I build my decks to do 2 - 3 things max. Aside from ramp and draw, which every deck wants to have.

Let's look at Daxos the Returned. What does he want?

  • Enchantments
  • Tokens

Okay. Let's see. We know we want to get tokens out, and we see his activated ability is not a tap ability. So we should take advantage of this and have an immense amount of mana rocks. Yes these are artifacts, but what we want is to be able to activate his ability 3, 4 or even 5 times per turn. We need the mana, so we need the slots.

Next, we know we want enchantments. Let's look at what type of tokens he creates: They are both and tokens, so enchantments such as Bad Moon and Honor of the Pure work beautifully as early-game curve pieces, or late-game fast plays. Then you also have Righteous War which will hold synergy with both colors.

But an army of tokens isn't enough; You also want to stop opponents from interacting with you. Here, you can choose one of three routes:

  • Lay hard into prisons so that nobody can touch you
  • Lay hard into death & taxes to destroy plays
  • Mixture of both

This comes down to your personal meta. If your meta sees lots of heavy combat, prisons are best. If your meta sees lots of combos and big plays, D&T is best. If your meta sees both, mixed is best.

But all things should revolve around Daxos pumping up his tokens. True Conviction, Whip of Erebos, Ethereal Absolution, Brave the Sands, Commander's Insignia, Death Pit Offering (Wonderful after a wrath, or early game), Etchings of the Chosen will protect Daxos... and these are just pump spells. There's so much more you can have going on in there, such as: Anointed Procession, Divine Visitation, Song of the Worldsoul, Sigil of the Empty Throne... you can combo Conspiracy with Endless Ranks of the Dead... if you give them lifelink, through the plethora of enchantments that do so, you have Necropotence, Greed and Erebos, God of the Dead who all serve as draw engines...

So my Daxos deck would do the following:

  • Ramp INSANELY hard
  • Massive amounts of enchantment anthems
  • A mixture of prisons and stax effects

Go wide and tall at the same time while building offensive and defensive positions. No card you draw into will ever be a dud, because it'll always serve to strengthen your boardstate.

The only one I can get behind is Invoke Prejudice - the artist is a white supremacist and the depiction of KKK members was never OK.

The rest are weird:

  • Pradesh Gypsies - how is it banned, but Jhoira of the Ghitu and all the other cards depictiping gypsies are fine?
  • Cleanse is extremely far-fetched. How is Absolute Grace not implying black people lack grace and white people are shining with it? Does Righteous War fuel racial conflict because it gives protection from the opposite race?
  • Stone-Throwing Devils - is it the reference to the bible or the reference to real world practises? Or is it neither of those at the same time?
  • crusade and jihad - while having references to the real world, these are far from connected to what the real events do. There are 21 cards with "crusade" or "crusader" in their name, none of them banned. Heck Tivadar's Crusade literally has a goblin being tortured on a cross.
  • Imprison - is this the way to honor the work of the late Christopher Rush, who made the Black Lotus and is singlehandedly responsible for much of Magic's popularity thanks to his super famous card? Even if it is OK to do, why is Oubliette not banned, despite being an extremely similar card in terms of theme. Or Wheel of Torture which directly conflates real-world game shows with torture for a laugh (it is a hilarious flavor text).

Most importantly, why now? Why after 3 weeks of protests and not 2 weeks? Why not in 2016 when similar protests were occurring? Or at any point prior to that? These have been part of the game for 20 years. How were these cards printed, when all of these were contentious topics even back then?

The bandwagon is strong with this announcement.

Demonic Tutor and Vampiric Tutor are must-runs in black, but maybe belong on your "Sideboard" for now. Diabolic Intent is also super good with tokens and might be cheap enough to run outright. Enlightened Tutor has enough targets in your deck also.

Other general bombs: Catastrophe (an incredible wipe in general, often slept upon), Axis of Mortality (wtf why does nobody run this, you should exercise your queenly authority and tell people that their life total now belongs to the crown), Solemn Simulacrum (ramp in non-green, though sadly in the same slot as your gen at 4 mana), Vedalken Orrery (surprise! always good), Exquisite Blood (biiiig time lifegain, can be a ridiculous difference maker)

Nobles: Falkenrath Aristocrat, King Macar, the Gold-Cursed, Torbran, Thane of Red Fell. I dunno though. At least the Aristocrat is a hawt mamma.

Tokens: Anger, Filth (combos huge with anyone playing Urborg, or even just any black deck), Archetype of Aggression (Trample combos really well with Deathtouch, since you only need to deal one damage to the creature to be lethal and the rest of the damage tramples over), Archetype of Finality, Street Riot, Berserkers' Onslaught, Rage Reflection, Brave the Sands (Vigilance also combos really well First Strike + Death Touch, as does being able to block multiple creatures—basically a wall effect like Norn's Annex), Eldrazi Monument (very cool with token generation), Goblin War Drums, Intimidation, Mirror Entity, Nahiri, Storm of Stone (cutie Nahiri!), Radiant Destiny, Silverwing Squadron (token time), Grenzo, Havoc Raiser (Goads, pretty damn good card, seems popular in Marchesa decks), Skullclamp (big time card draw for your 1/1 tokens), Kazuul, Tyrant of the Cliffs (another wall/token generator), Anointed Procession (double tokens!)

