Phantom Warrior, Cancel and See Beyond are all bad.
Cyclonic Rift is very lackluster in modern, I would reccomend replacing them with Brazen Borrowers.
I can't ever justify paying the transmute cost for Muddle (it's also usually a less than ideal counterspell), I would reccomend just putting in better cards in it's place than a tutor for Lord of the Unreal.
Consider somthing along the lines of Remand or more Mana Leak for stall. Krovikan Mist is probably your best illusion, I think 4 are mandatory considering how bad illusions are.
Maybe Spark Double?
Serum Visions could be an okay replacement for See Beyond.
Force of Negation is amazing in most blue decks.
Tbh I feel like whatever you do with Illusions it's just going to be a worse spirits/merfolk tribal deck with none of the advantages.

I used to play a very similar deck and it was one of my favorites! I definitely recommend Echoing Truth (it's so much fun to use it against a token deck).
Phantom Warrior and Gossamer Phantasm aren't the strongest cards ever (despite the latter's gorgeous art), so if you need to remove cards to add new ones, they're where I'd start.
While I can't remember if there are any relevant blue or colorless ones off the top of my head, when building a tribal deck it's always worth looking at changelings, too, since they count as illusions and can have some fun effects.
Finally... If you can afford it, Adaptive Automaton is pretty great (and way cheaper than it used to be), and same goes for adding a fourth Phantasmal Image (who on the other hand is a lot more expensive now, haha).

Hey, nice budget upgrades to the precon: Sea-Dasher, Reconnaissance, Brokkos, and Triome.
Elusive Tormentor Flip and Troll Ascetic are two budget creatures who you want to mutate with Otrimi. Tormentor for Insidious Mist when mutated with Otrimi makes a 6/6 hexproof, indestructible, unblockable, trample Beast. Discard a creature with mutate to flip Tormentor and recur that creature with Otrimi. The combination of hexproof and regenerate of Ascetic is powerful with mutate.
Hexproof is key and it's wanted because it protects the creature you're mutating to from targeted removal before it mutates and then after it protects the mutate pile so you can safely mutate again. Swiftfoot Boots can equip to any creature you control giving it hexproof.

- Troll Ascetic > Vastwood Hydra.
- Swiftfoot Boots > Phantom Warrior.
The manabase of the precon is not good and you haven't changed it much. The color fixing is not good enough to be able to consistently cast Otrimi. Needing three different colors and having 11x basic Forests is going to be problematic without more color fixing.
On a budget, a manabase change to consider is to add the Bounce lands: Simic Growth Chamber, Dimir Aqueduct, Golgari Rot Farm in place of other lands that ETB tapped. With Bounce lands have to return a land you control to your hand (bounce) and they interact well with a basic land to bounce. They help with color fixing since you tap them for two different colors of mana.
- Dimir Aqueduct > Dimir Guildgate.
- Golgari Rot Farm > Golgari Guildgate.
- Simic Growth Chamber > Temple of Mystery.
- Yavimaya Coast > Thornwood Falls.
- Ash Barrens > Temple of the False God.
- Evolving Wilds > Soaring Seacliff.
- Could cut 2x Forest, add 2x more Island.
More Signets can help with faster ramp and color fixing. Arcane Signet is great, but there's three other budget Signets to consider adding: Simic Signet, Golgari Signet and Dimir Signet (Ravnica version). A Signet is helpful since any basic Forest or any other land can be used to make two different colors of mana.
Shared Summons is a budget instant creature tutor that can put any two creatures into your hand. Jarad's Orders is another creature tutor that puts a creature into your hand and any other creature into your graveyard such as one with mutate to recur with Otrimi. Primal Empathy can be repeatable draw source or repeatable source to make Otrimi bigger. Season of Growth can be another repeatable draw source, any time you cast a creature for it's mutate cost targeting a creature to mutate.
- Shared Summons > Illusory Ambusher.
- Jarad's Orders > Cavern Whisperer.
- Primal Empathy > Mysterious Egg.
- Season of Growth > Mind Spring.

I am confused about some card choices: Ghostly Touch , Mortus Strider , Restless Dead , and the unblockable creatures like classic: Phantom Warrior . Are the unblockable creatures here so Lazav can become unblockable? Or for cipher/Trepanation Blade/Sword of B&M? Thanks.

MY Sram list is not because I only keep lists I have in paper on here. Once I dismantle it I put the list in my brew folder and delete it. I can re-add it if you'd be interested. The game-plan was casting enchantments that stopped opponents' creatures from attacking and blocking (while drawing a card) to let Sram beat face. More effective than you'd think, especially 1v1 but did decently when played more politically in 3+ pods.
You want both and more for redundancy.
You also have to read the board on when to cast her. Running her out ASAP is your plan but if the black/blue player has 2+ untapped lands then maybe not. Bait out removal/counters with other threats. Be political in promising to not attack an opponent if they let you have your extra turn to deal with a bigger threat to you both.
While you do have big bombs like Stormtide Leviathan what if you added unblcokable creatures? Invisible Stalker and Phantom Warrior can be boosted easily, when it eats a removal/counter that is one less for Medomai, gives you another option before T6, and are viable options in case Medomai cannot stick.
Out of curiosity, what do you (generally) do with your second turn when Medomai connects?
