Some small thoughts for fun things and stuff:
- In addition to Echo of Eons, I'm quite a fan of Time Spiral. It's not as abusable, sure, but untapping your lands is quite nifty. Given you have Narset, Parter of Veils in the deck, maybe you could also go for the Teferi's Puzzle Box lock with it...
- A "given" for me, in any monocolor deck, is going for the Extraplanar Lens strategy with snow-covered lands. You could also think now about Winter Moon, which seems like a lot of fun (for you).
- Mystical Tutor might be something I would prefer over Merchant Scroll, primarily because you can imprint it with Isochron Scepter and get lots of instants and sorceries. (On the other hand, you do have a lot of targets for Scepter...)
- In terms of zero-mana disruption, perhaps Commandeer and/or Misdirection are worthwhile. In a deck like yours, maybe Counterbalance could also be worth consideration, given how competitive decks have lower/more consistent mana curves (and you have Sensei's Divining Top...).
- Hurkyl's Recall seems also like a "fun" toy, especially in conjunction with Mycosynth Lattice, and given how artifact-heavy a lot of strategies/decks are...

Apart from a spate of tutors of varying price points (Vampiric Tutor, Mystical Tutor, Demonic Tutor, Entomb, etc.), here are some thoughts of varying degrees of evilness/making sure your opponents "love" you forever:
- Kokusho, the Evening Star is, for me, a must-include in any black-containing EDH deck, especially with how its life-drain effect scales with the number of players. You could also add an Archfiend of Despair and/or Wound Reflection to multiply suffering, Archangel of Thune to make your board bigger with every passing turn (or life-gain occurrence), and/or Boon Reflection for more life-gain fun!
- Some additional reanimation in addition to what you already have could be handy. For this, I would suggest Karmic Guide; Junji, the Midnight Sky; Reanimate; and/or Necromancy.
- If you have access to it, Yawgmoth, Thran Physician would be super-handy: on-demand sacrifice, not to mention card draw and weakening your opponents' boards.
- Some more land fetch/land thinning tools, like Expedition Map; Urza's Cave; Prismatic Vista; and Marsh Flats, might help. Similarly, Field of Ruin and Demolition Field serve double-duty of land fetch and land destruction for problematic lands. Alternately, some more multi-lands like Reflecting Pool, Mana Confluence, and other pain lands could help you in early game stages.

Commandeer and Misdirection both fit the (rather unintentional) "free" theme I have in the deck, but exiling two blue cards in my deck seems a bit steep for my play style. I would simply use something like Redirect, or counter it altogether.
Teferi's Tutelage was in here, but i felt i was concentrating too much on the draw/mill mechanic, not to mention it's another 3 drop (I'm wierd about mana costs) that, as you stated, does less than its Sphinxy big brother. And Puzzlebox just doesn't feel like it has the impact it should for a 4 drop.
Capsize's cost and buyback is too expensive; especially with all of the other 1-2 cost bounces available; and Sunder would only hurt me as well.
Mystical Tutor will find a home in here. Of course I need more ways to find combo pieces! Not sure why I never picked this one up.. I guess I assumed it was beyond my budget without ever checking. LOL
I was't aware that Clever Impersonator existed. The versatility makes the extra cost almost bearable to my mana-frugal brain. This will need further study.
I only have one Oboro, Palace in the Clouds and it's in my Modern deck. I may have to pick this and Boseiju next pay.
Academy Ruins is awesome! I believe I never picked it up because it was expensive; and when I got the means to get it, forgot all about it. Buried Ruin was one I had, and didn't cost anything to activate at the time. Thanks for reminding me!!
Memory Jar's a bit expensive for my taste. I don't have a lot of luck with wheel-ish effects, as the cards I need to further my goals are often in the hand I'm discarding/phasing leaving me in a logistical pickle that robs me of the win, and where words cannot express my frustration.
Overall, I think you've helped quite a bit! A bit more visceral than "yOu nEeD gRaVeYaRd hate" that I always get!!

