Ink-Treader Nephilim isn't legal as a commander, because it's not a legendary creature. If your playgroup does allow you to play him, decide whether he'll be treated as a legendary or not.

The deck strategy is to use cantrips like Crimson Wisps with a lot of creatures on the board targeting Ink-Treader Nephilim for massive and cheap card draw. To flood the deck with creatures this deck runs lots of mana dorks ( Sylvan Caryatid ). Eventually, a Sigil Blessing and/or Mark of Mutiny will seal the deal.

Single target removal will act like board wipes, and since an empty board is bad for this deck, Pongify and the likes are perfect.

Swiftfoot Boots, Shelter protect Ink-Treader Nephilim.

Untap like Jeskai Ascendancy gives mana, and combos of quickly.
