Thanks for the shoutout in the description, I appreciate it. On that note, you state Winter Orb but then reference winter moon (from a previous deck iteration), might wanna change that when you get a chance.
I will say, with a relatively high cmc (colorless deck so understandable), more ramp would serve you very well. Perhaps replacing some of your high CMC creatures and swapping them for additional ramp and/or simple eldrazi swaps for a more cohesive/unified build with more relevant abilities that can assist you in the destruction of your opponents hopes and dreams that they foolishly cling to.
From my perspective (correct me if I'm wrong), your deck is moderately-commander reliant given all of the equipment + trigger doubling you have. Getting quicker access to your commander in the early game can be crucial for locking opponents out, forcing removal and applying pressure. Ramp is crucial for this, especially with your high avg cmc.
Mana Vault - Turn 2 commander is strong
Expedition Map
- Help find urza lands or utility lands like marit lage combo.
Mind Stone - Ramp when you need it, draw when you don't.
As far as other misc suggestions go, here are some to tickle your fancy.....
Unwinding Clock - Untap more than 30% of your deck. Works best with more mana rocks, especially useful with your flash engines to be able to "be like the blue player." Not an entirely serious suggestion but worth noting should you wish to optimize the deck by cutting high cmc cards that aren't greatly impactful and leaning towards the strengths of the deck. More playtesting is probably needed to see which direction you wanna take the deck in.
Sword of Feast and Famine - Pro black removal, pro green creatures, very common colors in EDH. Untapping lands and discarding is great.

I appreciate the commitment to the theme. My suggestions are the Avatar the Last Airbender cards that lean more into Ally that etb strategies that do not use bending abilities. There are some solid cards that could be useful for the deck - up to you for flavor!
South Pole Voyager would be a great include, adding in life-gain and a little draw if you can trigger it again. United Front can add numerous bodies to the battlefield, hopefully triggering many other allies. Allied Teamwork leans into the go-wide strategy like this. Earth King's Lieutenant and Appa, the Vigilant can both add some serious power to your creatures. Hakoda, Selfless Commander is pseudo-card advantage and protection. Finally, Katara, the Fearless is a Panharmonicon for your allies, no bending, except in the art.

You might want to consider ditching a couple of Plain and playing Deflecting Swat and/or Fierce Guardianship. The Avatar reprints have knocked the pricing down for them again and they would both help with free anti-removal for Breya, Etherium Shaper

I think it's the kind of Commander that's very happy in a high bracket pod, so I had fun testing it other than those issues I mentioned! I've had issues with it in lower brackets where it's too much value for mana, but in Bracket 4 this is very reasonable, and it's a lot more entertaining than something like Voja, Jaws of the Conclave

I think tokens are more fun than something like Artifacts or Lands, especially if you're heavy on creature tokens (which can be dealt with more easily).

