I like Final Parting more than Jarad's Orders though both may be worth keeping.

I'd run Sunbird's Invocation over Warstorm Surge. Bloodtracker and Krav, the Unredeemed are also pretty awesome. Swan Song also rocks in almost any blue deck, so much value for the 1 mana.

Add: Reality Shift, Blue Sun's Zenith (maybe and for draw)
Cut: Remove, Blinkmoth Urn Kozilek's Return Unwinding Clock Barrage Tyrant Endbringer (i know I originally suggested the last two, but they look like theyre duds)
Going back to my first comment, the biggest adds should be: Daretti, Propaganda (protection for saheeli), thirst for knowledge, and FABRICATE.
