is never bad. Beside counterspells in white, like Rebuff the Wicked, Dawn Charm, or even Warping Wail, I think blink spells could be used, such as Cloudshift, but I'm not a fan of such protection without an Isochron Scepter. Beside that, theres no extra value gained from them. I wouldn't use Whispersilk Cloak since it gives your creature shroud, but instead stick whit hexproof with Mask of Avacyn or Swiftfoot Boots. You can even go a step further and add an Leonin Abunas, but I think the deck doesn't need too much protection, beside the combo.

Vicious Shadows actually doesn't work (nor does Stalking Vengeance, and for the same reason), because when a creature (or in this instance a token) doesn't die when it's exiled. I would suggest Warstorm Surge instead. Which I just noticed was in the maybeboard. Speaking of cards in the maybeboard, Swiftfoot Boots is probably better than Lightning Greaves here because shroud makes Valduk untargetable for equip costs. This would normally not be a problem; just equip it to a different creature for 0 mana. However with a semi-creatureless brew like this you'd have to do all your equipping on the postcombat main phase.

I might suggest some of the human-based equipment from OG Innistrad; Avacyn's Collar, Bladed Bracers, Butcher's Cleaver, Heirloom Blade could be really cool (and you could run a human or two for good measure), Sharpened Pitchfork is nice, though first strike is kinda useless, Silver-Inlaid Dagger is AWESOME, and Slayer's Plate may get some work done.

Some generally good equipments include Champion's Helm for hexproof, Chitinous Cloak to force opponents to make tough blocker choices, honestly General's Kabuto may be worth is as the ultimate protection card, you could consider Kitesail for evasion, Konda's Banner would be great and pump your tokens (and yes it would give Valduk +2/+2), Kusari-Gama would be a serious 'don't block me or I fuck you' effect, Ogre's Cleaver is honestly insane, Pariah's Shield, though costly, more or less makes you untouchable, Pennon Blade is worth the cost, the classic Short Sword, Sigiled Sword of Valeron is dece, Skullclamp is OH MY GOD, Strata Scythe is equally insane, the swords are famously insanely powerful, Trusty Machete is okay, Vorrac Battlehorns is an easy way to win fast, and Vulshok Battlegear and Vulshok Morningstar are decent.

And yes, I did slog through every equipment in Magic history to find those.

Props to Heliogabale for some good ideas on cuts. I might add No-Dachi, seems a little overcosted (also it's worth noting Mask of Avacyn has the same mana specs for an arguably better effect), Skeleton Key is not going to do anything for very long, Valduk is probably going to be too big too fast to make use of first strike (@ Sparring Collar), Browbeat is 5 damage to an opponent for 3 mana. Realistically no one is going to let you draw 3 cards.

I agree with the above. You should also add some more card draw. Skullclamp and Lifecrafter's Bestiary should be in here, along with perhaps some green draw spells, like Rishkar's Expertise and Shamanic Revelation, and even Collective Unconscious. In fact, switch out Life Goes On for Shamanic Revelation. Lifegain is ok, but its just ok, and it doesn't seem to be a theme your deck is running with. It just appears to be incidental. I'd also dump Smelt for Disenchant; its just better. I think I'd also switch out Mask of Avacyn for Swiftfoot Boots, unless you decide to run both.

As for board wipes, you'd do well to go with Wrath of God and Day of Judgment. Since you have access to , you could go with one-sided wipes like Plague Wind or In Garruk's Wake, although they do have steep mana costs.

It looks good, and I hope this helps you focus things in a bit.

Hey man, here are my thoughts

First, although I know your manabase isn't finished, I'd recommend running at 37 lands total.

Second, it's important to consider which equipment are powerful with this strategy, especially with Mirri. You'll likely need ways to keep her from dying. Since she has first strike, giving her deathtouch in addition will make it such that she will always kill the opposing creature before it deals damage, making her almost invincible in combat. You've already mentioned Quietus Spike, but other must-includes for this deck (imo) are Gorgon's Head, Gorgon Flail, and Basilisk Collar. You may also want to have ways to keep Mirri from dying to board wipes and removal. Darksteel Plate and Shield of Kaldra are both about 5 bucks, but they're pretty good. Cards that prevent targeting can be good, but hexproof is preferable to shroud. However, some shroud giving cards, such as Lightning Greaves and General's Kabuto. Mask of Avacyn gives Hexproof, but it's not a Great equipment.

Third, let's consider the equipment you're including. You want most of them to be strong enough to make a single creature into a threat on its own. You've already included cards like Argentum Armor, but frankly you don't really have enough equipment. I'm gonna list a bunch of equipment in various categories here that are worth considering (Sorry if some of this is already in your deck).

