The website went down for a bit there and I appear to have lost part of my reply!

I wanted to mention Fate Unraveler and Ayara, First of Locthwain are great early on to add to the previously mentioned tick damage.

For extra punch with creature hits, Diviner's Wand can be great on cards like Fallen Shinobi or a flipped Kindly Stranger  Flip, but also Sedgemoor Witch (flying, menance and ward is always nice!). Speaking of Sedgemoor, her and Chittering Witch can add pesky little 1/1's that are great for sac fodder or adding to the poke damage we've accrued.

If you're going to build a deck as cheap as $30, you're probably going to have to lean on a theme to make it functional. That can be supplemented with the fact that even mediocre demons and devils are good at not being coin-flipped away, but stuff like Dance with Devils wasn't even playable in Limited.

I see some reanimator stuff going on, so if you go that route, Torrent of Souls , Zombify , and Profane Command are all solid budget options. You'll want some graveyard stocking power to go with it. Mindwrack Demon , Extractor Demon , Archfiend of Ifnir , pull double duty. Cathartic Reunion , Dark Deal , Faithless Looting , Hazoret's Monument , Khorvath's Fury , Collective Defiance , Shattered Perception , and Tormenting Voice all fit the bill.

Also, Flayer of the Hatebound could power a nice subtheme with your reanimation, and you can stock up on cheap Undying creatures like Demonlord of Ashmouth , Hound of Griselbrand , and Pyreheart Wolf to lower your budget and synergize with Rakdos. Charmbreaker Devils could also be a house once you stock the yard.

Also, maybe improve general card quality by splurging on Bloodgift Demon and Demon of Wailing Agonies ? Demon's Horn , Carnage Altar , Rakdos Riteknife , Devils' Playground , Dance with Devils , Consume the Meek , and Rite of Belzenlok , Archdemon of Greed , Temple of the False God , Tomb of Urami , and Kindly Stranger  Flip are all pretty bad. Akoum Refuge and Bloodfell Caves seem like easy adds, as well.

I'll just list some of the cards I personaly like for delirium (budget):

first Wild-Field Scarecrow. It fixes color, which is especialy useful in three-color deck, and adds two types to delirium. Also you can actively get it into your graveyard (unlike your other artifact creatures). Speaking of color-fixing, Fork in the Road helps with that and puts a land into your graveyard for delirium, which is usualy not the easiest card type to get there. Third Fortune's Favor is realy interesting and funny card, in my opinion. And in delirium deck, you can decide based not by what you need in your hand, but what you need in your graveyard.

Now for cards, that reward delirium, I would again point out three. My favourite of these, Kindly Stranger  Flip. Although 2/3 for 3 is not so amazing, 4/3 that also kills something for 6 sounds good. Moldgraf Scavenger is a nice one. Attacking with a 3/4 by turn three is not a bad deal (and is very doable). Finaly, the delirium star Gnarlwood Dryad. What's not to like about this one? 1/1 deadtouch for G? sure. 3/3 deadtouch for G later? definitely.

Pour les lands, perso j'en prend 24 la plupart du temps (22 sinon). 29 c'est un poil trop pour moi mais aprs a dpend du deck mais ici je te conseille d'en mettre 24. Je vois que tu as beaucoup de cartes en x1, faire un deck en format commander peut tre sympa je pense (aprs faut trouver des gens qui jouent en commander) sinon en x1 dans un format normal, a passe aussi. 24 or 25 crea, a peut tre sympa. Faudrait limite mettre des artefacts comme 2 Golgari Cluestone pour ajouter un type de carte dans ton deck. Si tu arrives entrer en delirium (4 types de carte dans ton cimetiere, tu pourrais eventuellement jouer Kindly Stranger  Flip.

If you want to stay delirium, i'd suggest moving Seasons Past to sideboard or just cutting it, it works hard against the deck itself. Focus more on payoff cards for delirium like:

If you want to go Seasons Past, you want to fill your deck with some tutors like Dark Petition and removal/control spells like Languish, Ruinous Path, Duress, Transgress the Mind, Grasp of Darkness, value creatures like Kalitas, Traitor of Ghet, Tireless Tracker and maybe some big finishers like World Breaker and Ulamog, the Ceaseless Hunger.

The best card I have found for delirium is Sinister Concoction. Just having it out on turn 1 and not even using is enough to make players change their strategies. Sure, they can quell something, but concoction just lets you kill their creatures, get delirium, and cast that spell again anyways.

The other thing is artifact creatures. I have a deck floating around here that I use Lupine Prototype but that deck is designed for that, Hangarback Walker is just as good here for delirium.

After playtesting a lot, if you can manage the cost of her, I found Liliana, Last Hope to be so good in this deck.

Something of note: Woodland Bellower cannot fetch Kindly Stranger  Flip

I pulled 2 mythics in my 6 packs, but it was a Goldnight Castigator and a Deploy the Gatewatch; my promo was a Spirit of the Hunt, so no value opened.

I had a difficult to build pool and played 42 card deck with 18 lands. UW control/midrange with Collective Brutality and Dark Salvation and Kindly Stranger  Flip, all insane bombs in Limited.

Dark Salvation and a foil Epiphany at the Drownyard, featuring Ongoing Investigation and fliers were the major highlights. Salvation is a top tier bomb in all regards, A+ on that one. Epiphany was better than expected and drew 3 cards for 6 mana a couple of times, which is nice. Ongoing investigation, even without the green in the deck, was 100% worth it and has dug me out of tough binds. Managed to do the flavor win of emerging a Wretched Gryff out of a Dawn Gryff.

I went 3-1, finishing second, and collected 3 packs for my troubles, losing only to a very fast WR deck, one of which had an Elder Deep-Fiend, so finally some value opened in nearly 10 packs.

Couple dozen play throughs, delirium turn two happens more than 1/3 less than half of the time. Mindwrack Demon is a great turn 4 fail-safe for turning on Delerium.

Probably not a candidate to take to FNM unless I put in the aggro delirium package from Eldritch Moon (Gnarlwood Dryad, Grim Flayer, Noose Constrictor) but, it is a ton of fun to play as a min-rangey creature control deck at the kitchen table.

Every bit of removal is needed to keep up, but even so, Kindly Stranger  Flip is a blast and way better than 6 mana for a 4/3 and a Murder should be.