Hey, Idoneity, fair enough and grain of salt taken; I'm just happy for the engagement and thought exercise(s)!
I think you and I have fairly similar deckbuilding philosophies; and for that reason I think I'd agree that Fertile Ground is definitely not optimal, it is sweet Anikthea tech though. And I think we’d both also agree that it's also not just stand alone card value, but also deck synergy that factors into deckbuilding choices; especially for EDH.
Between Ajani's Chosen and Archon of Sun's Grace, I'd definitely agree that the archon is stronger. But, it seems like I value these cards much higher than you for this specific deck/build. Oftentimes I see Ajani's Chosen and Archon of Sun's Grace almost like backup/adjacent commanders to Anikthea. They're additional token generators that reward me for playing into the themes of the build, and offer an avenue to close out games either after my graveyard is wiped and/or before I get good targets in my graveyard for Anikthea's ability. They can and will get out of hand without Anikthea needing to be played, and can force opponents to need removal before I even utilize my commander; which can then be followed up by falling right back into the main gameplan with Anikthea. Sure, by themselves and without the context of the decklist, they aren't going to be doing much; but when they offer additional value for a majority of the plays being made with this list, I think they become a lot stronger of effects/includes.
I have similar opinions regarding Mirkwood Bats, Grim Guardian, and Bastion of Remembrance. Outside of pure game-ending combo packages, and B4+ decklists, I typically consider cards that I categorize as ‘Finishers’ as the cards that will win the game if you have already gotten your gameplan going. They're not cards that are supposed to end the game just by themselves, in my opinion, but more-so win the game once I’m already doing a lot, by capitalizing off of my deckbuilding choices. To that end, I would argue that adding the drain/ping effects like Mirkwood Bats and Grim Guardian are actually raising the power cap, relative to a more alpha strike-based gameplan, especially since they ping when my enchantment tokens ETB; which is why I started to transition them into the list. Unfortunately Bastion of Remembrance is probably the weakest option since it triggers off creatures dying. But the fact that it's an enchantment, that also provides a token body on the side, has kept it in the list up till now. Ideally I'd have a much bigger suite of on-theme ETB drain effects; I'm just waiting for them to be printed! I'm trying to maximize the value I can get from the tokens produced by Anikthea ASAP; especially since exiling your own enchantments to make token copies is a fragile strategy. The pinger effects guarantee some sort of payoff that's headed towards winning the game without having to worry about attacks.
Palantir of Orthanc... I know I should cut it for something more on-theme, I do love this card though lol… If I were to cut it, I'd want to replace it with another piece of card advantage; this deck can be really resource hungry. Similar thoughts for Mindwrack Harpy: I'd want to replace it with a different piece of on-theme card advantage if anything. I actually really like Mindwrack Harpy and sure, relative to something like Rhystic Study or Esper Sentinel it's lower power; but it also puts in consistent work, especially in B3. I particularly like it because it typically offers card advantage during the same turn that it's played, and in my local meta having creatures with flying to block has been invaluable. I'm also a bit biased because I very rarely have had to worry about Mindwrack Harpy giving my playgroup card advantage as well, because up until recently I've primarily been the only one capitalizing off of my graveyard; and there is a good number of decks in my playgroup that care about topdeck manipulation so milling everyone has been almost all upside for me (we will see what the future holds since graveyard synergies are starting to become more common in my meta). In my experience Mindwrack Harpy has also gotten a disproportionate amount of removal thrown at it in my playgroup, so it also acts as a lightning rod to draw removal away from key pieces.
I think I'm going to hold off on adding Familiar Ground to the formal decklist right this second, but I am going to swap it in for Flowering of the White Tree and do a bunch of playtesting in the meantime! The clown car is in there because I think it's funny, that's really it.
I added Roaming Throne for the extra redundancy, I like the idea of Ultima taking my opponents lands and turning them into wastes, so with the three cards you mentioned I can stack those triggers pretty significantly. It's an expensive add when I only have ONE god card, but I like being able to make two (or even four lands) into useless mana sources for my opponents.
Glasses of Urza is just a cute little addition, but I'm not married to it, same with Skittering Invasion, while Ultima does make most of my lands tap for an additional colorless, there's no guarantee these cards will be in hand when I'm popping off. Extraplanar Lens and Forsaken Monument can help along with the Rings and Basalt combo for mana ramp. Spectral Sentinel is just a call because of the nonbasic lands and the juxtaposition of the nonbasics my opponents will inevitably use, but another card I'm not married to.
That all said, I do really really like your point about the utility of colorless lands. Ill be tinkering with a handful of these suggestions and update the deck. Good looking out dude.

legendofa I thought about it but synth plays pretty poorly with the madness cards. Melded Moxite was also considered but it feels overcosted and doesn't curve into early imps or bone picker which is the idea behind this deck, backed up by tortex+madness bottomless grind value. The Tortex interaction keeps us gassed up and grinding through the late game without needing to waste slots on card advantage, giving us a snappier early game.

