EDITSo upon further playtesting... This is totally just a Tamiyo, Field Researcher deck, disguised as a voltron deck. Gilder Bairn and Doubling Season help you get her to her ultimate, with Fathom Mage, Zameck Guildmage and Give / Take being the main draw engine. Once you do that, you basically play everything, and win.

Jenara, Asura of War is a pretty fast and hard hitting commander (a 3/3 flier for 3 mana? sweet!), that only gets bigger and meaner over time!

I could have gone full voltron with equipment / Auras (and there are a few, of course!), but I felt like doing something a little different; counter theme - Graft, Evolve, Proliferate and beyond!

You're best turn 1 play would probably be good ol' Noble Hierarch, with Hardened Scales being a damn good runner up. Almost everything in the deck wants more +1/+1 counters, but of course getting your already fast commander out a turn sooner (and gaining an exalted trigger) is nothing to joke about.

Enduring Scalelord is a potential all-star in this deck, when you consider dropping a clone of him with Progenitor Mimic, then just ticking up Jenara once can give you 2 fliers that are AS BIG AS YOU WANT THEM TO BE. With Jenara, you can do this at instant speed during / after declare blockers.

Champion of Lambholt lets you wreck shop if you can get +1/+1 counters on her!

There is also a silly Legacy mill combo, in the form of Melira, Sylvok Outcast or Master Biomancer + Altar of Dementia + a creature with persist (lets say Kitchen Finks so we also gain a butt-tonne of life, though Glen Elendra Archmage is good too). You sac the creature with persist so you can mill an opponent, then it comes back (finks gains you life), but Melira makes it come in without the -1/-1 counter, and Master Biomancer just puts it to +1/+1! You can now freely do this until they either stop you, or they get milled out.

The sideboard (as I usually do) is for a more control matchup. A prominent enchantment package in the form of Sigil of the Empty Throne , Starfield of Nyx, Privileged Position, Mirari's Wake and Declaration of Naught. It should be noted that Angel of Jubilation doesn't work with Altar of Dementia, so if you are up against a black sacrifice deck, you may want to switch those pieces out for the Angel, Wargate, and other appropriate cards.