Fourth, let's look at your creatures. In commander, lower-impact things tend to be outclassed quickly. As such, you generally want your creatures to either be significant threats or utility. Some creatures that I feel are worth cutting are:

Jareth, Leonine Titan (Not a particularly good card. He's only got a good size when blocking)

Leonin Relic-Warder (He's likely to die over the course of the game. Long-lasting removal is better)

Oreskos Explorer (You're in green, so your ramp spells are likely to be land-focused)

Phantom Nishoba (You'll probably want something stronger for you 7 mana. It's basically a 7-mana 7/7 with lifelink/trample and a downside.)

Qasali Ambusher (This creature just isn't impactful on its own)

Sunspear Shikari (This one is also low impact. I wouldn't play a 2-mana 2/2 with both of those abilities natively in commander, and this card is worse than that.)

Don't get too attached to the cat theme. Have it be something you can take advantage of, but don't put in a bad card just because it's a cat. Additionally, don't be averse to putting in noff-type creatures when doing so improves your deck.

Let's look at some creatures that might improve your deck.

Eight-and-a-Half-Tails (Can help get your other creatures through for damage or protect them from removal. A tricky one to play with, but with high upside)

Sram, Senior Edificer (Card draw is A1 in commander, and this guy gets it for you while also carrying equipment)

Odric, Lunarch Marshal (Makes one threat into a whole team of them)

Leonin Warleader (Makes more vessels for the equipment, which have lifelink and benefit from tribal synergies)

Taj-Nar Swordsmith (Gets you what you need when you need it. Make sure you know what you're looking for though!)

Grand Abolisher (Gives you a lot more control over combat on your turn)

Leonin Abunas (Protects your equipment. May be unecessary, but worth considering)

Indomitable Archangel (As above, but it also has flying, which makes it even better.)

Brass Squire (Sneakily fantastic. Avoids the equip cost while also letting you move an equipment at instant speed)

Auriok Windwalker (As above, but it also has flying, which...huh, deja vu)

Mother of Runes (Good for defending from removal or getting a creature through combat)

Armory Automaton (Note: this can take your opponents' equipment as well. They can re-equip it, but not until they get back to their own turn.)

Alms Collector (This is a good cat. Worth including on its own merits. Takes stuff away from the blue player.)

Stone Haven Outfitter (Insurance for a board wipe. Your deck is weak to them, so keep an eye out for ways to protect your team.)

Mentor of the Meek (More card draw since most of your creatures are cheap)

Adorned Pouncer (Not sure about this one, but it has double strike and can come back from the dead, so that's something)

Mirran Crusader (This guy sees modern and legacy play for a reason. He hits hard and doesn't die easy)

Silverblade Paladin (The ability to give another creature double strike is fantastic.)

Steelshaper Apprentice (Weird card, but lets you get what you need.)

Emeria Shepherd (Another way to rebuild after a wipe. Consider holding this in hand w/ a few lands rather than playing it out.)

Jhoira's Familiar (Makes equipment and legendary creatures cheaper and has flying.)

Some additional advice: Run 10 ramp cards and 10 card draw cards. Consider including Steelshaper's Gift and Open the Vaults. That's all I've got for now!

Ok, as promised I arrived home and I'm going to help you out, I'll redo the suggestions I did on reddit and complete with the rest.

I would add Liliana of the Dark Realms to tutor some swamps, altho you already have several things to fetch lands, so it is up to you if you feel the need for it. Hatred is a card I recommend 100%, it's great as a finisher, and if your commander already has lifelink even better. If you can afford a Urborg, Tomb of Yawgmoth then Nightmare Lash and Lashwrithe are good additions aswell. Weathered Wayfarer, Herald of Leshrac, Leonin Shikari, Oreskos Explorer, Taj-Nar Swordsmith, Divine Reckoning, Bloodforged Battle-Axe, Grappling Hook and/or Fireshrieker, Felidar Umbra, Hammer of Nazahn, Infiltration Lens, Kusari-Gama, Thaumatic Compass  Flip, Myriad Landscape, Shizo, Death's Storehouse, Phyrexian Arena, Vona's Hunger, Crucible of Worlds. Torment of Hailfire and Exsanguinate are always good finishers in a black deck, and since you will be tutoring lands a lot you can guarantee a good value for X.

Also if your playgroup plays a lot with graveyard consider Bojuka Bog.

I think with the colors you have and playing Voltron you should add some pillowfort stuff to the deck, like: Ghostly Prison, Propaganda, Collective Restraint, Teysa, Envoy of Ghosts, No Mercy, Dread, Baird, Steward of Argive, Windborn Muse, Michiko Konda, Truth Seeker, maybe Darien, King of Kjeldor could work too.

