Have you considered Clone Shell? Also, I would consider swapping out cards like Artisan of Kozilek that have cast triggers for other big guys that have ETB triggers, like Conquering Manticore, Siege Dragon, or Tyrant of Discord.
Possible cuts are Elixir of Immortality (unless your playing a meta with a lot of graveyard hate), Spine of Ish Sah, and/or one of your wheels (I think you have enough to keep your engine going).

Cerodon Yearling and Sky Terror are both somewhat low value cards, basically just cheap attackers. Also, Sundering Titan is unfortunately banned in edh (and by unfortunately I mean fortunately, because it would be a huge pain to deal with).
Cataclysmic Gearhulk could be a pretty decent board wipe, though it does kind of clash with how many artifacts you run. Conquering Manticore is another creature-based Threaten effect, letting you more easily repeatably steal opposing creatures. I also think that more tutors to help you find Skullclamp for draw or Thornbite Staff for repeated sacrifice is pretty important. Hoarding Dragon is a great way to do so, since not only can it get equipments, it can also fetch some of your other powerful artifacts. Godo, Bandit Warlord is another great way to do so, and can beat down geared up with a bunch of equipments if need be.
Next, some more synergy pieces. Mistveil Plains lets you reuse Sunforger targets, and can even be found by Tithe, which can be found by the Sunforger, meaning that you only need to draw Sunforger to have access to any of its spells once per turn. It can also be found by Knight of the White Orchid. Next, I really like Heirloom Blade as a kind of backup Skullclamp. It works really well alongside Taurean Mauler, always giving you at least 2 draws, and they're specifically creatures, meaning you always get another creature to sacrifice. In addition, it combos with Serra Avatar when you've already drawn the rest of your avatars, meaning that you just redraw the avatar after sacrificing it.
Check out my Brion deck for more inspiration. It's a bit more focused on one big explosive turn, but has a lot of powerful synergy pieces that could work in any Brion list.

Conquering Manticore, Nicol Bolas, Planeswalker, Feast on the Fallen, All Is Dust, Obliterate, Obelisk of Grixis, Darksteel Ingot, Nevinyrral's Disk, Sepulchral Primordial, Stingmoggie, Panharmonicon, Drakestown Forgotten, Dominus of Fealty, and Olivia Voldaren are what I'd suggest for cuts.
One addition I forgot to recommend though... Mikaeus, the Unhallowed. You have flayer of the hatebound already, so you should know how gross undying is here.

Steaditup Thanks for the suggestions. Scourge of the Throne is a bit out of the budget unfortunately. Conquering Manticore could be interesting if I could repeatedly use his effect but the 6 cmc kinda hurts. Dominus of Fealty sounds nice once because once it's on the board, I don't have to worry about having a way to recur the card.

Scourge of the Throne seems good. Also, Marchesa's trigger specifically returns the creature to your control so effects that borrow or steal creatures are really strong. Dominus of Fealty springs to mind, as does Conquering Manticore.

Crested Sunmare is an interesting card for this deck. It provides you a 5/5 indestructible blocker whenever you gain life--sacrifice this horse with Brion, gain some life via lifelink, and immediately gain another replacement horse in the next endstep.
I might think of adding more sacrifice outlets and untap mechanics. You have numerous capture spells, and several which capture multiple targets. A few more sacrifice outlets will allow you to use, attack, and then destroy these captures, even if there are several of them or your commander tapped/is not on the field. I found a couple which might be interesting, at budget-friendly prices:
Helm of Possession allows you to both destroy a borrowed creature and net another creature semi-permanently.
Ashnod's Altar provides and destroys one of their creatures.
Infernal Plunge nets you some mana when you sacrifice their creatures.
Scapegoat is fairly inexpensive to cast, and has a number of uses in this deck. Not only can you sacrifice a stolen creature, but you can also bounce other stolen creatures to their owners' hands and bounce your own thieves, such as Conquering Manticore.
Rupture has the downside of harming yourself. However, you have a solid number of flying creatures, so it may not affect your boardstate much.
There are some W instants (ex. Burst of Energy) and creatures (ex. Dauntless Aven), as well as some artifacts (ex. Thousand-Year Elixir) which untap creatures, and would allow you an additional fling with Brion. Not sure if any of these are efficient enough to be worth a card slot, but it might be worth playtesting.

OK, So here are some of my initial reactions:
Consider replacing the Gilded Lotus with a Worn Powerstone.
Also, the Traitorous Blood is kinda cute if Brion Stoutarm is in play, but you don't have enough other 'borrow' or sacrifice effects to really make it effective. Maybe replace that with a Conquering Manticore instead. The 5/5 body doesn't suck.
However that leads me to one of bigger problems. Your mana curve is pretty high. You don't really start hitting until you get to the 4-5 mana range. I know this is EDH, but still, might want to bring that down a bit. Let consider some helper cards.
Consider the following: Weathered Wayfarer, Figure of Destiny, Slumbering Dragon, Dragon Hunter, Mother of Runes are all fetchable with a Ranger of Eos.
Boros Guildmage, Victory's Herald, and Hellrider seem a bit weak in this deck.

Humble Defector draws cards, if brought back with Feldon, opponents don't get to use him, as the token will be sacrificed in the end step (before he can untap)
Sandstone Oracle draws cards, and punishes blue players for hoarding cards
As creatures you put in play with feldon are going to die anyways, you can get extra value off them for free with cards such as Phyrexian Altar, Ashnod's Altar, Altar of Dementia - they also combo with threaten effect cards you already have such as Zealous Conscripts, Molten Primordial. You can add Conquering Manticore, also, if you find these combos worthy
You can add Generator Servant to throw Feldon faster, while also being able to tap him for his ability the turn he came in - though he doesn't do much late game, other than helping cast a creature spell faster and with haste
I think Burnished Hart is bad
