I love tribal decks and I have only seen a couple of bird decks but not any that build around counters and with the built in evasion that seems a pretty viable way to run them; I think a few of the picks are sub optimal so I compiled a some bird choices that might be interesting depending on how your meta is built. I also think you could stand to some more card draw to help fuel the tribal beat down, all in all I think this looks fun and I will enjoy seeing it evolve as you tweak it over time. +1

@Control_Train:Thanks for the reply, I really appreciate you sharing your experience with Yuriko; I've only played a few games with her, she can be quite brutal and generates significant hate (and respect).

I found the secret to a quicker Yuriko deck is top deck manipulation. Here is my package for that: 1x Augury Owl 1x Insidious Dreams 1x Lim-Dul's Vault 1x Mystical Tutor 1x Personal Tutor 1x Sage Owl 1x Sensei's Divining Top 1x Vampiric Tutor
I would definitely swap out your Diabolic Tutor for at least Mystical tutor, and budget depending, the other 2 I listed as well. Maybe Crystal Ball but I find it too slow.
You could also focus the deck more by taking out the graveyard recur. I would also add more 1 cmc unblockables to enable all your ninjustu ninjas. Here's my decklist: http://tappedout.net/mtg-decks/hits-you-with-ninjutsu-yuriko-edh/ It's very focused on what Yuriko wants to do.

Vampiric Tutor is the #1 card you could put in to improve the deck. Diabolic Vision is an excellent cantrip. Temporal Trespass is the best extra turn spell you could ask for, since the CMC is an upside. Same goes for Curtains' Call and Avatar of Woe . Insidious Dreams and Ancestral Knowledge are extra Doomsdays. Unnatural Selection is an extra creature-type changer. Emrakul, the Promised End is a good eldrazi of choice, since you'll actually be able to cast it if you tutor it to the top of your library. Trench Gorger is a good late game card, since it does triple duty acting as a huge beater, high-CMC target, and deck-thinner. For little guys, Tormented Soul , Triton Shorestalker , Faerie Impostor , Prickly Boggart , Vampire Cutthroat , Looter il-Kor , Nether Traitor , Flitterstep Eidolon , Thalakos Seer , Baleful Strix , Augury Owl , Spire Owl , and Sage Owl are better than some of your choices,

I think you can improve some of the evasive creatures you use for ninjutsu.
Looter il-Kor - you don't rely on him dealing combat damage anyway
Inkfathom Witch - I was playing it, but i have dimir zombies in my playgroup and it just does nothing against them
Prickly Boggart - same problem as witch
Cavern Harpy - how is it working for you? i feel the fact you can't sometimes drop it turn 2 sucks
All of them are evasive, but do smthing when you use them as ninjutsu fodder, except Tetsuko, which gives Yuriko and couple of ninjas unblockable.
PS Ninjas and Owls - my Yuriko version, similar idea, less budget:)

With all the Top Library manipulation maybe you should add some of the miracle spells for control Devastation Tide, Temporal Mastery Terminus until you are able to manifest, flicker, wait a turn for summoning sickness and then get to attack.

But since your working on budget and not rarity, I think that you could fit in a Land Tax if you took out your six 2-4 dollar nonbasics.
