Idea of the deck is to win through commander damage. Ishai, Ojutai Dragonspeaker only needs to have 6 +1/+1 counters on it to one shot someone with Jeska, Thrice Reborn using her 0 ability. The rest of the deck is interaction and protection for Ishai, Ojutai Dragonspeaker , its the only win condition in the deck. I've added a little Sunforger package in this deck, mostly counters and removal, but players don't expect you to be holding up a counter with no blue mana open.
