Hello!

This is a more budget friendly version of Turbo Thrasios which attempts to use one of three combos to generate infinite mana to draw your deck with Thrasios and then use something like Thassa's Oracle to win.

Since this is a budget deck, we're not going to be as quick nor efficient as non-budget decks. The fact that we don't have access to Mana Crypt or any of the moxes means we aren't going to win on turn 1, 2, or even 3 probably. As a result, we want to be a lot more disruptive and reactive. Because of this, we are running a few cards to match this playstyle. We cover some of the more interesting cards in the Notable Inclusions section.
I chose to put a couple of different combos in this deck in an attempt to reduce the likelihood of just losing if one of them is handled. Here is the full list:

Dockside Extortionist + Temur Sabertooth. Opponents need to have at least 5 artifacts that they can't sacrifice in order to go infinite. If both are in hand, then you'll need at least assuming that your opponents have 5 artifacts and everything resolves.

Isochron Scepter + Dramatic Reversal. You'll need to be able to generate at least from nonland permanents in order to go infinite. You'll only need .

Freed from the Real + Incubation Druid/Faeburrow Elder/Bloom Tender. Generates infinite of every color except blue unless this is with Incubation. Note that Incubation Druid must have a +1/+1 counter on it for this to work. The easiest way to do this is by using Neoform on something like Avacyn's Pilgrim. The cost for this is basically just since you need to have had the dork on the field for at least a turn already. I will say that if you have an abundance of mana for whatever reason and a Finale of Devastation in hand, you could use it to tutor the dork up and give it haste if you have Freed from the Real in hand already.

Zirda, the Dawnwaker + Basalt Monolith. Ah, a refreshing new combo that will be seen everywhere. Already banned in Legacy and making waves in cEDH. This combo doesn't take much to kick off. Best of all, both of these cards are good on their own! This is especially the case with Zirda who reduces the cost of activating Thrasios. With both in hand, requires at least if you play the monolith first. However, I strongly recommend playing Zirda first since you would rather the monolith be countered than Zirda as people will react to the combo coming together when both cards are revealed. This means that you will need .

Once you have infinite mana and drawn your deck with Thrasios, there are three outlets for winning:

Walking Ballista. Play it with 1000 counters on it. Shoot everyone to death. Only requires infinite mana of any color.

Finale of Devastation. Requires you to also have in addition to infinite mana at the bare minimum. The ideal outcome is to have enough to also play all of your dorks and then play finale so that their death is assured. Make absolute sure that you have enough attackers before you go infinite to kill if this is the route you take.

Thassa's Oracle. Just play it with few enough cards in your library to win. Requires . I recommend leaving your library with a card or two fewer than your devotion to blue in order to make sure you don't lose to a draw spell or have a wincon expended by something like a Noxious Revival that slipped through your defenses.

Tale's End

Honestly, I'm surprised this card doesn't see more play already given the meta. This card is very strong as it can be used to counter people's commanders as well as triggers like Thassa's Oracle. This allows you to counter the ETB and let them exile their deck. Can also be used to counter other Turbo Thrasios' activations if they are trying to abuse something like Zirda, the Dawnwaker + Basalt Monolith.

Rest in Peace

This isn't a stax based deck, but I still think that having this card can prove invaluable. Some decks just lose against this card on its own. Can probably be swapped out for any other hate piece, but I think this one is generally very good and can be run blind.

Aven Mindcensor

Again, this is just a very efficient hate piece. We aren't running a ton of tutors. Levels the playing field.

Kenrith's Transformation

This is an enchantment which cantrips itself which is very nice. It can also deny someone of a creature or even their commander. Essentially a Darksteel Mutation that draws you a card.

Narset's Reversal

This card is just extremely powerful. It gets around uncounterable spells (or a Vexing Shusher) while also potentially giving you value for it! Usually, it's best run as a way of copying big spells but even getting to make someone else waste a mana while you copy their tutor is good. Don't forget that you can use it on your own spells if you want to use it twice!

Runic Armasaur

This card is BONKERS good in the current meta. Thrasios is running around like crazy now in a bunch of different decks as well as Kinnan, Bonder Prodigy. Both of those decks seek to use a bunch of activations to draw their deck, so you can match them so that you can interact. It is also a strong blocker into cards like Najeela, the Blade-Blossom and Tymna the Weaver. I expect to see this card in more decks in the future including in no budget cEDH decks.

Underworld Breach

No access to black... something, something, Yawgmoth's Will. In all seriousness though, this is just a very strong card that allows us to recur cards. Since we are on a budget, there is no LED in here to combo with this; however, just casting this and then two or three important cards from our graveyard can be a really powerful effect. Feel free to sub this one out if you have access to other cards or better disruption.

I hope you enjoy the deck!

Also, a note about lands. Yes, I know that there are temples in here. However, we don't want to have too greedy a manabase either. Replacing these with shocks, fetches, or slow lands would all be very nice. However, I was trying to stay below the $500 mark as well as include lands which many people overlook. Temples offer a form of pseudo card selection in that they allow us to scry. Not only this, but we are not playing an incredibly fast deck. If our goal was to show a strong victory on turn 2 or 3, then these would be awful for our game plan. However, we want to shift the onus of play onto our opponents during the early turns in order to give us time to setup. Feel free though to sub all of them out for better lands or even basics if you feel so inclined. Regardless, just have fun. Enjoy.