Other Royal Shit: Dreadhorde Invasion (creates Armies (fun flavor), tokens, Lifelink potential), Mobilized District (makes Citizen land, big flavor), Giant Killer (removal + Peasant + taps), Sengir Autocrat (SERFS!!), Righteous War (wild flavor, pretty solid evasion, gives your general Protection from Black AND White, could actually be a huge sleeper card), Stronghold Assassin (also an Assassin, obviously)

Powerful Women & Bad Bitches: Imposing Sovereign (also a Noble), Linden, the Steadfast Queen (also a noble), Agent of Masks (also an Advisor + "Aristocrats" staple), Diaochan, Artful Beauty (also an Advisor, could be neat with Hexproof lol), Masako the Humorless (also an Advisor, also fucking savage holy shit look at her), Orzhov Advokist (I know you've got it in the Maybelist, but it's so on-theme and it may or may not be better than Norn's Annex), Teysa Karlov (also an Advisor, great for tokens, you already have her other baller version), Etali, Primal Storm (I dunno, Elder, he's good), Zetalpa, Primal Dawn (same as before, also she's probably female so yeah), Massacre Girl (also an Assassin), Avatar of Woe, Silent Assassin (also a sexy Assassin), Thorn of the Black Rose (also an Assassin, themey, weak though, I suppose), Adriana, Captain of the Guard (wild with wide/tokens), angelic field marshall, Dark Impostor (also an Assassin), Danitha Capashen, Paragon, Stoneforge Mystic (big time with equipments, seriously some formats have called for her to be banned she's such a bad girl) Thalia, Heretic Cathar, Twilight Prophet (woah)

Tax/Bones: Kambal, Consul of Allocation (seriously amazing, most Marchesa decks run it, also an Advisor), Sheoldred, Whispering One, Urabrask the Hidden, Mikaeus, the Unhallowed, Pontiff of Blight (biiig beef, Marchesa controls the church), Wound Reflection (serious finisher, should really consider), Dictate of Erebos, Mogis, God of Slaughter, Fate Unraveler, Ankh of Mishra, Polluted Bonds (Ankh of Mishra on steroids, actually pretty broken card overall, probably should strongly consider it)

Multiplayer Shenanigans: Scandalmonger, Warmonger, and Wishmonger (wild times, probably too wild but they can be game finishers in weird ways); Varchild's War-Riders, Assault Suit, Goblin Assassin (also an Assassin), Embereth Skyblazer

Auras/Equipment: Kusari-Gama (super savage with Deathtouch), Helm of the Host (big theme on the flavor text, also a great card in general), Tenza, Godo's Maul, Angelic Destiny, Argentum Armor, Battle Mastery, Blackblade Reforged (a gen-equiping classic), Blessing of Leeches (Instant-speed free regeneration? This is another sleeper card, and it even has an amazing feminie art), Shadowspear, Colossus Hammer (kinda amazing with your gen), Embercleave, Whispersilk Cloak (you know Marches owns one of these), Fireshrieker (beefer)

Righteous War The idea I had for including this card was to initially to protect Karl from the popular spot removal suites that are run in the format. An added benefit of the protection is giving Karl evasion from any white or black creatures.

There are a few downsides to consider when playing this card but they largely outweigh the upsides. Felidar Umbra will fall off when this is hits the board, you won't be able to target any black creatures with Mother of Runes or Vizkopa Guildmage abilities.

SenseiRamen Mathas, Fiend Seeker has the ability to be a fabulous political commander, I love your idea there and would definitely give it a try!

Your curve is generally correct, but I feel there are a few things you can change to optimize your deck (and I'll avoid expensive suggestions, in order to keep it affordable, suiting your budget). First of all, you could consider running two more lands (Mathas surely is a cheap commander but it better suits a more controlish game plan. I would prefer to run 36 lands in this purpose. I recommend you to give a look at the Rocky Tar Pit (it's basically a budget fetchland) and Myriad Landscape. The new Field of Ruin might interest you as it's a great political tool. Forbidden Orchard also is nice and affordable. Smoldering Marshand Canyon Slough are not that expensive and can help you stabilize your mana pool. And, only if it fits your budget issues, both Blood Crypt and Godless Shrine are good investments.

The Planar Bridge, even if it's a great card on its own, doesn't really match with your objectives. It's slow and will take too much time to be effective. If the ''tutor'' effect was what you were searching when you put this one into your deck, I suggest you some cards as Increasing Ambition or (a slow but more versatile card) Ring of Three Wishes.

