These are all under $10, I would also invest in having 3 to 4 copies of a number of these.

First of all, your Win-Conditions are not the greatest choice for this style of deck. It's kinda surprising really, but the fact of the matter is, that once you've put your opponent into topdeck mode, they are just going to draw a card -> play that card, and you might never get another trigger of Waste Not and Liliana's Caress again. If you already have your Quest for the Nihil Stone active, that's not a problem, but if not, it's equally as useless.
Thirdly, you need a way to deal with resolved things. There are too options I like to take this kind of list, (though there are many good players who disagree with me on that). Those two directions are:
A) Ensnaring Bridge. AKA the slow, hope to get them dead before they blow up the bridge rout, bringing a both overpowed and fragile line of defense.
B) Nyxathid. AKA the I know how to defend myself and I sure as hell can also swing rout, bringing a balance between offense and defense. (But need more cards devoted to it to work properly.)

Hey there. I am certainly no Mill expert, bu here are my 2 cents anyway:
I would throw in some targeted dicard over Horrifying Revelation. Imho it helps in keeping big threats of the table. And as you are playing some pretty expensive cards (CMC wise) for the modern format that won't hurt. In addition you might want to get some kind of cheap counter in your mainboard, just to be save.
While talking about beeing safe, you definately need some kind of graveyard hate. I know, it hurts some of your payoff cards, but if you don't have a way to deal with graveyards you will get annihilated by dredge, reanimation and delver decks. You will pretty much accelerate those type decks.
I am personaly not a big fan of lands that enter play tapped. If you need more budget dual lands, check out fast- and reveal-lands. If you recently won the lottory there are the fetch- , shock- and filter-lands (the later will get reprinted in Masters 25, so the price might even drop a few cents). Maybee throw in a few copies of either Ghost Quarter or Field of Ruin to deal with Tron (and, in a weird way with Ponza).
With your current Average CMC at 2.55 you might want to up your land count quite a bit as well. I would go with 24 lands, but the exact number depends on what your comfortable with.