I was thinking about this some more and wanted to recommend picking up the Exquisite Inventions precon as your starting point: Exquisite Invention-UR Artifact C18 PreCon. Your local game store may not have it any more, but there are still plenty of copies available on Amazon/eBay/etc.
The deck is pretty solid right out of the box and precons are IMO the absolute best way to start in Commander. Plus almost all the cards you list above would slot in, once you get to the point you want to upgrade the deck. At that point you'll also know if you want Saheeli, the Gifted
, Brudiclad, Telchor Engineer
, Tawnos, Urza's Apprentice
, or someone TOTALLY different in the Command Zone.

Some suggestions for cuts:
- Ring of Three Wishes way to slow
- Disenchant to many redundant effects
- Canopy Claws better play a removal spell like Path to Exile
- Shackles see above
- Robe of Mirrors replace with board protection instant (see abve comment)
- Dawn's Reflection see comment to Kodama's Reach
- Journey to Nowhere, Oblivion Ring, Pacifism focus more on own strategy that disruption the emeny one. And spot removal should always be an instant
- Angelic Chorus not needed
- Wall of Resistance for maybe Stoic Ephemera
- Gatecreeper Vine for a wall that really ramps you (see comment above).

Some upgrade suggestions:
You're playing way to less lands. Go up to at least 38 Lands.
Ramp:
Add more ramp (in sum you should end at around 9-11):
- Arcane Signet
- Vine Trellis
- Sylvan Caryatid
- Sunscape Familiar
- Overgrown Battlement
- Rampant Growth
- Farseek
but cut Kodama's Reach wtih execption of Axebane Guardian the ramp should help you get out Arcades at round 3, if possible.
Protection:
Replace Intervene with a flicker spell for one mana. Same effect but better synergy with commander. For example:
Replace Miscalculation with Arcane Denial
Replace Remove Soul with Displace or even better a board protection spell like:
Replace Seedling Charm with one of the following:
- Ajani's Presence
- Loran's Escape
- Tamiyo's Safekeeping (not exactly a budget option compared to the rest)
- Restoration Magic
Removal:
Replace Solemn Offering with Stroke of Midnight
Add an additonal one-sided massremoval like Slaughter the Strong

Tons of great ideas in here! In thanks I have a few of mine to share, I feel you might need more Basics to run Canopy Vista type lands, I'd run something like Rootbound Crag over Cinder Glade in here in a second. Another mana-base issue I noticed in testing was the possibility of not hitting the 3rd colour, you almost always have Green, but sometimes lack Red or White. The final issue I stubbed my toes on multiple times was drawing too many ETB tapped lands, leading to sluggish games. You could look into stuff like City of Brass, Gemstone Mine, and Mana Confluence to make any of your colours and enter untapped, and there's also more off-colour fetchlands that can find Shock lands. I mostly point this stuff out because the meat of the deck seems quite good, and it feels held back a bit by it's mana (in my tests, ymmv).
In my Selesnya tokens/counters list I found Captain Sisay surprisingly useful, tbh in that list the best thing she found was usually Farmer Cotton (and I didn't have as good token payoffs as you), but your list has various other good tutor choices. That said some groups balk at repeatable tutors, so I can see this one not being personally relevant.
This is in part a 'fun' card, but with your token shenanigans have you ever considered Sylvan Offering? I like the idea of giving a player who's not competing some free tokens and you get x3 of them.

Heart Warden would fit well here. There's a few cards you could upgrade that are still budget options, like trade out Mending Touch for Wrap in Vigor. Anytime you have a deck with lots of cheap costs I recommend adding more card draw like Beast Whisperer and Harmonize. I'd personally take out the weaker effects like Giant Growth and Armillary Sphere for things like Kodama's Reach and Cultivate. Fun idea!

