Personally I would playtest or ask your playgroup, if they're ok with it, run them, if not theres tons of blue filler available, yea he is not a leovold in the command zone, but the 3 card combo maralen, mindlock and taigam seems very similar to functionality as Notion Thief plus a Windfall in my nekusar, i guess the comparison i meant was more of a "draw denial" theme.
I may have spoken from experience, but the "color hate" im referring to is more the card pools, my playgroup is very high end so legacy cards like Force of Will Mana Drain Timetwister Chains of Mephistopheles The AbyssNether Void Jace, the Mind Sculptor Imperial Seal Vampiric Tutor Mana Crypt and Candelabra of Tawnos, obviously there are other budgetless cards in white red and green, but blue/black in a legacy pool is perhaps the strongest 2 color, the most prominent example being Underground Sea and it being one of the most expensive dual lands.
In a budgetless playgroup, black and bluehas the scariest selection of spells, its also the colors needed to run the competitive storm archetype due to needing black for Doomsday and blue for Laboratory Maniac and a "draw 4 cards" spell such as Read the Runes or Breakthrough in the doomsday pile, and those decks are definition of unfun, turn swamp, Dark Ritual, Doomsday putting lab maniac on bottom, then win in 5 or less turns when you cast LM and draw with 0 cards in deck... Laboratory Maniac is EXTREMELY useful in mill decks for obvious reasons: opponents die to mill but you dont

I'm sure you're already aware of Wheel of Fortune, but that's the one big one I'm seeing that could go in.
These ones are good not just for draw triggers, but for filtering to what's needed at the time.
I can see you're focused on making -everyone- draw. You have a lot of high-powered cards here, but some lower costed filters like these can push out damage and improve your position. You'll likely be drawing a lot anyway, so the discard portion of my suggestions isn't much of a drawback.
I've worked with Nekusar builds before, and while they are awesome on paper, giving your opponents so much draw power can be detrimental.

That's everything I have that's unlisted from your wants. Everything that's listed as a match I checked to make sure I still have, so request anything. There are a few cards that I've offered to other people for trades, so if you want them I'll wait a day or two on their reply (specifically, the Eldrazi Displacers you mentioned).
Since you mentioned edition, I tried to be accurate on what printing each card is with these. I can't guarantee that everything in my binder is 100% accurate on edition, but I try to do my best to make sure each card is at least showing the correct art and card frame.
Cards of yours I'm specifically interested in are: Diabolic Intent, 2 Stoneforge Mystics, Gate to Phyrexia, Monastery Mentor, 2 Toxic Deluge, Forbidden Orchard, and Quirion Ranger, though of course I'll trade for any other matches as well.

Okay, blackhawk22 I'm thinking next for the chopping block are most of the cards listed under "Advantage,". I'm definitely looking getting rid of Ancient Excavation, Breakthrough, Cryptbreaker (sad, never got to use him), Mental Note, Monastery Siege, Ob Nixilis Reignited (?), and Underworld Connections (?)

Note: Omniscience is not necessarily needed in this deck, but it is used as a "just in case" measure for if the infinite mana chain is somehow messed up
Note: If Scroll Rack was legal, it could be used to replace the Nahiri's Wrath and Inverter of Truth combo to refill the library.
Note: If Breakthrough was legal it would replace Nahiri's Wrath to keep the deck mostly blue

You'll need some self mill of some sort, you gotta fill your graveyard. You can't rely on your 1 copy each of entomb and buried alive. You can do like Mulch type stuff in green, Grisly Salvage in golgari, (don't forget Jarad's Orders if you're doing ), Tireless Tribe in white, Dark Deal in black, so on and so forth, however, blue has the best self mill power. Breakthrough is my favorite, but there are a bunch of blue options like Windfall or even Careful Study.
For what it's worth, each color other than black can reanimate something, even if it's clumsy and not as good: Breath of Life, Resurrection, Refurbish, Argivian Restoration, Reincarnation, Feldon of the Third Path, Mimic Vat (there are many, less popular options)
