I was expecting a New Perspectives combo list, but pleasantly surprised. It can still storm off with paradigm shift, but the spread into reanimation and value gives the list some reach.

You could probably dip a little more into cycling lands if you used the basic landcycling cards, even though they aren't great, or cut lands with Street Wraith type stuff, but I can't say that is exactly better than whats here.

The only thing I'd look at dipping into is Cloud of Faeries as a combo option, or Gilded Light as a cheap 'not this turn' combo break.

Planeswalker abilities (be them plus abilities, minus abilities, or ultimates) can be responded to with things that affect abilities. As other's mentioned, destroying the source of the ability won't stop the ability, but countering the ability with something like Stifle will, as will making the target illegal (responding to Garruk, Apex Predator's ultimate with Gilded Light), or even ending the turn with Discontinuity.

I’ve always loved cycling and the decks built around the mechanic. In fact, one of my favorite competitive decks of all time was built around cycling. (Of course, that was during a time where affinity had first appeared on the seen and the Gw deck was built to strictly hose those early affinity decks) have you considered Secluded Steppe Barren Moor Forgotten Cave they should all be modern legal. I would also suggest more cards that cycle for utility Djeru's Renunciation follows the game plan by being able to cycle but it’s a cheap utility card in a pinch. Astral Drift may give you a some decent utility as well. Gilded Light might be a good sideboard option. Overall a very fun looking deck!

No problem. Personally, I would replace Loaming Shaman and Gilded Light with a couple of Spellskite 's.

Duskwatch Recruiter  Flip is great and I would try to make room for more copies since he allows to dig through our entire deck.

As an alternate win con I would add a Walking Ballista which can instantly kill them and is great against aggro matchups.

One of the weakness of the deck is instant/sorcery combo decks (like storm). I have seen Gilded Light in some sideboards. It might work against those types of deck.

This looks like a lot of fun, great to see these blasts from the past get used! One card that you might consider for ramp is Thran Turbine, could give you a free cycle each turn. As for lower CMC creatures, some that I think could be useful are Cryptbreaker, Stoic Champion, Ruthless Sniper, Cho-Arrim Alchemist, Pack Rat, Skirk Ridge Exhumer, Undertaker, and Devout Witness, since they get a different kind of value out of discards than cycling. Similarly, Key to the City and Smuggler's Copter can allow you to use discards for different kinds of value.

As far as other cards related to cycling go, did you consider Ash Barrens, Gilded Light, Stir the Sands, Unearth, Radiant's Judgment, Street Wraith, Viscera Dragger, and Pitiless Vizier? I'm not sure if those fit in perfectly, but they might be worth considering.

If you wanted to make all players discard but have you benefit more from it, you might consider cards like Oppression and Necrogen Mists. I also think Library of Leng is worth looking at, but it might not fit your strategy.

Do you think getting Hellbent is something you are looking to do with this deck? If the former, maybe something like Gibbering Descent, Asylum Visitor, Dark Suspicions, Grim Strider, or Hollowborn Barghest could be interesting. In either case, some card draw like Phyrexian Arena could be very useful.

Also, watch out for Stabilizer!

If you are new to Legacy, I highly suggest you to play combo deck or some noninteractive aggro, because then you need to just learn to play your deck. If you want to play interactive deck, you need to also know what your opponent is doing and in Legacy "What is my opponent trying to do?" is quite open question. If you know what you are going to go against it's a lot easier, but you still need to learn more decks than by playing noninteractive decks. Familirize with format before playing interactive decks to know how to interact. Let's try to play some control then:

This is quite rough version and it's quite undercosted for your budget. You can improve it with Living Wish and wishboard, use Containment Priest for shenanigans and with more. You could add somewhere Lone Missionary somewhere or Reclamation Sage. Perhaps you want to splash a colour, anyway it's easily customizable for your own preferences. Your meta seems to be light on Abrupt Decay, so Astral Slide felt natural way to go.
