A cool thing about this partner pair is that if Sakashima copies Kodama, you can replay a creature like AEthersnipe endlessly by bouncing itself to hand and alternating between the general's triggers to replay it (bypassing the "if it wasn't put onto the battlefield with this ability" restriction since it was the other general's ability that replayed it). In this example, you would also put all permanents costing 6 or less from your hand into play using the other kodama trigger. Toss in something like Garruk's Packleader and you'll be drawing and playing your entire deck.

I realised that I just need some good ol blockers instead of needing to use spells to protect myself. Separatist Voidmage and Vedalken Dismisser can also be flickered to deal with threats, yet still block.

For sure Flameshadow Conjuring is in my want list and I'll be getting asap. I was running Minion Reflector but it was very slow for my purposes.

For copies I was looking for Kindred Charge and Cackling Counterpart too, but these ones you said aren't bad at all.

Thinking about some bouncies too, like AEther Adept, Sedraxis Alchemist and Separatist Voidmage. With copying I realize they can be veeeery annoying.

Lightning Runner isn't even really constructed-playable in Standard, much less Modern.

More generally, this deck is closer to Standard than it is to Modern. The Energy cards obviously have to come from Kaladesh, but the overall card quality isn't high enough to stand up to a typical Modern deck. Also, you need to consolidate your cards, aiming for 3- and 4-ofs rather than almost exclusively 1- and 2-ofs.

I would recommend starting out by taking some cards from Affinity (https://www.mtggoldfish.com/archetype/modern-affinity-8972#paper), many of which aren't actually very expensive. Memnite, Signal Pest, and Vault Skirge are great inclusions (Signal Pest in particular) without breaking the bank. Thoughtcast is similarly helpful, Cranial Plating does everything you want, and Darksteel Citadel is a great way to get artifacts out quickly with a low opportunity cost.

All of the following creatures are way too slow for Modern, so you should cut them: Embraal Gear-Smasher (your opponent will just Bolt it), Lightning Runner (too fragile for its cost), Separatist Voidmage (plus doesn't have any synergy with your deck), and Watchful Automaton (you'll have enough card draw with Thoughtcast and Thopter Spy Network that Scrying isn't necessary).

Also cut Consulate Turret, Jayemdae Tome, Mobile Garrison (you don't have any big creatures so untapping one to keep as a blocker isn't helpful), and Renegade Map (you're a two-color deck so you don't need fixing. Even Swiftwater Cliffs, Izzet Boilerworks, and/or Shivan Reef should be sufficient mana-fixing for a budget deck without having to spend spells on it.

For your Instants, I'm not convinced Metallic Rebuke is better than good 'ol Mana Leak. You can potentially cast it for just 1 mana, but that requires you to leave artifacts untapped and this deck's artifacts are mostly artifact creatures.

So the first and most obvious problem is that you have no win condition. For a deck like this, you'd typically see a large, difficult to kill flying creature. Ideally, the best ones in Standard in your colors are Dragonlord Ojutai, Sphinx of the Final Word, or Linvala, the Preserver. However, since it seems like you're trying to stay budget, Sphinx is pretty cheap, as is something like Icefall Regent, Pristine Skywise, or Alhammarret, High Arbiter. You just want something that's going to end the game within 5-6 turns of you playing it. Secondly, 20 land is WAY too low for a control deck. Control wants to hit land drops every single turn of the game so that it has greater options on what to play. Something around 26 is better. You're playing a lot of 1-3 ofs, despite the fact that they are most redundant, though they vary slightly in quality. Just pick the best ones, and just play 4 of those. For example, your counter suite is 4 cards. You'd benefit from having that just be 4, for the one I think is probably best, Void Shatter. Maybe 3 Void Shatter and 1 Confirm Suspicions since that one does things a little differently. Again, you're playing 17 "Tap down a creature" cards, yet 9 different cards. They all do the same thing though, with slight variation. Divine Verdict should just be Immolating Glare since you aren't going to be attacking much, thus they won't be blocking much. Stuff like that. 4 Reflector Mages in the main is certainly a good idea, considering it's a direct upgrade to something like Separatist Voidmage. Also, you need some form of card draw. Whether you want to play Ugin's Insight, Dragonlord's Prerogative, Epiphany at the Drownyard, or something else, you want some way to keep your hand stocked with answers to whatever your opponent is doing.

I feel like you need something to help get creatures out. Separatist Voidmage is a little too expensive for my likings, maybe use something to get creatures out easier like AEther Vial , a lot of decks will be aggressive so its aa little harder to slow them down.AEther Vial can help you nullify an attack by placing down AEther Adept on your opponents turn.