RufusTheGrufus — Commander being a subjective format, we naturally approach the game differently. As such, you have inclusions I wouldn't prioritize, and likely vise versa if I were to construct this thing. It's always tedious to suggest cuts, but I can offer suggestions with that in mind.
My general philosophy in commander deck-building is that every card must do something individually significant without relying on other pieces, including the commander, to be relevant.
Following that line of thought, Ajani's Chosen is a rather small body that can swarm the board, but four mana is a lot to invest in something that doesn't want to attack or block. Archon of Sun's Grace is a far stronger stat line, but is excluded through personal preference.
Funnily enough, pretty much everything in the "Finishers" category is outside my playstyle as well. Particuluarly Bastion of Remembrance, Mirkwood Bats, and Grim Guardian seem to need a lot to get going. However, I know you want the deck to have a power cap.
The anthems are interesting, however plain unblockability to end the game might just be better. I'd only include it because I think the card is neat; it's probably not optimal either way.
For some other stray shots: Mindwrack Harpy is a little low power and Palantir of Orthanc isn't an enchantment, but you seem to like that one a fair amount. Definitely play what you like.
I don't know of this helps. Either way, I implore you to take these with grains of salt.

I would love to slot back in Familiar Ground, Idoneity, it's just hard to find room! You're right, it has such a cool niche with Anikthea, Hand of Erebos's abilities; it's just also nowhere near as good if she's not also on the battlefield.
If I were to re-add Familiar Ground, do you have any suggestions for cuts? Overlord of the Balemurk and Ripples of Undeath had fairly easy options to swap with, but I'm less sure with Familiar Ground.
The only two that start to come to my mind are Flowering of the White Tree and Boon of the Spirit Realm. But I think I'm more partial to both of those cards, because they have a solid floor and they also have the potential to scale pretty crazily if I can make multiple token copies of them; whereas Familiar Ground does not, and doesn't synergize with as many other parts of the deck. That being said, this is just where my current build for this commander has shaken out and I think there's a lot of wiggle room to build with different cards for Anikthea; and Familiar Ground is definitely a solid include whenever she's the commander!

Eldrazi Temple - Ramp
Hall of the Bandit Lord - Haste, great for commander and eldrazi
Emergence Zone/Winding Canyons - Flash, I notice you already have 2x flash sources as a creature, these lands can be useful, especially canyon (on RL list as well).
Miren, the Moaning Well/High Market - Sac outlet to prevent exile + theft, can also sac shuffle eldrazi in response to grave hate + lifegain. I like well more because of the lifegain, especially if you had hall of the bandit lord, this can mitigate it.
Glad you enjoyed the suggestions. You could probably cut 1-2 lands relatively easily, especially if you replaced it with draw so it could help you get more lands. That way, it can also mitigate mana flooding in the late game. Here are some more cuts...
Glasses of Urza - Not really needed too much, nice to have but nothing crazy.
Lich's Mirror - High CMC, telegraphed and you have no way to consistently abuse it
Roaming Throne - You have a decent amount of eldrazi, but because this is not a tribal deck and you have redundancy in the form of strionic resonator and lithiform engine, this is not needed.
Strip Mine > Ark of Blight
Clown Car - I don't see its purpose here, perhaps I'm missing something (commenting late at night).
Skittering Invasion - High CMC, bad ramp/blockers.
Spectrum Sentinel - Protection on a weak creature and minimal lifegain? Perhaps a meta call?
If you do end up adding more of the lands I just mentioned, then you might want to cut extraplanar lens. Lens, while potentially very powerful, can very easily be a 2 for 1. Moreover, a colorless deck's mana base is very powerful given all of the utility. I find it is usually best to have a few (10 or less) basics and lean on the utility rather than for the potential of ramping. This of course depends on how much removal the meta has, your past experiences with it (+ with the new potential changes in the deck). I know it is probably a hard cut, but definitely worth noting.
On the flip side, you do run winter moon so I presume that there is a lot of non basic lands in the meta (hence spectrum sentinel) and your commander? Winter moon would hurt you more with the more non-basics you add. It's your only "stax" card. I would say if you're going to go stax, go more into it or disregard it. I believe removing it would be best. If you still want the stax route, Winter Orb, Static Orb or even Storage Matrix can all be useful - even more so with blinkmoth well!
Alternatively, Cursed Totem is only anti-synergistic with 5 creatures of yours (can be swapped out for artifact ramp should you wish to go the cursed totem route - meta dependent).
