I agree with TheVectornaut.

You could also utilize Evanescent Intellect on the Hedron Crab for the turns where you dont have any interaction(Or are sitting on an Archive Trap). Drowner Initiate would also be a pretty solid choice.

Yeah I agree with Phil a decent bit.

The bident of Thassa and Thassa themselves don't seem to help well enough to make them worth including. Muddle the Mixture could be a good counterspell card honestly. If not that then maybe add counterspell straightup. Mindsculpt is meh as well. Dream Twist could work too. Jace's Erasure could be good since you can draw some. Sanity Grinding Could be good.Judge's Familiar or Drowner Initiate are better than the fairy I think. The fairy doesn't add much really honestly.

Your mana curve isn't great, to fix it you need more 1 mana spells and fewer 3 mana ones... For starters every mill deck should run 4x Hedron Crab now because you are mono blue I'd also suggest adding 2x Drowner Initiate. Additionally I'd suggest Altar of the Brood, Tome Scour and while not strictly mono blue it can be played for all blue Nightveil Specter.

Your deck is a bit unfocused to be playing a mill strategy, stealing creature doesn't help you for example. In a mono blue mill deck I'd expect:

  1. 4x Hedron Crab, go to creature for mill, since you want to play at least 1 land every turn. To back it up 2x Drowner Initiate, you will be casting blue spells.
  2. 4x Tome Scour, mill 5 for , its a good efficient spell.
  3. 4x Sanity Grinding, your mono blue, so this mills a fair bit normally.
  4. 4x Archive Trap, most modern decks use fetches or tutors, mill 13 for . To back it up 2x Trapmaker's Snare
  5. Either Altar of the Brood or Mindcrank depending on how creature based you want the deck to be.
  6. Either Tormod's Crypt or Relic of Progenitus to exile the milled cards, 2x main-decked and 2x in the sideboard.

Aside from this, if you are going creature based, both Jace's Phantasm and Nightveil Specter are worth looking at. If you want to maximise the effectiveness of Hedron Crab (and you do) then Evolving Wilds or Terramorphic Expanse are cheap ways to get two triggers.

You have a big land problem, you don't have enough and your not running any basic land. You need a minimum of 20 land (probably 22), and at least 4 have to be basic. Next you have 82 cards listed, you want 60 and 37 of those spells cost 4 or more, spells costing this need to help you win. You want the hard work of the deck to be done by cheap spells and creatures, most of a deck should be under 3 mana...

Here is a sample deck, focussed on milling but also still exiling the graveyard and running 8 extraction effects, most decks don't have 8 threats -

Creatures (8)

2x Drowner Initiate, mill when you cast a blue spell.

4x Hedron Crab, mill when you play a land for free.

2x Oona, Queen of the Fae, finisher creature.

Artifact (8)

4x Altar of the Brood, mill when you play a creature, land, planeswalker or artifact.

2x Tormod's Crypt, exile a graveyard for free.

2x Mistvein Borderpost, mana fixing, it's also blue and gives an extra Alter trigger and Crab trigger next turn.

Sorcery (8)

4x Lost Legacy, extraction...

4x Duress, discard to remove any pesky non-creature spells.

Instant (14)

4x Extirpate, extraction...

4x Swan Song, cheap counter, the creature doesn't matter.

4x Archive Trap, free mill for 13 as most decks tutor for land.

2x Void Snare, bounce and a sting.

Planeswalker (2)

Jace Beleren, he draws and his ultimate mills.

Land (20)

4x Island

4x Swamp

4x Creeping Tar Pit, an extra creature, just incase.

2x Terramorphic Expanse, fetch and trigger the Crab twice.

2x Evolving Wilds, fetch and trigger the Crab twice.

2x Shelldock Isle, hideaway is fun!

2x Ghost Quarter, land based strategies.

Now for the rub, trying to fit in the extraction strategy makes the deck unwieldy. It's a cool effect but it's really more of a sideboard thing. Still if you want to build a mill deck you now have a groundwork to base it off of. By putting in the extraction to the mill based deck, I can't run card draw, so the deck suffers a little. Hope this helps.

A go to for exiling graveyards is Tormod's Crypt, it's difficult to argue with free. Alternatively Relic of Progenitus is a popular option. Extirpate can remove a particular threat from multiple locations and can't be interacted with.

Other suggestions; Altar of the Brood, Mistvein Borderpost and Drowner Initiate could all be worth a look.
