I know you're looking for non-wheel card draw. I don't love cantrips in EDH unless there is a number-of-spells-matters effect in play but they can smooth out a deck a bit. Ponder , Preordain , Portent , Sleight of Hand , Serum Visions , etc. The sweet spot in around 3-5 CMC for me, ideally drawing CMC -1 but there aren't a ton of spells that efficient. I don't love Divination in EDH (2 for 3) but it's the gold-standard in 60-card decks for a quickie hand refill. There are tons of efficient cards like Divination too.
There are a ton of "draw 3, discard 1" for 4 or 5 mana, which are okay. Sift , Trial of Knowledge , and Amass the Components , for example. Many are costed for being commons, which isn't where you wanna be in EDH. There should be plenty of good, efficient cards to draw from though. At the same time, you have a lot of great high-CMC draw, like Consecrated Sphinx and Thought Reflection, so having a few Divination effects might smooth out your draws.

Rogue's Passage is a nice idea, and not so prone to be removed. Included! Key to the City is ok, i guess- it does a bit of everything. I shall consider it for later use but right now, i cant find a slot for it.The draw ability is a bit expensive and conditional... hmmm
As for Ideas Unbound , Concentrate , Harmonize im not convinced. I dont like the idea of sorcery speed card draw. So, it try to avoid that if possible- better to play it EOT. Tezzeret's Gambit is sorc speed too, but low cost and provides additional value through proliferate.
Breakthrough is nice because of the fact that it provides Draw trigger for really low mana cost. So i consider it after the next few games... very possible inclusion!

Compulsive Research is a bit tricky. I need early lands and run a bit few... ill keep it in mind!

Some extra low-cost draw spells to pump Toothy could be Ideas Unbound , Concentrate , Harmonize , Ancestral Vision , Breakthrough (although this one has a big downside), Careful Consideration , Cephalid Coliseum , Compulsive Research , and Ordeal of Thassa . On a related note, Thassa, God of the Sea would be another good addition, smoothing your draws with scry while also providing another way to make Toothy unblockable.
I honestly believe Song of the Dryads is one of the most powerful removal spells around, because turning a commander into a Forest just invalidates them until the enchantment is destroyed (because their forest general isn't destroyed by cards like Wrath of God ).

4 Brainstorm replace Purple-Crystal Crab with Jeskai Sage remove Brilliant Plan Seraph of the Masses Armored Whirl Turtle. cards that might work Ancestral Vision Breakthrough Disrupt Gitaxian Probe Tolarian Winds (only one or two) cards that work well with card advantage are needed. try getting 3 more chasm skulkers you could make the deck partially mill with cards that say when you draw a card your opponent mills. that's all for now

elgosu1337 - Ishkanah has been pretty good, both as a midrange threat and a backup to the typical Beast Within / Reality Shift package that wins after generating infinite mana. It is probably the worst midrange threat though, I could see it getting cut when that Lich gets printed (very excited for that card).
Not going to lie, I completely forgot about Notion Thief, I should probably find a home for him and the sphinx.
Breakthrough feels like more of a combo card, with the number of reactive cards in the deck I dont think I want to be aggressively discarding things to fuel delve.
Meren of Clan Nel Toth and Cryptic Command are both things that I tried at one point and wasnt a fan of. Without the various sac outlets and a critical mass of ways to trigger experience, Meren almost never reanimated a creature. And as for Cryptic, being triple blue just bit me in the ass too many times. Havent tried the primordials in this though, thats a good idea.

How has Ishkanah been performing for you? Are the tokens significant enough?
You probably want to find a slot for the new Underrealm Lich with its powerful graveyard filling and card selection. Also it has great synergy with Gitrog.
Do you think Breakthrough might be useful as a way to draw multiple cards and fill the graveyard?
Meren of Clan Nel Toth could be good for recursion.
Cryptic Command could be useful for its versatility. I think Shadow of Doubt is less versatile compared to simply countering the tutor or tutored spell.

It depends on how you want to build the deck, but the good cheap cards I was looking at for Muldrotha were creatures and enchantments that have good sacrifice abilities, and spells that let you draw and discard (since discarding isn't that bad when you can play the cards from your graveyard with your commander).
So cards like Breakthrough, Windfall, Kagemaro's Clutch, Seal of Doom, Seal of Primordium, Sinister Concoction, Courier's Capsule, Executioner's Capsule, Mind Stone, Alchemist's Apprentice, Caustic Caterpillar, Fleshbag Marauder, and Merciless Executioner.

Personally I would playtest or ask your playgroup, if they're ok with it, run them, if not theres tons of blue filler available, yea he is not a leovold in the command zone, but the 3 card combo maralen, mindlock and taigam seems very similar to functionality as Notion Thief plus a Windfall in my nekusar, i guess the comparison i meant was more of a "draw denial" theme.
I may have spoken from experience, but the "color hate" im referring to is more the card pools, my playgroup is very high end so legacy cards like Force of Will Mana Drain Timetwister Chains of Mephistopheles The AbyssNether Void Jace, the Mind Sculptor Imperial Seal Vampiric Tutor Mana Crypt and Candelabra of Tawnos, obviously there are other budgetless cards in white red and green, but blue/black in a legacy pool is perhaps the strongest 2 color, the most prominent example being Underground Sea and it being one of the most expensive dual lands.
In a budgetless playgroup, black and bluehas the scariest selection of spells, its also the colors needed to run the competitive storm archetype due to needing black for Doomsday and blue for Laboratory Maniac and a "draw 4 cards" spell such as Read the Runes or Breakthrough in the doomsday pile, and those decks are definition of unfun, turn swamp, Dark Ritual, Doomsday putting lab maniac on bottom, then win in 5 or less turns when you cast LM and draw with 0 cards in deck... Laboratory Maniac is EXTREMELY useful in mill decks for obvious reasons: opponents die to mill but you dont
