bushido_man96 Thanks for the suggestions. I really like Spear Spewer , Thermo-Alchemist , Palace Siege , and Retreat to Hagra . Palace siege is the only higher CMC card of that bunch. Typically I want to try and keep the mana cost on the lower end, and stick to effects that would damage all opponents, so these fit that nicely. My goal is to keep in as many tutors as possible, so I'm thinking I should probably replace some of the mismatched cards like Hellhole Flailer and Hound of Griselbrand , unless do you think there's better replacements?

If you're going to build a deck as cheap as $30, you're probably going to have to lean on a theme to make it functional. That can be supplemented with the fact that even mediocre demons and devils are good at not being coin-flipped away, but stuff like Dance with Devils wasn't even playable in Limited.

I see some reanimator stuff going on, so if you go that route, Torrent of Souls , Zombify , and Profane Command are all solid budget options. You'll want some graveyard stocking power to go with it. Mindwrack Demon , Extractor Demon , Archfiend of Ifnir , pull double duty. Cathartic Reunion , Dark Deal , Faithless Looting , Hazoret's Monument , Khorvath's Fury , Collective Defiance , Shattered Perception , and Tormenting Voice all fit the bill.

Also, Flayer of the Hatebound could power a nice subtheme with your reanimation, and you can stock up on cheap Undying creatures like Demonlord of Ashmouth , Hound of Griselbrand , and Pyreheart Wolf to lower your budget and synergize with Rakdos. Charmbreaker Devils could also be a house once you stock the yard.

Also, maybe improve general card quality by splurging on Bloodgift Demon and Demon of Wailing Agonies ? Demon's Horn , Carnage Altar , Rakdos Riteknife , Devils' Playground , Dance with Devils , Consume the Meek , and Rite of Belzenlok , Archdemon of Greed , Temple of the False God , Tomb of Urami , and Kindly Stranger  Flip are all pretty bad. Akoum Refuge and Bloodfell Caves seem like easy adds, as well.

Hi Cyb3rguerrill0, Well Arc Runner doesn't have trample, so it can be chump blocked with ease. I'd replace it with Lightning Serpent or Hellspark Elemental. I'd also run 2 copies of either Tyrant of Discord, Nova Chaser or Hound of Griselbrand to make best use of Incandescent Soulstoke. If you have a sideboard, you might also want to consider some elemental hate bears Tunnel Ignus and Stigma Lasher...

It looks like you built the deck to go as wide as possible. You also have a little too much goad in here as well as when you get down to 1v1 that goad will blow up in your face. Now if you are making this deck to purely steal people's cards, Marchesa, the Black Rose does that infinitely better and has viable removal and interaction options being Grixis.

As For Card purging:
- You have no real decent targets for Reverberate so there is no point in having it. - Bomat Courier is only really good very early game, the odds of having it opening hand are bad, and commander has removal everywhere so if it does hit the field later it will never stick. - Hound of Griselbrand is too expensive for what it does. - Bedlam will more often than not backfire. - Zealous Conscripts is far too expensive. - Urabrask the Hidden enters the battlefield to late to be effective.
- I agree above, Blasphemous Act is handing the game to someone else. if you cast it, you will lose 99% of the time.
- I am a huge fan of Neheb, the Eternal... as a commander. That being said as one of the 99 in a go wide deck, he will throw your curve off badly and will never live long enough for it to bear fruit. If he hits, a semi-intelligent player will kill him immediately, no less smart ones. - Invasion Plans really has the chance to backfire as against decks with larger creatures, it will board-wipe you. - The same with Heat Stroke. There are more than a few decks that can keep up with you, Goblins, Vampires and especially Elves can race you for going wide. Don't play cards that will put you at a disadvantage against them.

I would go more goblin centered, adding in Goblin Warchief, Vanquisher's Banner, Goblin Chainwhirler, Squee, the Immortal, Mogg War Marshal among many others. These are just some things to think about. Good luck.

I may have to see if people will allow this for Hapatra, Vizier of Poisons and The Scorpion God.

I think you can run fine with 2 less lands, I'm not a big fan of bounce lands or you could consider Temple of the False God and Jund Panorama for removal. Many decks run good with 36 and you have some solid ramp.

Some other removals: Vicious Shadows, Death Pit Offering, Rampant Growth, Wake the Dead, Minion Reflector, Altar of the Brood, Voldaren Pariah  Flip, Strangleroot Geist, Slum Reaper, Savra, Queen of the Golgari, Hound of Griselbrand, Butcher Ghoul

So these are mostly good cards but some just don't do enough or won't be significant for your deck. Others, like Savra, I would recommend using Grave Pact instead but would also say 2 of these effects is generally enough. If you really want that effect to show up every game run savra or Shattergang Brothers as a commander.

Deadbridge Chant- I love this card but I don't know that you will be particularly happy when someone destroys it. I would consider it for removal from this deck.

@Diakaine Dictate of Erebos is an amazing card for Marchesa, but I avoided putting it in because it might be too mean for my play group. I want everyone to have fun. My play group also has Swiftfoot Boots and Lightning Greaves banned, just beacuse they were used in every single EDH deck, and just could so easily swing a game so early. Same with Sol Ring. Variety and letting people get to play all their cool cards is what makes the game fun for us.

If I wasn't going for a budget deck, you bet I'd put Grave Pact and Mikaeus, the Unhallowed in my Marchesa deck. Definitely cards to add later down the road if I have some extra spending money.
