If Fascination 's second mode is cast for X=4 when I have 3 cards left in my library, do I lose on the spot or do I just put the 3 cards into my graveyard and lose the next time I draw a card?

The way I see it this deck is mid-range control, does not have an explicit win-condition, and has 2 Plans.
Plan A: Kadena sticks, you get a flash enabler out like Vedalken Orrery , a bounce-to-hand effect like Temur Sabertooth , and keep most of your mana open for flipping, bouncing, and free-casting. In this way you control as you see fit, build your board state, but 2/2s will not be intimidating anyone.
Plan B: Kadena does not stick, you still have your flash enabler and bounce-to-hand effect, but now mana is tight and you need to keep controlling the board.
In both Plans you will have extra mana, either for flipping morphs or casting and flipping morphs. But what if you do not need to do those things? Now you have potentially a lot of mana "going to waste." I would suggest adding in a few outlets where you can turn extra mana in card advantage, tokens, or something else you deem needed/relevant.
Helpfull cards: Treasure Trove , Tower of Fortunes , Erebos, God of the Dead , Book of Rass , Well of Knowledge , Customs Depot , Freyalise's Charm , Greed , Mind's Eye , Ant Queen , Spawnsire of Ulamog , and Deadeye Plunderers .
In all of these instances there has been an emphasis on drawing cards because without finding more morphs the game-plan gets derailed quickly either because opponent's know which you have or wipe the board before you can bounce them back to hand. As an alternate win-condition that complements drawing cards I would say to either try to mill yourself or opponent's out.
Helpful cards: Jace's Erasure , Psychic Corrosion , Sphinx's Tutelage , Jace's Erasure , Mesmeric Orb , Altar of the Brood , Jace, Wielder of Mysteries , Laboratory Maniac , Minds Aglow , Prosperity , Blue Sun's Zenith and Fascination .
Adding in a mini voltron package is not a bad idea too, where even just one of these could be fine.

Nava will show you the cards I recommended removing. Some good keywords to look for if these don't tickle your fancy are Delirium, Flashback, and Threshold. Here are some cards you could add to it instead: Chill of Foreboding , Circular Logic , Countervailing Winds , Cryptic Serpent , Dakra Mystic , Detritivore , Diluvian Primordial , Dreamborn Muse , Fascination , Fraying Sanity , Gibbering Fiend , Magnivore , Manic Scribe , Ore-Scale Guardian , Rakshasa's Disdain , Rise from the Tides , Runehorn Hellkite , Stitcher Geralf , Stream of Thought , Treasure Cruise , Howling Golem , Millstone

I would toss in an Isochron Scepter and maybe a few more mana rocks so you can infinite untap Persistent Petitioners with your Dramatic Reversal if that's something you'd like. You also can make infinite mana with that and pay into things like Blue Sun's Zenith , Braingeyser , Explosion, Fascination , Prosperity , Skyscribing anything like that which is an entirely different direction but can still work well with your commander, which you can also run Electrodominance , Earthquake type cards and gives you more wincons. Not sure if any of that is helpful or if that's the direction you'd like to go with it.

Now I know, both Cadaverous Bloom and Squandered Resources are not modern legal, but we have both Fascination and Mind Spring to act as Prosperity. Is there any way to convert cards into mana like the days of old? Please don't suggest Inner Fire unless you have a decklist that can reasonably prove to me that it can be used in this kind of shell. Thanks!

Keep Fascination you can mill the whole table including yourself but that doesn't matter because they all draw before you will. And you will have 3 cards in your deck that make you shuffle your library so incase something happens you are still in it to win it.
