For a more budget version of the deck that I personally use when not subbing in proxies this was what I came up with. Its still very consistent but does loose some of its more explosive wins or ease of mana.

The deck wants to ramp out to get The Locust God in play as quickly as possible, trickling a few stax and hate packages out there with possibly spare mana. Once the god is out you have a lot of options on how you approach the win. You can take it slow and steady, dropping hate on the board for protection and holding up counter or interaction. You can also go hard and try to drill through your library to find your combo.

One of the first cards you should get out if you have no game plan in your hand just yet is Skullclamp. This card is the bread and butter of the deck and also why its been dubbed SkullStorm. With this card and the locust god out at the same time it basically reads "(1):Draw 2 cards put a 1/1 flier with haste into play", for being able to rip two cards into your deck for every mana you sink into it is painfully powerful.

Once you have the opening, rush for a source to generate limitless colored mana, and use The Locust God's activated ability to draw your entire deck, and win you the game.

Winter Orb, Static Orb, Mana Web: Once you have your god out these cards can really make the game painful for everyone else but you. Static orb has the most potential to backfire. Torpor Orb: This is specific hate for ETB combo decks, hits many decks that rely on triggers like these to win, and we can just remove their win condition. Grafdigger's Cage: Graveyard/cheat hate in EDH, you want this. There is only 1 card in this deck that gets hurt by this card, there is plenty entire decks that get shut out by this card. Blood Moon/Magus of the Moon: For three mana you can stop some players from being able to play the game. any deck that relies off of a complex mana base will be destroyed by this card. Back to Basics: This is a cheaper and more polarizing version of our moon package. It does hurt us as well, but not THAT much. Many times you can plan for this card and make sure you have enough rocks out before to compensate. Trinisphere: Many decks rely on the low curve and speed of their deck to stay relevant. When you get this out there quick, sometimes turn 1 and everyone has to pay 3 for everything, it can really slow down the game in your advantage. Your deck is slow, and this card slows the game down.
The main win of the deck is to get to a board state that can generate limitless mana. It can achieve this in a few ways.

One board state might be Paradox Engine, Isochron Scepter paired with number of spells and at least enough mana rocks to generate 3 colored mana, this will generate you limitless mana with limitless untaps.

Another might be Paradox Engine an arbitrarily "decent" amount of mana rocks, and Skullclamp; this will rip through your deck drawing two cards for each mana you spend untapping all your rocks any time you draw a spell until you either win, or find a more elegant combo along the way.

Another might just be Skullclamp and Ashnod's Altar, this will net you limitless colorless mana and limitless card draw.

Another is the classic Isochron Scepter and Dramatic Reversal with at least 3 colored mana sources that can be untapped with it, will create limitless mana.

In my budget list I just use Elixir of Immortality to always be able to shuffle my graveyard back into my library, with limitless mana and draw this will incidentally give me limitless life. For this version We don't have that limitless recursion because I think the deck can function at this level perfectly fine without it. We have Timetwister then Time Spiral to extend our deck size at least two times. That should be plenty if we are trying to win through combat but really that is only a back up back up plan if we can't win through lab maniac. The only downside to this is if we can't win through lab maniac, and if there is an opponent with limitless life, and if we cant bounce every permanent back to their hand with Capsize, then we lose... but that's a lot of ifs.

The only thing to note is that if you really do have to no deck left, and you have run out of timetwister effects, you can always each turn Academy Ruins a Lotus Petal back on top of your library to not die if you have no lab man out.

Once you have generated limitless mana there generally two states of how you approach this. Either you have your commander out and he happens to be a useless bug with Darksteel Mutation, if this is the case, cry. Or you are about to win the game.

Because you can just reliably cast, recast, and nearly always have the ability to send your commander to the board, it also means you can use this ability as many times as you want. Reliably always getting you to a point where you can get any card into your hand from your deck by drawing through it to get to it. You can win with Laboratory Maniac and trying to draw one last time. You can win by recasting Capsize to return each permanent to each players hands. Lastly you can just win in the glory of several thousand 1/1 flying haste tokens aimed at each opponent's face.

-Card:Muddle the Mixture: Searches up A bunch of different options for the combo.

-Card:Deep Analysis: When you hit the combo but are hellbent with no cards in hand, pitch this to put at least two cards in hand, that should be enough to start the chain to fill your hand back up.

-Card:As Foretold: This thing powered through my own stax and allows me to have enough mana to tempo out my stax/hate/rock on my turn, and still have enough mana and free spells on my opponents turns to interact with them. Also freeing up my mana allows me to have enough spare to occasionally activate the commanders ability if I have a bunch to spare.