I just thought of a few other useful tools:
- Commandeer is another good zero-mana... not counter, but disruptor. It's become more popular, I've noticed, but it's still not something a lot of people see coming. Similarly, Misdirection is another handy tool for disruption, but it's more limited than Commandeer (though it's one less card to exile...).
- Teferi's Tutelage is another fun mill toy. It's a bit more limited than Sphinx's Tutelage, but why not double up the fun! Similarly, you can use Teferi's Puzzle Box to mill your opponents even faster while also disrupting their game play.
- Capsize is another all-purpose bounce, and reusable as well. Sunder is another great way to lose friends at instant speed. You could also consider Mystical Tutor to help dig for things you need.
- Clever Impersonator is more versatile than Copy Enchantment for one more mana, but it may not be extremely necessary.
- There are some lands that might be handy for your strategy. Oboro, Palace in the Clouds gives you reusable landfall; Boseiju, Who Shelters All makes sure your essential Instant and Sorcery spells don't get countered (e.g. Cyclonic Rift); Field of Ruin kills troublesome lands and gives mandatory search (and landfall), which is relevant for Archive Trap; and Academy Ruins is a more reusable Buried Ruin.
- Cyclonic Rift pairs very well with Memory Jar. Just saying. :P

Hey man! As someone who's brewed this one alot, I'm telling you right now you need waaay more mana rocks. Literally like 10+ rocks, plus a few rituals. The fact that they also generate a token is incredible in practice. Here's a list of the ones I'd include on top of what you already have: Fellwar Stone, Talisman of Progress, Izzet Signet, Boros Signet, Azorius Signet, Springleaf Drum, Jeweled Amulet, Lotus Petal, Pyretic Ritual, Desperate Ritual, Seething Song & Battle Hymn.
Also just so you know, Mystical Tutor, Personal Tutor, Enlightened Tutor & Gamble are all super cheap right now due to recent reprints! Gotta get it while the getting is good, ya know?
A great combo here is Isochron Scepter + Dramatic Reversal, it generates infinite Spirit tokens on top of just being great individual utility pieces for the build outside of the combo!
Lots of great, cheap synergy pieces like Wild Research, Kindred Discovery, Opposition, Vicious Shadows, etc...
I'll stop rambling now, great Commander choice dude! Let me know how you feel about my mediocre suggestions lol.

Ahh yes, Wizard tribal. Amazing. Here's some cards to tutor, draw & ramp your way to victory with:
Mystical Tutor, Personal Tutor, Solve the Equation, Gamble, Fervent Mastery & Vedalken AEthermage are worth considering as tutors here imo. Most of the other tutors in this color combo are Artifact tutors like Fabricate, Reshape & Reckless Handling...which I suppose could end up playing into a revamped strategy here as the deck develops, who knows?
For draw, Windfall, Wheel of Misfortune (& Wheel of Fortune if you're cut like that), Tolarian Winds, & Decaying Time Loop are all great with this commander. Cantrips like Ponder & Brainstorm should probably make the cut as well, it's hard to top that value for 1 mana.
As far as ramp, I always try to roll with at least 10 mana rocks, a handful of rituals & perhaps a few cost reducers when I'm within , depending on the your deck's mana curve. I know that sounds extreme, but I swear it makes your deck awesome, especially the more it develops. As the quality of each card goes up over time, consistent ramp becomes more and more important.
Also, some combo pieces to pair with Dualcaster Mage wouldn't hurt either. Twinflame, Heat Shimmer & Ghostly Flicker all work, the former 2 are definitely more synergistic with your current list though.
I could yap about various bangers for this commander like Bribery & Acquire all day, but I'll stop here unless you request more.
Lastly, a bit of bad news...Vadrik, Astral Archmage is the best commander for big X spells lol, he's insane. I might even say that he's the best one in that color combo in general.

Would Rhystic Study,Mystical Tutor, Archmage's Charm, and Worldly Tutor be a good addition? I'm following the advice on 3 mana so I might add it at my Simic deck.

TheCardPool Here is the version I quickly came up w/ based on your list. You'll see that I've made about 10 swaps based on my preferences.
Some of the cards I removed are Cyclonic Rift, Wash Away, Mana Drain, Teferi, Master of Time, Mystical Tutor, Personal Tutor, and so on.
Some of the cards I added are Brazen Borrower, Wavebreak Hippocamp, Traverse Eternity, Rise from the Tides, Glamdring, Runechanter's Pike, and so on.
My group def doesn't normally play tutors or cyc rift. I love bad cards like Rise from the Tides and I'm toying around with trying out Invasion of Segovia Flip, Case of the Ransacked Lab, and Throne Of Eldraine.
I love the animate land sub theme!
Anything else I should know?
What I understand it could change based on the situation, but what do you normally target w/ Intuition?
Have you ever come close to decking yourself? I've never played a cantrip-y deck like this before.
