There's so much going on in this deck

Basically you want to get into a scenario where it's beneficial for you to skip your turn. Maybe you skip your turn to avoid a really bad upkeep trigger, maybe you're skipping your turn so that your effects that last until your next turn never ends. Or sometimes you can skip your turn just because you don't need your turn's draw and untap steps to play the game because you have other ways of generating mana and drawing cards.

There's a couple of combos:

Hive mind + Pact of Negation / Slaughter Pact / Chance for Glory

Lethal vapors + Teferi's protection / perch protection + trick bind / Krosan Grip is the classic "Teferi's vacation combo" but there are plenty of cards other than Teferi's protection and lethal vapors that can work to a lesser extent. Also I don't believe Trick bind / Krosan Grip is necessary, but this is in the grey area of the rules, feel free to stop reading the rest of this paragraph if youre not interested. Ive gotten several different answers from different judges. But I believe, if you use lethal Vapors while you are last in priority order, and you are stuck in a loop of everybody skipping their turns to match yours, the first person in priority order must make a new decision ie not activate lethal Vapors. So if you are last in priority order, you can guarantee that you can skip all your turns.

Chronatog + the one ring / stasis coffin / glacial Chasm / Solitary Confinement can be a similar combo to Teferi's vacation. Your permanents aren't phased out, so you can still tap for mana to play cards at instant speed, but also your opponents can destroy your permanents.

Awakening / seedborn muse + Tidal Barracuda / leyline of anticipation can get you started on skipping your turns with zero downside. You can play kenrith and start drawing cards without using your turn too. Awakening + Tidal Barracuda especially changes the game completely for everyone on the table and forces everyone to play into your gimmick.

If you have {1}{U} or {1}{G}{G} untapped mana, and you're skipping your turn forever but you're drawing a lot of cards, and you have no way of generating mana. You can start playing your cards again by using playing a pact card + An offer you can't refuse (to change {1}{U} into {1}{G}{G}) then you cast crop rotation to get a emergence zone (or if emergence zone is in you hand, you can use growth spiral or alchemist's refuge instead). Use emergence zone to play burgeoning at instant speed and now you can start generating mana again.

Updates Add

I removed 3 game changers: vampiric tutor, Rhystic study, and enlightened tutor. This was an attempt to make it a bracket 3 deck with only 3 game changers.

With the first update to the game changer list, a lot of tools this deck needs to function are now on the game changer list, and now I have no intention of changing it further. I'm still a fan of removing the tutors though.
