With the spoiler of Gavi, Nest Warden, the three of us all decided to brew what we thought, were the most potentially competitive brews for Gavi. This decklist is a culmination of us talking through discord with others, going over potentially relevant spoilers from C20 and Ikoria, and combining our thoughts on card selection and game play.

This deck is a three creature deck including our commander. The reason we aren't running additional creatures is because we built the deck around Divergent Transformations. The deck relies on our commander to turn dead cards or cards that aren't useful to use at that moment with cycling into free draws, creating tokens, and swapping the tokens out with Divergent Transformations or Mass Polymorph to grab the only two creatures in our deck: Thassa's Oracle and Leveler for the win. A good setup for this turn is to float our mana and cycle Decree of Annihilation to prevent interaction from our opponents. Since the MLD is an ability and not cast, it's less susceptible to counters. The backup plan is to play Underworld Breach with Wheel of Fortune and Lion's Eye Diamond to win by hard casting Oracle.
Gavi allows us to take advantage of dead draws or cards that aren’t useful to us to a point in the game with her free cycling ability. This ability gives our deck the opportunity to use spells such as Neutralize which can be too expensive for us to sandbag in our hand, and the opportunity to play spells such as Decree of Annihilation and Decree of Silence which do something when cycled, although the cost to cycle is normally too expensive for cEDH, but Gavi makes free conditionally. Another advantage to playing Gavi over Kykar is that we can run Cursed Totem, a valuable hate piece in cEDH that doesn’t shut down either game plans in Gavi, yet effectively shuts down a mana generator through Kykar.
Treasure Cruise and Dig Through Time: This deck fills the graveyard very fast so these spells will almost always be very cheap.

Long-Term Plans: This deck draws a lot of cards so the downside is minimal and also needs a lot of tutors to find its combo pieces.

Steal Enchantment: This is a great way to get a value engine while also taking value away from your opponents.

Grafdigger's Cage, Thorn of Amethyst, Rest in Peace,Torpor Orb: all of these stax pieces hurt our main or secondary gameplan more than they hurt the opponents.

Solemnity: This is part of a 12 mana 2 card combo that we can’t really tutor for and outside of that its a mediocre stax piece.

Fluctuator: We only really intend to cycle 1 card on our turns, and maybe 2 on our opponents. Since the first cycle each turn is free, the amount of mana that fluctuator reduces over time is not significant enough to be worth playing.

New Perspectives: It is a 6 mana enchantment that basically does nothing because we are running a low density of cyclers.

Astral Drift/Astral Slide: Since we can’t cycle in between Hulk coming into play off flash, and Hulk being sacked, these don’t do much for us because we don’t want have any relevant etb’s that we want to repeat.

Bag of Holding: It can “cycle” any card in your hand once per round, but this isn’t something we really want to be doing.

Abandoned Sarcophagus: Our intent isn’t to use the cycling cards as spells, but rather to cycle them. The value of casting them as spells is mostly minimal, so adding a card to our deck that incentivises us to cast them from our yard disincentivizes us from casting the actual spells in the deck.

Possibility Storm: In a deck with counterspells and instant and sorcery wincons, we don’t want to risk bricking into a counterspell, or accidentally losing a wincon.

Still going through the Divergent Transformations route we can build the deck to include another two creature combo of Niv-Mizzet, Parun and Tandem Lookout.

Updates Add

We realized that we needed to implement a back up strategy of Underworld Breach and Lion's Eye Diamond to accommodate for this, we removed Gilded Light as it's the cycler that does the least for us, and Pithing Needle as we aren't too worried about activated abilities when we have Cursed Totem.
