This is a good collection of cards! If I were you, I would either go for a more midrange deck built around non-auras like Sigil of the Empty Throne and Sphere of Safety or focus on a more aggressive aura-based deck that is built around Hero of Iroas and other heroic creatures. If you take the latter option, you can curve from Favored Hoplite or Lagonna-Band Trailblazer into Phalanx Leader and Blessed Spirits. Then start targeting Phalanx Leader with cheap auras and Blessed Spirits will get huge fast. If you go this route you need protection since creatures with auras have a huge target on them. You already have Emerge Unscathed, which is great, but you might also consider Gods Willing, Center Soul, or an umbra like Hyena Umbra. Those are a lot cheaper to cast than Spectra Ward and, unlike Selfless Spirit, they'll re-trigger the heroic mechanic.

I find this build really clunky.
Vulshok Morningstar is quite expensive, especially when you want to leave mana up for counter. 2 point in toughness is nice vs Lightning Bolt but I would suggest changing it to either Bonesplitter if you want to close the game faster or Mutagenic Growth if you want to have protection vs Bolt (also more spells that flip Delver).
Too little creatures. Any starting hand without Delver of Secrets Flip in it seems quite bad. If opponent puts any >1 toughness creature (like Glint Hawk or Lagonna-Band Trailblazer) into play you will probably die to it.
You also lack the ability to sneak the Ninja of the Deep Hours into play with ninjutsu. Delver decks usually use Faerie Miscreant and Spellstutter Sprite to put Ninja into play and get back something with etb trigger.
You are mixing up two things. If you want to use Delver of Secrets Flip you are creating Tempo deck. That means you have to go down on cmc and get cards that can interact with opponent but also get in some points of damage, i.e Vapor Snag or Spellstutter Sprite - when you counter with Sprite you will kill opponent unless he does something about it, but when you counter with Counterspell you are not any closer to winning the game.
If you want to create Controll deck, you don't even need creatures to win, however you need some way of interacting with things your opponent manages to put into play as well as some card advantage. You can look up UR or UB control lists - they play a lot of removal like Chainer's Edict or Skred to deal with things they coulnd't counter and play things like Think Twice, Mystical Teachings, Accumulated Knowledge and so on to generate card advantage. You can even count not playing creatures as "card advantage" - their removal would be useless.

ancientskull Thank you for those recommendations! Stone Haven Outfitter is currently in the testing slot. This slot was previously filled by 2 Soul's Attendants and 1 more Phalanx Leader. Since they only outfit one or two creatures at a time, they're not that effective.
I didn't realize Kemba, Kha Regent wasn't triggered by enchantments. HMPH!!! She was my favorite part of this deck. :( She was too good to be true. I'll put some time into replacing the magnificent Kemba and the Outfitter with Sram and Cartouches. I forgot all about the power of the Cartouche.
Without Kemba, Brimaz, King of Oreskos is the only token generator. That means Phalanx Leader is less useful. His spot might be better filled by Lagonna-Band Trailblazer or another heroic unit. I'll start testing this change.

I love the idea of the deck! However, you won't get your value out of Stone Haven Outfitter and Kemba, Kha Regent, as your aura's don't count as equipments (and therefore won't trigger their abilities). I would recommend something like Cartouche of Solidarity, Lagonna-Band Trailblazer, and Sram, Senior Edificer as some decent auras and creatures, as well as possibly running Path to Exile or Oblivion Ring as some removal. Overall, I love it! +1!

Honestly, this deck doesn't suffer from lack of damage output too, but lacks evasion.

As far as what to use in order to replace Tireless Tribe for Modern, there isn't one. Wizards learned their lesson with Psychatog and put really restrictive costs on creatures that let you discard things at no cost and without restriction.
It looks like, however, you have a good Doran, the Siege Tower deck already. I'd suggest cutting Tireless Tribe, Eladamri's Call (not Modern legal), and Abzan Beastmaster + Kin-Tree Invocation (there are better choices).
Replace them with 1 more Birds of Paradise (so that you'll have 4) and either Noble Hierarchs or Avacyn's Pilgrim (depending on budget). Finish off your replacements with Spellskite, Wall of Omens, Collected Company, and Lagonna-Band Trailblazer.

Gurmag Angler I believe Lagonna-Band Trailblazer + 2 pump spells are there for the job since It might take a while til he shows up. But, I couldnt think a Way to Deal with Ulamog's Crusher. Maybe diferentes Celestial Flare or Journey to Nowhere?