From what you already have on the deck I would remove the following cards: Darksteel Ingot and Fellwar Stone are not necesary, I know both of these are fixing but you already have several lands with 2 colors and plenty of land fetching, you don't need these. Helm of the Host is great, I love this equipment but in this specific deck I am not sure if it is worth it. At least not for the commander imo, but to use it on the other creatures you have that offer utility, specially the ones with ETB or the "propaganda" creatures, then it is definitly worth to keep in the deck. Lightning Greaves is loved by so many people but I don't really like it much, I mean the 0 equip is great, plus the haste but I don't like shroud, yes it protects your crature but also screws you, while it is equipped you can't equip other stuff on the same creature or enchant it, etc... So if you have no other creature to swap it and allow you to target your commander again you are basicly screwed, I don't think it is worth to occupy a slot with it. Same goes for Whispersilk Cloak, blue already gives you unblockable if you want, not worth to have this with the downside of shroud, I'd rather replace it with Aqueous Form for example. Mask of Avacyn is nice to protect your commander but that's all it gives, if you need a slot for something this is a card I would remove. Vedalken Orrery... You don't need this, I know the ability is nice and quite tempting but in a voltron deck you don't really need this, I would only keep it if there was a free slot with nothing better to put in it, but even then I think I'd rather add some equipment or aura instead of this. Baleful Strix is nice but for 1 more mana I'd rather have Phyrexian Arena in play, much better. Dreamscape Artist is nice if you can play lands from the graveyard, with Crucible of Worlds and similar cards, which btw is a nice recommendation for the deck, Crucible of Worlds would help you get your lands back when facing land destroyers or milling decks. Also not sure about Emeria Shepherd, I mean you can deffinitly trigger her several times, but idk. I would test the deck with her and see how she does, if she doesn't seem to be useful most of the times I would replace her, for example for the same CMC I would prefer Herald of Leshrac, much more synergy with your commander. Jhoira's Familiar is nice too, but again it is also one I would remove IF a slot is needed for something else. I'm also not sure about Walking Atlas, I think most of the times it will be a dead card on the board because you won't have land cards in hand at some point, making him generally a wasted spot on the deck. Yes he can be great in some situations, but when putting cards in a deck you gotta try and put the cards that will be good in any stage of the game, not only sometimes, and this guy is one of those "sometimes" cards. I also think you don't need Disallow and Stoic Rebuttal. I mean as someone who likes to play blue, I know how good and safe it feels to have some counterspells but in this specific deck you don't need that many, I would even say none but since you are playing blue anyway, 1 or 2 could be helpful but no more than that, remember the goal of the deck is commander damage, you already have a lot of protection for your commander in equipments and/or auras, you don't really need counterspells to protect him, so if you need slots for other cards I would even say remove all counterspells. I'm not a fan of Detention Sphere in commander, yes if your opponents have the same card in play it is great, but most of the times it won't happen, again it is one of those cards that are good sometimes but not always so I'd take it out. Regarding your lands I don't like much of Submerged Boneyard and Forsaken Sanctuary, Sunken Hollow and Caves of Koilos would be 2 good replacements that are not very expensive. I would also remove Temple of the False God and put instead some basic land, I mean yeah that 1 extra mana is nice and can help you but I'd rather have 1 more basic land to fetch with the artifacts, etc.

To sum it up, I think this deck works best as a mainly W/B deck with a splash of blue, for some of the Propaganda effects it provides plus the evasion and card draw/selection. Other than that what you want for Voltron and to fetch lands you will find it on white, black and colorless.

One small note, I think you have way too many things to fetch basic lands, maybe you could cut down 1 or 2, not sure. That's one of those things that require some playtesting, never played with so many so I am not sure how good or bad it can be.

That's all I guess. I bet there are some more good things for this deck but I don't know it all, yet! I know some of my suggestions are not budget but you can just add them to the aquireboard section, for one day later if you decided to include them.

For a deck with 3.1 cmc, you are running too few lands, with only two sources of ramp. 35-36 is better for control, less if you have more ramp. Because ramp is not available in your colors, mana rocks have to be used. Thought Vessel (although expensive), Darksteel Ingot, Talisman of Dominance, Talisman of Progress, Dimir Signet, Azorius Signet, Marble Diamond, Sky Diamond, Charcoal Diamond, Coldsteel Heart, Fellwar Stone, Commander's Sphere, Cultivator's Caravan. You should at least add the other signets and then think about some of the others mentioned. Because you're in blue, black, and white, you have access to single target removal spells like Pongify, Oblivion Ring, Murder, Mortify, Go for the Throat. The other upside of being in these colors is the access to good draw. While altar's reap and catalog are good, getting rid of your stuff and discarding cards only hurts you, especially with better options. Windfall, Blue Sun's Zenith, Divination, Read the Bones, Sign in Blood. Instead of essence scatter and negate, there are better counterspells that cost 2 mana, if that is what you're looking for; Counterspell and Arcane Denial. Both are not as restrictive, and in the case of arcane denial, giving your opponent cards typically doesn't matter as long as they've been disrupted. Also a 25 cent card that should be added to every list running black is Diabolic Tutor. Despite chromium's built-in protection, you should still run cards like Lightning Greaves, Swiftfoot Boots, Mask of Avacyn, or Whispersilk Cloak.
