Nightmare Shepherd is one of the best as it adds a lot of functionality with no upfront cost and allows you to exploit sacrifice mechanics like evoke. Creating token clones with etb/ltb can easily become overpowered, especially when combined with populate. In fact I built a great ETB Roon EDH deck around it using cards like Yosei, the Morning Star, Protean Hulk and Wayfaring Temples that clone themselves. Token clone generation is amazing because it's essentially ETB blinking as a side effect. You have some cards that do it already listed under abuse but I think the mechanic is good enough and has enough viable cards that it might be worth making a new category for it.

So, the reason I carry Echo Storm is because I have two commanders, so I play each one once, and I get two triggers on echo storm, it can be used for ramp, creatures, or just powerful field presence, it can also depend on my opponents' artifacts, which is why I carried Sculpting Steel, but I am going to drop it. (I also have the double masters box-topper Blightsteel Colossus coming in the mail, and that's going right in this deck.)

Very nice. Just before I start talking about cuts and edits, I want to say that your land count is WAY too low. I usually play 35-36 lands, with about 5-10 other mana producers. Only CEDH decks run such a low land count, because they need to play fast with cards like Mana Crypt and such. Add more lands to the deck.
I will start with talking about cuts, because there are a few cards that I feel shouldn't be in the deck.
Jace, Wielder of Mysteries is known for being a wincon in CEDH and strategies that want to mill themselves out. However, it's not right here. There is no real upside to adding it to the deck, so this is an obvious cut.
Thirst for Knowledge: I'm not sure why you put this one here. It doesn't work well due to you having such a low artifact count. Also, it's only a one time card draw, which isn't too good in commander. I guess Chemister's Insight goes in this section as well.
Finale of Revelation can be a good card, but it's mainly used as an infinite mana sink. I would not recommend this in a deck that doesn't go infinite and focuses on creatures.
Nyx Weaver is getting worse and worse. It has gotten to the point where it's nigh unplayable. Cut.
Clone, despite being the original clone, is considered to be one of the worst. I would definitely cut this one out.
I know Nascent Metamorph is a fun card, but people overestimate what this card can do. Don't play it in any non-chaos build.
Mirror Shield? Just don't run it.
Ok, so those are the 10 cards I would cut. Now, adding cards is a bit harder. In my suggestions for the forum for this deck, I suggested a reanimator theme, but it looked like you didn't take it, so I won't add too many cards from reanimator strategies. Also, it looks like you are working on a "budget", so I won't suggest anything over ~$20.
Just a quick note; When people are making these clone strategies, they often forget to put enough creatures to copy. This is a common deck building mistake, but something that will cost you games.
As Jimmy showed in the latest "Game Knights" episode, Solemn Simulacrum is crazy in clone decks, and seconds as ramp and card draw.
Finally, speaking about ramp, Rampant Growth is still one of the best ramp cards in the game.
Now, you may have noticed I only suggested 5 cards when I cut 10, and that's because you need to raise your land count. Below are some budget but good lands you should work with. Also, try not to work with too many tap lands, as they slow your game down.
Zagoth Triome: A bit pricy but it's fetchable or can be used to dig through your deck.
Finally, I will recommend my favorite cycle of lands, the pain lands. Llanowar Wastes, Yavimaya Coast, and their more expensive sibling Underground River enter untapped and add any of the two mana you need.
Just cut some basics to add these lands in. But don't cut too many basics! You need about 12 basics at minimum in a casual deck!

Yeah, I wanted it to be a black ability in dimir, so like an allied splash cycle, was my idea, but I like what you did, so... look, R&D is cooperative for this very reason. I had one idea and you made an adjacent but very compelling idea. Playtesting needs to stop by and tell us to add Delve, bc idk what else they're doing rn...
I think a wording like "Choose an instant or sorcery you cast this game Copy that spell it if it resolved. You lose life equal to that spell's mana cost." would be more correct, based on Ashling the Pilgrim / Inner-Flame Igniter / Soulbright Flamekin; Bonus Round, Mirari; Fury Storm / Echo Storm / Empyrial Storm / Genesis Storm / Skull Storm. To be clear, I'mo not a rules judge, but just looking at the syntax of existing cards with relatively adjacent abilities.

I'd like to see a common sorcery speed removal spell, but not a sorcery.

Thanks for the feedback, king-saproling! With this deck I'm just trying to rush to where I go infinite, rather than protect it too much other than counter spells and a couple other protective spells. Also, minimizing the number of creatures was another goal. Here's my thoughts on the suggestions:
Sigil Tracer doesn't do much when Mizzix isn't on the field which can happen a decent amount of the time
Depths of Desire is a free spell with 2 experience counters, but it doesn't replace itself so I think Teferi's Time Twist is better since Mizzix would return to the battlefield after a board wipe without having to cast them out again, plus TTT can be imprinted on Isochron Scepter in a pinch
Rush of Knowledge was a card I had considered but now thinking about it again, with Mizzix out, it's B: Draw 4 cards which is very efficient. I'll have to consider this more. Might swap this in for one of the creatures in the deck
Echo Storm is nice for ramping, but I like my ramp to be 2 CMC or less, so even if the spell is copied a couple times, you're late in the game where you no longer need ramp anyway
Supplant Form is an interesting way to protect Mizzix, but it costs a lot and if I already have 4+ experience counters I'm probably going infinite soon anyway, so having TTT would be better, especially since I can use it on Mizzix early.
Clone Legion I'm not trying to win through combat, so this would be more of a protective/value play. It's unlikely most other decks are going to have creatures that would benefit my game plan, so this can be a dead card in hand most games
Ghired's Belligerence I'm not making tokens other than Treasure , and to make this card worth it I already have to have a ton of experience or gone infinite on Mana at which point I should be winning already