An idea I find interesting with Mathas will concern the addition of a sacrifice outlet. With cards like a Skullclamp and a Bloodghast (I know, it's not a budget card actually, but you can find it for something like 10 euros now that it has been reprinted - if you're looking for a budget version, you can run the Reassembling Skeleton / Endless Cockroaches), it provides you an excellent card advantage, with cards like Ashnod's Altar / Phyrexian Altar it gives you the necessary resources for the late game. Not to say that the red colour also gives you access to tons of cards which allows you to take the control of your opponents' creatures for one turn (Captivating Crew for example)! Alongside the altars, those cards could enable you to kill the creatures you put a bounty counter onto and so you will gain the reward and gets nice value while slowing your opponents. It may require some testing time but it seems pretty decent.In control options, you have Grave Pact, Dictate of Erebos and Attrition that could get the job done.

Tetzimoc, Primal Death seems really good here, and I'm glad someone finally decided to give it a try! With a Cloudstone Curio, you can bounce it back to your hand and restart clearing the board as much as you want, but you will have to think about adding other valuable etb effects and recursion's cards like Phyrexian Reclamation.

For more ''prison'' effects, there is the Windborn Muse and the brand new Baird, Steward of Argive.

Sheoldred, Whispering One is not a cheap card, but feels like a staple for your strategy and your deckbuilding.

You may give a try to Revel in Riches, but it's a greedy card. It has proved to be better than Black Market for me. In a tricolourous deck like yours, I will definetly play it.

You need more control tools. Hero's Downfall, Phyrexian Purge, Dreadbore, Orzhov Charm, etc. are great ones.

There is a lot of cards in your actual deck build that don't feel like a good idea since they just don't match with any strategy. Let's start with the Hoarding Dragon. It's a slow tutor and I can understand why you choose to play it, but it doesn't feel like a good idea. Jaya Ballard, Task Mage : the hate cards are bad because they often feel too situational and becomes dead cards. Even if Jaya provides you other options than the hate the blue guy one, she stays bad in comparison with other cards you could play (not saying that about expensive cards - even for a budget deck, she's just bad - cut it). Kulrath Knight doesn't do much in your deck... I mean... it's not such a bad card but come on, you want to pay 5 mana on something else than just a flying lil' body with wither. Kozilek, the Great Distortion is a great card, but it feels too slow here as you don't play anything to ramp, and, more important for your deck, it doesn't match with anything. If you absolutely want some eldrazi there, so add in some ramp cards and play Ulamog, the Infinite Gyre, it will be much more efficient and synergize better with what you want to accomplish. Only 10 enchantments is not enough to get value from your Mesa Enchantress. Tariel, Reckoner of Souls is slow and doesn't do much. Shunt feels too situational. Righteous War is far from being interesting here, you will always prefer having Swiftfoot Boots over them... and I don't even know if you need those boots... no, I'm pretty sure you're fine without. Celestial Dawn doesn't do much and you will most of the time pay 3 to do nothing...which is bad.

A few suggestions :

  • Endless Whispers could be funny and fits very well the political theme!

  • Afterlife is a control tool which also left your opponent with a creature, it's nice not to make enemies.

  • Descent of the Dragons another control tool leaving your opponents with creatures. If your prison theme is strong enough, this card could be a staple as it puts 4-4 flying. Your opponents will slowly kill each other.

  • Disrupt Decorum mad flavorful card for a mad Mathas dude.

  • Besmirch not the best card ever, but could be interesting there.

  • Mogg Infestation lul

  • Chaos Warp doesn't kill your target, but it's still a really good and versatile answer.

  • Sarkhan the Mad look at the -2! (you will need a lot more protections if you go for it though, and chose to go for a lower curve (which is not such a bad idea btw))

  • Painful Quandary just a powerful and annoying control card - beware, it often attracts a lot of hate.

  • Solemn Simulacrum helps you to stabilize your mana base and gives you card draw.

General Recommendations: Coat of Arms, Door of Destinies, Metallic Mimic, Vanquisher's Banner, Konda's Banner, Adaptive Automaton, Mavren Fein, Dusk Apostle, Indulgent Aristocrat, Sanctum Seeker, Profane Procession, Bloodline Keeper  Flip, Necropolis Regent, Secure the Wastes, Martial Coup, Elspeth, Sun's Champion, Elspeth Tirel, Darien, King of Kjeldor, Heliod, God of the Sun, Ravos, Soultender, Vona, Butcher of Magan , Debtors' Knell, Merciless Eviction, Teysa, Envoy of Ghosts, Teysa, Orzhov Scion, Vish Kal, Blood Arbiter, Deathbringer Liege, Righteous War, Pillar of Origins, Cavern of Souls, Unclaimed Territory (meh), Intangible Virtue (meh), Kindred Boon (meh), Eldrazi Monument (meh).

Austere Command, because you can save your tokens.

Strionic Resonator mainly for your general, but it can work for anything that triggers.

I won't try to sell this to you that much, but Mirage Mirror or Mirror of the Forebears can have some trickery to it if you play it right. Can also feel bad if you don't have any creatures on the field.

Late game when you don't need mana: Barren Moor, Polluted Mire, Desert of the Glorified, Desert of the True, Drifting Meadow, Secluded Steppe
